Provide the following: Submit a completed OCFA clearance form. Clearance forms are available at the Building Department permit counter and may be required to be reviewed along with plans by OCFA staff. Plan review by the OCFA is required for this use or occupancy. The OCFA plan check package shall be submitted at the Building Department permit counter. Please consult with staff for specific application, fees and submittal requirements.PLAN CHECK COMMENTS:ARCHITECTURAL:For cannabis business projects, all drawings and supporting documents shall be prepared, stamped and signed by a California licensed architect or registered civil engineer. (CBC Sections A106.1 and A106.3.4.1). (Highly recommend design by an experienced and licensed architect for the architectural design on this project and coordinate the structural, energy, green, EMP drawings in consistent with the proposed architectural drawings.)Submit a signed copy of the contract showing labor and materials for all work to be done under the subject building permit application. The plan check engineer may accept the contract price as the valuation of improvements for unique/unusual projects in lieu of using a cost per square foot basis. (the permit valuation shows $60,000 appears too low).Submit a letter addressed to the Building Safety Division describing in detail the manufacturing process from material delivery, storage, handling, packaging, and shipping of finish product. Include an equipment list describing use in the process.Submit an additional copy of sheet PP0.1 through PP3.1 to Building Division to review building egress, accessibility and equipment anchorage.Sheet A-0.0. Evidence shall include appropriate material thickness for each building element. - Non-standard fire-resistive designs requiring adhesives, overcoats, metal lath-netting, or special thicknesses shall be detailed.Plans shall indicate how required structural and fire resistive integrity will be maintained where a penetration will be made for electrical, mechanical, plumbing and communication conduits, pipes and similar systems. CBC Section 106.1.1 and CBC Chapter 7. Note on the plans the ICC Research Report number, U.L. number, State Fire Marshal number, or approval number of another agency accepted by the City of Santa Ana.Provide on the drawings interior wall and ceiling finish schedule showing compliance with CBC Section 803 and CBC Table 803.5.Provide Interior floor finishes and show compliance with CBC Section 804.Provide ceiling plan to specify the proposed ceiling system and provide structural design and details for the ceiling system.Sheet A-7.0. Cross-reference longitudinal and one transverse building cross-sections into the proposed floor plan. Sheet A-7.0. Building Section drawings shall include following information: Building component assemblies (walls, roof, floors, foundations, etc.). Material sizes/type. Attachment/relationship to existing buildings (where applicable). Height dimensions (top of finished grade, top of floor elevation(s), bottom of ceiling, top of parapets, etc.). There are multiple ramps within the building. Revise submitted building cross-sections to address the height difference between first floors with elevation specified. Bottom of footing elevation. EXITSheet A-8.0. Revise the means of egress floor plan to provide full dimensions and address all occupiable spaces indicating the following: - Calculate and specify the occupant load at individual spaces per Section 1004 - Specify the overall occupant load of the tenant space - Show intended egress routes, specifying the cumulative occupant load at exit access doors, corridors, etc. - Show the common path of travel and the exit access travel distances - Calculate the minimum width of all means of egress components - Show the required and actual distance between exit and exit access doorways - Show location of the illuminated exit signs. - Show location of the tactile exit signs.Note on the floor plan the use and occupancy load of each room and/or area. Relate each use to a CBC Table item. Note occupant loads which are the greater number based on CBC Section 1004 and Table 1004.1.1 or the actual number of occupants.Occupant load is calculated as follows: - Growing, storage and shipping area are 300 sq. ft. per person - Cannabis infused products, testing and business areas are 100 sq. ft. per person.Provide occupant load calculation and verify the width of exit complying with: - CBC Section 1005 (Egress Width) - CBC Sections 1020.2 and 11B-403 (Corridors, Hallways, and Exterior Exit Balconies) - CBC Sections 18.1 and 11B-403 (Aisles) - CBC Section 11B-405.5 (Ramps) - CBC Sections 1007.3 and 1009.1 (Stairs)Sheet A-8.0. The common path of travel distance exceeds the maximum allowable distance in Table 1006.2.1. Provide two means of egress in the following space: vault, flower room 2, flower room 3 and dry room.Sheet A-8.0. Identify the use/function of the unassigned room between the storage room 1 and the storage room 2. Egress from a room or space shall not pass through adjoining or intervening rooms or areas, except where such adjoining rooms or areas are accessory to the area served, are not a high hazard occupancy and provide a discernible path of egress travel to an exit.Sheet A-8.0. CBC Section 1020.5, Corridor continuity. Fire-resistance-rated corridors shall be continuous from the point of entry to an exit, and shall not be interrupted by intervening rooms. Provide fire-rated corridor walls and fire-rated doors between the corridor and the (1) storage room 4, (2) packing area, and (3) the room next to the trim room.CBC Section 1020.5, Air movement in corridors. Corridors shall not serve as supply, return, exhaust, relief or ventilation air ducts when required to be fire-resistive rated in accordance with Table 1017.1.Provide a complete architectural section of 1-HR. corridor detailing fire resistive rated construction of the walls and ceilings. Detail all duct and other penetrations CBC Sections 708.4, 1020.1, 716.1, Table 716.1(2) & 717.5.4.CBC Section 716.2.2. When corridor walls are required to be of one-hour fire-resistive construction by Section 1020, every interior door opening shall be protected by a tight-fitting smoke-and-draft-control assembly having a fire-protection rating of not less than 20 minutes.Include the following notes with typical one-hour corridor section view: - Interior openings for other than doors or ducts shall be protected by fixed glazing listed and labeled for a fire protection rating of at least three-fourths hour in accordance with CBC Section 716.3. - Penetrations in fire-resistive walls shall comply with CBC Sections 716 and 717. - Cabinets such as recessed electrical panels, fire hose cabinets, and recess fire extinguisher cabinets constructed of steel are permitted, provided that the openings in the fire rated corridor are sealed with approved sealant material to prevent the passages of smoke. - Other cabinets should be installed or recessed so that there is no reduction in the fire rating of the wall, or opening which would allow smoke to pass. This would mean that the cabinet must be surrounded with material which provides the equivalent of one-hour fire resistance.Sheet A-8.0. CBC Section 1005.7.1. Doors, when fully opened, and handrails shall not reduce the required width by more than 7”. Doors in any position shall not reduce the required width by more than one-half. Other nonstructural projections such as trim and similar decorative features are permitted to project into the required width 1.5” from each side. Verify at all doors which swinging into corridor.Provide on the drawings a complete door schedule, showing: - Door sizes (CBC Sections 10010.1.1 and 11B-404.2) - Hardware complying with exiting and disabled accessibility requirements (CBC Sections 1010.1.9 and 11B-404.2.7) - Compliance with limitation of viewport size (CBC Section 716.2.2.1 Exception 1) - Fire-rating of door assembly complying with CBC Section 716 Opening Protection - Note smoke seal (in accordance with CBC Section 716.2.2.1, required for doors forming part of the one-hour exit corridor envelope) - Show compliance with the City of Santa Ana’s Security Ordinance (Contact the Santa Ana Police Department Crime Prevention Section by telephoning 714-647-5840)Sheet A-8.0. CBC Section 1010.1.9, Note on drawing: “Exit doors shall be openable from the inside without the use of a key or any special knowledge or effort.”Sheet A-3.0, A-4.0 and A-8.0. All doors require a level floor landing on each side in accordance with CBC Sections 1010.1.5, 1010.1.6, 1010.1.7, 11B-404.2.4.4and 11B-404.2.5 and CBC Figures 11B-404.2.4.1 and 11B-404.2.4.2. Provide typical door threshold details and details of change in floor covering material.Ramps are not allowed at the door landing.Sheet A-8.0. Revise the drawings to reflect under CBC Section 1010.1.9.4 Exception 2.2, which reads “THIS DOOR MUST REMAIN UNLOCKED WHENEVER THE BUILDING IS OCCUPIED.”Sheet A-8.0. CBC Section 1013, Requires exit signs to be readily visible from any direction of approach. No point shall be more than 100’ from the nearest visible exit sign. Revise the drawings to show compliance.Sheet A-8.0. CBC Section 1008, Requires means of egress from all occupied parts of the building be provided with at least 1’ candle of light at floor level. Show compliance on the drawings.Sheet A-8.0. Show proposed tactile exit sign location on the egress plan. Tactile exit signs shall be required at the following locations: - Each grade-level exterior exit door shall be identified by a tactile exit with the word “EXIT.” - Each exit access door from an interior room or area to a corridor or hallway, which is required to have a visual exit sign, shall be identified by a tactile exit sign with the words “EXIT ROUTE.”For the purpose of Section 1013.4, the term “tactile exit signs” shall mean those required signs that comply with Chapter 11A, section 1143A or Chapter 11B, section 11B-703.1, 11B-703.2, 11B-703.3 or 11B-703.5. Provide detail showing compliance.Sheet A-6.0. The guard or guardrail on the exterior walkway appears not complying with code:Show elevation of the exterior walkway, measured from the finish grade to the surface of the walkway.Guards shall be detailed to show compliance with Sections 1015 and 1607.7. Dimension finish floor to top of guard height. Unenclosed balconies or porches, which are more than 30” above grade shall be protected by a guardrail.CBC Section 1015.3. The top of the guards shall not be less than 42” in height.CBC Section 1013.4. Open guards shall have intermediate rails or an ornamental pattern such that a sphere 4” in diameter cannot pass through. - The open space between the intermediate rails or ornamental pattern of guards in commercial and industrial-typeoccupancy areas, which are not accessible to the public, may be such that a sphere 12” cannot pass through. - The triangular opening formed by the riser, tread, or bottom elements of a guard at the open side of a stairway may be of such size that a sphere 6” indiameter cannot pass through.Add note to plan. - CBC Section 1204.3, Artificial light. Artificial light shall be provided that is adequate to provide an average illumination of 10’candles (107 lux) over the area of the room at a height of 30”above the floor level.Sheet A-1.0. CBC Section 1028.5, Access to a public way. The exit discharge shall provide a direct and unobstructed access to a public way. On the site plan, provide marking with width specified to prevent parked car encroaching the exterior exit route through the parking area to the public sidewalk. (note that Planning Department approval is also required for altering existing parking spaces)Provide walk-in cooler and freezer design. Foam plastic installed in a maximum thickness of 10” in cooler and freezer walls to comply with Section 2603.4.1.2 of CBC. For foam plastic having a thickness that does not exceed 4” refer to Section 2603.4.1.3 of CBC. Provide complete wall, ceiling construction detail and connection details to show compliance. Note ICC Research Report Number on the drawings for Walk-in cooler and or freezer, if applicable.Sheet A-5.0. Revise the title from “existing roof plan” to “proposed roof plan”.Sheet A-5.0. Coordinate with the mechanical roof plan, show location of each new roof top units on the roof plan, including the weight of the units. If the units are within 10 feet to the edge of the building, please provide measurement on plan.Sheet A-5.0. Show dimensions (WxHxL) and distance to the building edge of each new roof top units.Sheet A-5.0. Please clarify if there are any proposed screens and proposed guards on the roof plan. Guards shall be provided where various components that require service are located within 10 feet of a roof edge. (CBC 1015.6).SITE ACCESSIBILITYSheet A-1.0. Identify the primary path of travel on the site plan. An accessible path of travel is required from (1) public sidewalk and (2) accessible parking space to an accessible building entrance. Fill out the “Disabled access compliance document form” and submit to Building Division for review.The path of travel shall be fully compliance OR when the adjusted construction cost is less than or equal to the current valuation threshold $170,466.00, the cost of compliance with the primary accessible path of travel requirements is limited to 20 percent of the adjusted construction cost of alterations, structural repairs or additions presently planned and those during the preceding three-year period. §11B-202.4. Provide accessible parking design: Dimension minimum 18-foot long car and van accessible parking space(s) and access aisle(s). §11B-502.2, Figures 11B-502.2 and 11B-502.3 Dimension minimum 9-foot width at accessible car parking space. §11B-502.2, Fig. 11B-502.2 & Fig.11B-502.3 Dimension minimum 12-foot wide accessible van parking space with minimum 5-foot wide access aisle. Van parking spaces shall be permitted to be minimum 9 feet wide where access aisle is 8-foot wide minimum. §11B-502.2, Figures 11B-502.2 and 11B-502.3 Car and van stall access aisle shall be 5 foot wide minimum and shall adjoin an accessible route. Two parking spaces shall be permitted to share a common access aisle. §11B-502.3, Figures 11B-502.2 and 11B-502.3 Access aisles shall be marked with a blue painted borderline around their perimeter. The area within the blue borderlines shall be marked with hatched lines a maximum of 36 inches on center in a color contrasting with that of the aisle surface, preferably blue or white. The words "NO PARKING" shall be painted on the surface within each access aisle in white letters a minimum of 12 inches in height and located to be visible from the adjacent vehicular way. Access aisle markings may extend beyond the minimum required length. §11B-502.3.3, Figure 11B-502.3.3Access aisles shall not overlap the vehicular way. Access aisles shall be permitted to be placed on either side of the parking space except for van parking spaces which shall have access aisles located on the passenger side of the parking spaces. §11B-502.3.4Parking space identification signs shall include the International Symbol of Accessibility complying with Section 11B-703.7.2.1 International Symbol of Accessibility. §11B-502.6, Figure 11B-703.7.2.1 Signs identifying van parking spaces shall contain additional language or an additional sign with the designation “van accessible.” Signs shall be 60 inches minimum above the finish floor or ground surface measured to the bottom of the sign. §11B-502.6 Parking identification signs shall be reflectorized with a minimum area of 70 square inches. §11B-502.6.1 Additional language or an additional sign below the International Symbol of Accessibility shall state “Minimum Fine $250.” §11B-502.6.2 A parking space identification sign shall be visible from each parking space. Signs shall be permanently posted either immediately adjacent to the parking space or within the projected parking space width at the head end of the parking space. Signs may also be permanently posted on a wall at the interior end of the parking space. §11B-502.6.3Each accessible car and van space shall have surface identification complying with either of the following schemes: §11B-502.6.4 The parking space shall be marked with an International Symbol of Accessibility complying with Section 11B-703.7.2.1 International Symbol of Accessibility in white on a blue background a minimum 36 inches wide by 36 inches high. The centerline of the International Symbol of Accessibility shall be a maximum of 6 inches from the centerline of the parking space, its sides parallel to the length of the parking space and its lower corner at, or lower side aligned with, the end of the parking space length. §11B-502.6.4.1The parking space shall be outlined or painted blue and shall be marked with an International Symbol of Accessibility complying with Section 11B-703.7.2.1 International Symbol of Accessibility a minimum 36 inches wide by 36 inches high in white or a suitable contrasting color. The centerline of the International Symbol of Accessibility shall be a maximum of 6 inches from the centerline of the parking space, its sides parallel to the length of the parking space and its lower corner at, or lower side aligned with, the end of the parking space. §11B-502.6.4.2An additional sign shall be posted either; 1) in a conspicuous place at each entrance to an off-street parking facility or 2) immediately adjacent to on-site accessible parking and visible from each parking space. §11B-502.8 The additional sign shall not be less than 17 inches wide by 22 inches high. §11B-502.8.1 The additional sign shall clearly state in letters with a minimum height of 1 inch the following: §11B-502.8.2"Unauthorized vehicles parked in designated accessible spaces not displaying distinguishing placards or special license plates issued for persons with disabilities will be towed away at the owner’s expense. Towed vehicles may be reclaimed by telephoning The Santa Ana Police Department at (714) 245-8665. CVC 22658a."Parking spaces and access aisles shall be designed so that persons using them are not required to travel behind parking spaces other than to pass behind the parking space in which they parked. See comments on the site plan. Revise the marking of the accessible route.§11B-502.7.1Provide exterior accessible ramp design:Provide ramp details, including slope, landings, and handrails with full dimensioned plan.Ramp runs shall have a running slope not steeper than 1:12 (8.33%). §11B-405.2Cross slope of ramp runs shall not be steeper than 1:48 (2.083%). §11B-405.3Floor or ground surfaces of ramp runs shall comply with 11B-302 Floor or Ground Surfaces. Changes in level other than the running slope and cross slope are not permitted on ramp runs. §11B-405.4The clear width of a ramp run shall be 48 inches minimum. §11B-405.5The rise for any ramp run shall be 30 inches maximum. §11B-405.6Ramps shall have landings at the top and the bottom of each ramp run. §11B-405.7Landings shall comply with 11B-302 Floor or Ground Surfaces. Changes in level are not permitted. §11B-405.7.1The landing clear width shall be at least as wide as the widest ramp run leading to the landing. §11B-405.7.2Top landings shall be 60 inches wide minimum. §11B-405.7.2.1The landing clear length shall be 60 inches long minimum. §11B-405.7.3Bottom landings shall extend 72inches minimum in the direction of ramp run. §11B-405.7.3.1Ramps that change direction between runs at landings shall have a clear landing 60 inches minimum by 72 inches minimum in the direction of downward travel from the upper ramp run. §11B-405.7.4Where doorways are located adjacent to a ramp landing, maneuvering clearances required by 11B-404.2.4 and 11B-404.3.2 shall be permitted to overlap the required landing area. Doors, when fully open, shall not reduce the required ramp landing width by more than 3 inches. Doors, in any position, shall not reduce the minimum dimension of the ramp landing to less than 42 inches. §11B-405.7.5Ramp runs shall have compliant handrails per11B-505 Handrails. §11B-405.8Edge protection complying with 11B-405.9.2 Curb or Barrier shall be provided on each side of ramp runs and at each side of ramp landings. §11B-405.9 (Seeexceptions)A curb or barrier shall be provided that prevents the passage of a 4 inch diameter sphere, where any portion of the sphere is within 4 inches of the finish floor or ground surface. To prevent wheel entrapment, the curb or barrier shall provide a continuous and uninterrupted barrier along the length of the ramp. §11B-405.9.2 Provide detectable warning at the bottom landing of the exterior ramp.
