Business and Professions Code Chapter 3, Division 3, Section 5536.1 (a). This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information. The applicant shall obtain clearances/approvals for the following, prior to building permit issuance: -Planning Division approval on the corrected/final set of drawings (647-5804). Previously approved plans should be submitted to expedite the process. -Police Department approval on the corrected/final set of drawings (647-5840). -Public Works Agency approval (647-5039). - School District Compliance Certificate; and a copy of the building permit application, signed by the plan check engineer, shall be required by the School District to verify the scope of the work. -Grading Permit (OPTION: see exemption on plan check item #2). Application is made through the Building Safety Division (647-5800) and theplan review is by the Public Works Agency (647-5039). PLAN CHECK COMMENTS: Revise the project address to “2213 ½ W. Marty Lane, Santa Ana CA 92706”. Please ensure the correct address is updated throughout the construction document. For example, address on the title block of every sheet, and title page on structural calculations. Provide grading plan. However, the City will not require a grading plan provided the following conditions are met: Grading of less than 50 cubic yards in an isolated, self-contained area, provided there is no danger to the public, and that such grading will not adversely affect adjoining properties. Site Drainage plan is provided or incorporated on architectural drawing. A licensed Civil Engineer must certify the site drainage plan with his or her engineering stamp and signature on the plan. Provide the following notes on plan: Lots shall be graded to drain surface water away from the foundation wall. Where lot lines, walls, slopes or other physical barrier prohibit 6” of fall within 10feet, drains or swales shall be constructed to ensure drainage away from the structure. The grade shall fall a minimum of 6” within the first 10 feet (5% slope). Impervious surfaces within 10 feet of the building foundation shall be slope a minimum of 2% away from the building. Submit 2 copies of soils report for this project. Sheet A-2. Provide one-hour fire-rated construction in common wall between the existing house and the new ADU from the foundation to the bottom of the roof sheathing. Show location and fire-assembly details on the drawing. Sheet A-2. Add a note to cross-reference key notes for legend B2 through B5, K1 through K4, and M1 through M2 from A-3 into this sheet. Sheet A-3. Specify roof covering material in the patio cover with ICC number. Provide the following on address number: Show the location of the address number on the site plan. The address number shall be legible and placed in a position that is visible from the street or road fronting the property. The address number shall be Arabic numbers or alphabetical letters. Numbers shall not be spelled out. Each character shall be not less than 4 inches in height with a stroke width of not less than 0.5 inches. Sheet U-1. Provide smoke detector/alarm in each bedroom. Note on plan the smoke alarm requirements: An approved smoke alarm shall be installed for new construction and alteration, repair, or additions requiring permit exceeding $1,000. Battery operated smoke alarms are permitted in existing buildings where no construction is taking place or in buildings undergoing alterations or repair that does not result in the removal of interior walls or ceiling finishes unless there is an attic, crawl space or basement which could provide access for wiring. Smoke alarms shall be interconnected such that the activation of one alarm will activate all alarms in the individual dwelling unit. Smoke detectors shall be “hardwire” and shall be equipped with battery backup. Note on plan the carbon monoxide alarm requirements: CO alarms shall be “hardwire” and shall be equipped with battery backup. CO alarms shall be listed in accordance with UL 2034. CO alarms shall be listed in accordance with UL 2075. CO alarms shall be interconnected such that the activation of one alarm will activate all alarms in the individual dwelling unit. ENERGY Sheet T24. Revise number of bedroom in ADU to 3. See red marks on this sheet. Sheet T24. Revise average ceiling height to 8 feet. See red marks on this sheet. Sheet T-24. Revise window area in fenestration section to match plan. See red marks on this sheet. STRUCTURAL Submit a review letter by soils engineer and incorporate any requirements and recommendations into the plans. The soils report requires foundation excavations to be reviewed by soils engineer. Note on the foundation plan "Prior to requesting a Building Department foundation inspection, the soils engineer shall inspect and approve the foundation excavations". This is an engineering building. All structural plans shall be stamped, signed and dated by the structural engineer in record. (Advisory) Prior to submit, please review the foundation design and details by the structural engineer of record to ensure the footing design is accordance with soils report recommendations to avoid next plan check corrections. Sheet S-1. Update the applicable code to 2019 CBC in the framing notes and shear wall schedule. Sheet S-2. Provide holdowns at each end of the 4 feet long shear wall on grid line B. Sheet S-2. Clarify if HDU11 (note 5) holdowns are required on the 18 feet long shear wall on grid line 4. HDU2 is required by structural calculation. If the HDU11 does apply, please response “NA” to this comment and no modification is needed on plan.
