This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. The applicant shall obtain clearances/approvals for the following, prior to building permit issuance: -Planning Division approval on the corrected/final set of drawings (647-5804). Previously approved plans should be submitted to expedite the process. - Fire Department approval on the corrected/final set of drawings (647-5839 or 647-5700). -Police Department approval on the corrected/final set of drawings (647-5840). -Public Works Agency approval (647-5039). - School District Compliance Certificate; and a copy of the building permit application, signed by the plan check engineer, shall be required by the School District to verify the scope of the work. -Grading Permit. Application is made through the Building Safety Division (647-5800) and the plan review is by the Public Works Agency (647-5039). This project is in a special flood hazard area designated on the flood insurance rate map (FIRM) as zone A. This zone requires that the lowest finish floor elevation (including basement) of the structure shall be at (or above) base flood elevation determined by a hydrology study for the A zone on the flood insurance rate map. All elevations must be referenced to the National Geodetic Vertical Datum. Reference should be made to the Flood Plain Management Ordinance, Santa Ana Municipal Code, Chapter 7, for complete requirements. Drawings shall show compliance with said ordinance including noting flood zone and finish floor elevation."Provide hydrology study and specify base flood elevation (BFE), pad elevation and lowest finish floor elevation. (There is no BFE in the submitted hydrology report) Note on plans: "A Federal Emergency Management Agency National Flood Insurance Program ELEVATION CERTIFICATE shall be completed by a California Licensed Land Surveyor or California Registered Civil Engineer who is authorized to practice land surveying. The completed ELEVATION CERTIFICATE must be submitted to the Building Inspector at the time of foundation inspection, and a final certificate must be submitted at the time of final inspection." The submitted elevation certificate form was expired on November 30, 2018, please complete and submit the valid certificate. In addition, the following information must be included in the certificate: Show Base Flood Elevation in item B9. It currently shows 1 foot appears incorrect. Based on the Elevation Certificate item B10, submit a copy of “County’s West Consultant Study” to verify the base flood elevationon this specific address shown in item B9. The document shall be prepared and signed by a license professional. As an option, provide hydrology study on this site to determine base flood elevation and update item B9 and B10. Sheet A1. On the site plan, show finish floor elevation, pad elevation and the adjacent grade at each corner of the house. The information on the site plan must match the elevation certificate. Revise the project address to “313 ½ S. Deming St”. Please ensure the correct address is updated throughout the construction document. Provide the following on address number: Show the location of the address number on the site plan. The address number shall be legible and placed in a position that is visible from the street or road fronting the property. The address number shall be Arabic numbers or alphabetical letters. Numbers shall not be spelled out. Each character shall be not less than 4 inches in height with a stroke width of not less than 0.5 inches. Sheet A1 Site plan keynote 13. Provide one-hour rated eave detail on plan. Sheet A2. Revise the location of the attic access. A minimum 30” vertical headroom is required at the above the access in the attic space. Sheet A2. In window schedule, revise maximum SHGC to 0.23 per energy analysis. Soils report comments: All pages. The submitted soils report is not for the proposed site. Provide soils investigation report for 313 ½ Deming Street, Santa Ana, CA. 92704. The information and figures in the report shall be updated due to the actual soils condition on this specific site (this is not a typo of the job address on the cover page of the report). Page 1. Site location and back ground: the site address and the vicinity map (figure 1) are incorrect. Page 2. Seismicity and faulting: the applicable code shall be 2019 California Building Code and ASCE 7-16. Page 2. Seismicity and faulting: Specify Site Design Category (SDC) for this site. (A through F) Page 2. Clarify what is Site Category III in the report. There is no definition of the Site Category. Page 3. Review the liquefaction section. The study is based on figure 3 which is not for the proposed building location. Page 3. Clarify the title “EPMSLUBU? RCP” stands for? Page 5 and behind. Review the conclusion and recommendation section based on the correct information on the proposed site. If there is any changes, please highlight the area and inform the structural engineer to review his foundation design. Page 6. Update the applicable Code from UBC 2016 to 2019 CBC. Page 8. Update the grading requirement per City of Santa Ana instead of City of Huntington Beach. Update Figure 1, Figure 3 and Figure 4 based on the proposed site address. Structural comments: Sheet S.0. Specify Risk Category (I through IV) for this building in the Design Load Table. Sheet S.0. It is not clear if the Risk category is III as shown in the Design Load Table (what is risk factor?), if it is III, increase the importance factor Ie=1.25 for the entire lateral analysis design per ASCE 11.5.1 and Table 1.5-2. Clarify with soils engineer that if 4000 psi concrete is required on this project. See soils report page 7 under “soluble sulfate analyses”. If required, add note to the foundation plan. Sheet S.0. Special inspection is required per soils report. Submit a review letter by soils engineer and incorporate any requirements and recommendations into the plans. The soils report requires foundation excavations to be reviewed by soils engineer. Note on the foundation plan "Prior to requesting a Building Department foundation inspection, the soils engineer shall inspect and approve the foundation excavations".
