The applicant shall obtain clearances/approvals for the following, prior to building permit issuance: -Planning Division approval on the corrected/final set of drawings (647-5804). Previously approved plans should be submitted to expedite the process. -Police Department approval on the corrected/final set of drawings (647-5840). -Public Works Agency approval (647-5039). - School District Compliance Certificate; and a copy of the building permit application, signed by the plan check engineer, shall be required by the School District to verify the scope of the work. -Grading Permit. Application is made through the Building Safety Division (647-5800) and the plan review is by the Public Works Agency (647-5039). This project is in a special flood hazard area designated on the flood insurance rate map (FIRM) as zone A. Hydrology study and Elevation Certificate are required. The provided Hydrology study did not provide method of determining the base flood elevation for the subject site. The provided Elevation Certificate was incomplete. Please revise the elevation certificate to show base flood elevation as determined from the hydrology report as required above. Coordinate grading plan and foundation slab elevation with the base flood elevation from the above requirement. Note on plan: "A Federal Emergency Management Agency National Flood Insurance Program ELEVATION CERTIFICATE shall be completed by a California Licensed Land Surveyor or California Registered Civil Engineer who is authorized to practice land surveying. The completed ELEVATION CERTIFICATE must be submitted to the Building Inspector at the time of foundation inspection, and a final certificate must be submitted at the time of final inspection." Due to the major alteration and remodel of the existing residence, it’s considered a substantial improvement. Hence, the addition and existing house must be elevated to meet the base flood elevation of hydrology study as required above. Sheet A.1: Photovoltaic system is required for all newly constructed low-rise SFD including detached ADU, and Multifamily buildings. On the plan, please specify minimum system size (in KW) in accordance with the Title 24 calculation. (Section 150.1(c)14; 150.1(b)(1)) Add note on the coversheet: Minimum 1.93 (KWdc) photovoltaic system will be submitted under a separate permit and shall be issued prior to building frame inspection request. Please coordinate with Grading plans and show onsite surface drainage information. Lot shall be graded to drain surface water away from foundation walls. The grade shall fall a minimum of 6” within the first 10’ (5%). Please revise site plan accordingly. (R401.3 CRC) Addressing: Please revise plan to add the haft address (4713 – 1/2 W. Floyd Circle) for the proposed ADU. Apply to all sheets. Scope of work: It appears there will be a major alteration and demo of existing house. Please revise scope work to elaborate the proposed construction at the existing residence. Note on plan: Mechanical, Electrical and Plumbing are not part of this plan review and approval. MEP are subject to building inspection. Sheet A.2: Plan must be legible. Please increase font size for the Elevation Certificate. Please provide a demo plan to show existing wall to be removed. Sheet A.3: Due to the major alteration and remodel of the existing residence, it’s considered a substantial improvement. For clarity, please revise Title Block under the floor plan to indicated “Proposed Floor Plan”. Wall line at the front of the building – Please show dimensions so that wall and wall opening can be easily located. On the plan, please show/provide exterior landing at each exterior door. Landing shall be minimum 3-ft measure in the direction of travel, and width equal to door opening. Sheet A.7: ADU building Section: Please specify R-15 insulation at wall and R-30 + R-13 insulation at roof/ceiling, per Title 24 calculation. Sheet A.8 Attached garage – For each dwelling unit, install a listed raceway to accommodate a dedicated 208/240-volt branch circuit (40 amp) for future EV charging equipment. ADU & Main house: Show/provide exhaust hood/fan at the kitchen area. Please show/provide existing electrical panel size (minimum 200 amp), and 100 amp subpanel for the proposed ADU. ADU: Please provide whole house vent for the ADU unit. Title 24 Energy Calculation: Please provide Title 24 calculation and conformance forms for the main house addition and alteration. Structural Review Comment: Sheet S-3: Slab – Please provide minimum 4” thick concrete slab. Sheet S-3: Ceiling Framing Plan – Detail 10/SD-1 called out at the interior wall was not applicable. Please revise detail to show interior wall supporting roof framing above. Sheet S-3: Ceiling Framing Plan – Please provide detail to show ceiling beam (4x16) supporting roof frames above. Structural calculation: Please provide a schematic plan to show location of beams, headers, rafters, and ID (identification) so that it can be easily located/followed. Provide calculation for the 4x16 ceiling beam, and 4x14 garage header. Plastering and stucco wall may not use for lateral resisting system. Please revise plan to provide plywood shear wall panel. ADU, Shear wall panels at line 2: The panels did not meet high to width ratio. Please provide Hardry frame or Simpson strong walls at front of garage opening. Revise plans including foundation plan and provide necessary construction details. Provide detail for anchor hold-down to foundation. Clearly cross-reference detail onto the plan. ADU, line 1: Provide Hold-down at each end of shear wall panel. Main house: Please provide detail for king post supporting roof frame above. Main house: Roof and Ceiling framing plan – For clarity, please omit notes indicate “Existing” since they entire roof are new frames. Main house: Please provide detail to show interior bearing wall at gridline 1.5. Main house: Please provide shear wall at east wall of new bedroom 3. Main house: Foundation – please specify/provide 4” thick concrete slab. Provide detail for new hold-down anchor to existing and new footing. Details shall be clearly cross-referenced onto the plan. Submit final foundation plan to the geotechnical engineer of record for review and approval. The geotechnical engineer should “review” stamp the plan for compliance with the soil report recommendation.
