All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2016 California Building Standards Code with local amendments.Clearly indicate the scope of work under this building permit application:
- Revise project job description on the building permit application worksheet to reflect the work to be done
under the subject building permit application.
- Construction drawings must clearly show all work to be done under the subject building permit application.
- Delete all notes and details from drawings that are not a part of the work to be done under the subject building
permit application. This includes mechanical, plumbing and electrical work that is not specifically required by
the Building Code.CBC Sections A106.1 and A106.3.4.1, All drawings and supporting documents shall be prepared, stamped and signed by a California licensed architect or registered civil engineer.This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance:
- Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans
should be submitted to expedite the process.
- Fire Department approval on the corrected/final sets of drawings ((714)573-6100)
- Police Department approval on the corrected/final set of drawings (647-5840)
- Public Works Agency approval (647-5039)
- School District Compliance Certificate; a copy of the building permit application, signed by the plan check
engineer, shall be required by the School District to verify the scope of work. Refer to the attached handout.
- Proof of Worker’s Compensation Insurance shall be required at the time of permit issuanceSubmit a signed copy of the contract showing labor and materials for all work to be done under the subject building permit application. The plan check engineer may accept the contract price as the valuation of improvements for unique/unusual projects in lieu of using a cost per square foot basis.Drawings must be to scale and be on 18” x 24” minimum sheets.
- Provide a Vicinity Map showing project location

- Fire Sprinkler System (State purpose of sprinkler system, for example, area increase under CBC Section
506.3, required by CBC Section 903 for type of occupancy, etc.)Specify finish floor elevation of first floor.This project is in a special flood hazard area designated on the flood insurance rate map (FIRM) as zone A or AE. This zone requires that the lowest finish floor elevation (including basement) of the structure shall be at (or above) base flood elevation determined by a hydrology study for the A zone, or at (or above) the base flood elevation specified for the AE zone, on the flood insurance rate map. All elevations must be referenced to the National Geodetic Vertical Datum. Reference should be made to the Flood Plain Management Ordinance, Santa Ana Municipal Code, Chapter 7, for complete requirements. Drawings shall show compliance with said ordinance including noting flood zone and finish floor elevation.
Note on Plans: A Federal Emergency Management Agency National Flood Insurance Program ELEVATION CERTIFICATE shall be completed by a California Licensed Land Surveyor or California Registered Civil Engineer who is authorized to practice land surveying. The completed ELEVATION CERTIFICATEmust be submitted to the Building Inspector at the time of foundation inspection, and a final certificate must be submitted at the time of final inspection.The National Flood Insurance Program (NFIP) requires the following to be wet flood proofed: ____________________. Refer to FEMA Technical Bulletin 7-93 and the attached city handout on Flood proofing for general requirements and restrictions. Revise the drawings to show compliance.There is no permit record for exterior bathrooms, please see attached copy of the original plan and make sure revised palns would reflect all unpermitted and original works.Provide a wall legend indicating whether the wall is:
- Existing, new, or to be removed
- A fire-resistive assembly
- Bearing walls versus non-bearing partitionsSubmit a letter addressed to the Building Safety Division describing in detail the manufacturing process from material delivery, storage, handling, packaging, and shipping of finish product. Include an equipment list describing use in the process.Provide typical section view detail of all new partitions and ceilings showing:
- Size, spacing, and material of framing members
- Note gauge and ICC Research Report number and installation/construction requirements for metal framing
members.
- Method of attaching framing to the building structure. Compliance shall be shown with CBC Section 1607.13
for lateral support of the walls. Do not support top of walls to suspended ceiling system unless calculations
and drawing prepared by a registered engineer are submitted for review. Submit structural engineering
calculations for walls in rooms with a floor to building structure above height greater than 14’.
- Sheathing material and details of attachment. Note type, size, and spacing of fasteners.
- Heights of partition, suspended ceiling, structure above.
- Reference each fire-resistive assembly to a CBC Chapter 7 Table and Item number.Provide complying exiting plan for the entire area. Note on the floor plan the use and occupancy load of each room and/or area. Provide dimension for Trash enclosures.Section 505.2.1. Area limitation of a mezzanines within a room shall be not greater than one- third of the floor area of that room in which they are located. The enclosed portion of a room shall not be included in a determination of a floor area of the room in which the mezzanine is located. (Provide area of the mezzanine and room on the drawings)CBC Section 1009.2, Continuity and components. Each required accessible means of egress shall be continuous to a public way.CBC Section 1014.2, Egress through intervening spaces. - Hardware complying with exiting and disabled accessibility requirementProvide specifications for doors hardware (i.e., lever type, push-pull panic, etc) to comply with disabled access requirements. The floor or landing at each side of an exit door shall be level and having a length in the direction of the door swing of at least 60” and the length opposite the direction of door swing of 48” as measured at right angles to the plane of the door in the closed position. CBC Section 11B-404.2.4.4CBC Section 11B-404.2.7Hand-activated door opening hardware shall be centered between 30” and 44” above the floor. Latching and locking doors that are hand activated and which are in a path of travel shall be operable with a single effort by lever-type hardware, by panic bars, push-pull activating bars, or other hardware designed to provide passage without requiring the ability to grasp the opening hardware. When fire doors are required, the maximum effort to operate the door may be increased to the minimum allowable by the appropriate administrative authority, not to exceed 15 pounds.All building entrances that are accessible to and usable by persons with disabilities shall be identified with a least one standard sign and with an additional directional signs, as required, to be visible to persons along approaching pedestrian ways.CBC Section 11B404.2.10Required the bottom 10” of all doors except automatic and sliding shall have a smooth uninterrupted surface to allow the door to be opened by a wheelchair footrest without creating a trap or hazardous condition.Provide minimum 48” landing at all the doors on the mezzanine level.Stairways shall show compliance with CBC Sections 1009 and 1133B.4 including applicable disabled accessibility requirements.

- Dimension rise of steps shall be not less than 4” or greater than 7”. The run shall not be less than 11”.CBC Section 11B-504 The upper approach and the lower tread of each interior stair shall be marked by a strip of clearly contrasting color at least 2” wide placed parallel to and close to (not more than 1” from) the nose of the step or landing to alert the visually impaired. The strip shall be of material that is at least as slip-resistant as the other treads of the stairs.CBC Section 11B-307.4Areas with a vertical clearance of less than 80” must have a barrier to warn blind or visually impaired persons.Provide handrail details on the drawings showing compliance with CBC Section 1009.10, 1012, and 11B-403.6
- Stairways shall have handrails on each side.
- Handrails shall be 34 to 38” above the nosing of treads.
- Handrails shall extend a minimum of 12” beyond the top nosing, and shall extend a minimum of 12” plus the
tread width beyond the bottom nosing.
- Ends of handrails shall be returned or shall terminate in newel posts of safety terminals.
- Handrails projecting from a wall shall have a space of 1½” between the wall and the handrail.
- The handgrip potion of handrails shall not be less than 1¼” nor more than 1½” cross-sectional dimension or
the shape shall provide an equivalent gripping surface. The handgrip portion of handrails shall have a smooth
surface with no sharp corners. Any wall or other surface adjacent to the handrail shall be free of sharp or
abrasive elements. Edges shall have a minimum radius of 1/8”.CBC Section 1607.8, Where required. Handrails for stairways and ramps shall be adequate in strength and attachment in accordance with CBC Section 1607.8.Exit illumination and exit sign requirements in accordance with CBC Section 1013shall be shown on the drawings. Be specific as to the type of exit signs to be installed.CBC Section 1013.1. Provide a directional exit sign at changes in exiting direction.Tactile exit signs shall be required at the following locations:
- Each grade-level exterior exit door shall be identified by a tactile exit with the word “EXIT.”
- Each exit door that leads directly to a grade-level exterior exit by means of a stairway or ramp shall be
identified by a tactile exit sign with the following words as appropriate:“EXIT STAIR DOWN”“EXIT RAMP DOWN”“EXIT STAIR UP”“EXIT RAMP UP”
- Each exit door that leads directly to a grade-level exterior exit by means of an exit enclosure, or an exit
passageway, shall be identified by a tactile exit sign with the words “EXIT ROUTE.”
- Each exit access door from an interior room or area to a corridor or hallway, which is required to have a visual
exit sign, shall be identified by a tactile exit sign with the words “EXIT ROUTE.”
- Each exit door through a horizontal exit shall be identified by a sign with the words “TO EXIT.”It is the project designer’s/property owner’s responsibility to show compliance on the drawings with all applicable Federal and State Accessibility Standards.Drawings submitted to the Building Division for review shall provide the following information to insure compliance with CBC Section 11B-202.4:
- An accessible entrance
- An accessible route to the altered area
- Accessible restrooms
- Accessible telephone (if any)
- Accessible drinking fountains, and
- Parking, signage and alarmsCBC Section 11B-206 Entrance(s) to the building or facility and primary path of travel to the specific area of new work, alteration, structural repair or addition shall be accessible. Path of travel incorporated all elements from the exterior arrival site to remodeled area.If a walk crosses or adjoins a vehicular way, and the walking surfaces are not separated by curbs, railings or other elements between the pedestrian areas and vehicular areas, the boundary between the areas shall be defined by a continuous detectable warning which is 36” wide, complying with the CBC Section 11B-247.1.2.5CBC Section 11B-406.5.3 Curb ramps shall comply with CBC Section 11B-406 A level landing 4’ deep shall be provided at the upper end of each curb ramp over its full width to permit safe egress from the ramp surface, or the slope of the fanned or flared sides of the curb ramp shall not exceed 1 unit vertical to 12 units horizontal (8.33% slope).Each lot or parking structure where parking is provided for the public as clients, guest or employees, shall provide accessible parking as required by CBC Section 11B-502.Parking spaces must be located so that the disabled are not compelled to walk or wheel behind parked cars other than their own.CBC Section 11B-502.4. Surface slopes of accessible parking spaces shall be the minimum possible and shall not exceed 1 unit vertical to 48 units horizontal (2% slope) in any direction.CBC Section 11B-208.2.4. One in every six accessible spaces, but not less than one, shall be served by an access aisle 8’-0” (96”) wide minimum and shall be designated van accessible as required by Section 11B-502 The words NO PARKING shall be painted on the ground within each eight’ loading and unloading access aisle. This notice shall be painted in white letters no less than 12” high and located so that it is visible to traffic enforcement officials. Original bathrooms are removed without permit , please provide required bathroom per CPC 2019.Plumbing facilities shall be provided in accordance with the California Plumbing Code (CPC) Section 412.0 and CPC Table 4-1.Sanitary facilities serving the area of new work shall be disabled accessible. Revise the drawings to show compliance with CBC Section11B-603 and 11B-604.3.1.Separate, disabled accessible, sanitary facilities shall be provided for each gender in accordance with the California Plumbing Code (CPC) Section 412.3.Sanitation facility toilet room floors shall have a smooth, hard, non-absorbent surface such as Portland cement, concrete, ceramic tile or other approved material which extends upward onto the walls at least 6”. Walls within 2’ of the front and sides of urinals and water closets shall be similarly finished to a height of 4’.Provide complete grab bar details on the drawings showing compliance with CBC Section 11B-604.5 including structural strength to support a 250 pound point load.CBC Section 11B-606.5 Note on the drawings hot water and drain pipes under lavatory shall be insulated.Provide a table on the drawings showing number of employees by gender, the number of each type of fixture required and the number of each type of fixture provided.Drinking fountains serving the area of new work shall be accessible. CBC Section 11B-602 and California Plumbing Code Section 406.5.Complete the attached Disabled Accessibility Documentation Form.This building is subject to the State of California Energy Conservation Regulations:
- The permit applicant shall be responsible for obtaining an energy plan check from a consultant who is
qualified to perform an energy efficiency analysis in accordance with the California Code of Regulations
(CCR,) Title 24, Par 6, 2019 California Energy Code. The plan check consultant must sign documentation
certifying that a thorough, competent review has been performed on behalf of the Enforcement Agency.
- The corrected/final ARCHITECTURAL drawings shall have the required energy efficiency compliance
documentation with completed signature blocks filed on the plans. The same information may be copied on
the Electrical Plans for the Electrical Plan Checker.
- The energy plan check consultant must complete the attached “Energy Conservation Plan Check Consultant
Qualification Statement.”Please show compliance with Cal Green 2019.Andfilloutattahce Cal Green forms and copy them on the drawings.Provide complete ceiling plan for 2nd floor and first floor.Provide complete structural calculations and drawings for suspended ceiling systems showing compliance with CBC Sections 711.3.1, 803.9, 1613, and 1705 (special inspections) and ASTM C635 and ASTM C636.Show clearheight above and below the mezzanine.Provide structural calculation for vertical and lateral loads. Construction documents shall show the size, section and relative locations of structural members with floor levels, column centers and offsets dimensioned. The design loads and other information pertinent to the structural design required shall be indicated on the construction documents.CBC Section 1607.A.1 Floor live load. The uniformly distributed, concentrated and impact floor live load used in the design shall be indicated for floor areas. Per table 167.A.1 Live load for office is 50 psf, for Exits and stairways is 100 psf, please revise calculation accordingly.Earthquake design data. The following information related to seismic loads shall be shown, regardless of whether seismic loads govern the design of the lateral-force-resisting system of the building:
- Seismic importance factor, I, and occupancy category.
- Mapped spectral response accelerations, SS and S1.
- Site class.
- Spectral response coefficients, SDS and SD1.
- Seismic design category.
- Basic seismic-force-resisting system(s).
- Design base shear.
- Seismic response coefficient(s), CS.
- Response modification factor(s), R.
- Analysis procedure used.R= 6.5 provided in calculation is for light frame with wood structural panel , since it is combination provide R value that match the construction per ASCE section 12.2.3.3Detail the shear transfer connection which transfer lateral forces from horizontal diaphragm through intermediate elements and shear walls to the foundation. Live loads posted. Where the live loads for which each floor or portion thereof of a commercial or industrial building is or has been designed to exceed 50 psf, such design live loads shall be conspicuously posted by the owner in that part of each story in which they apply, using durable signs. It shall be unlawful to remove or deface such notices.Note on the drawings design live and dead loads. Also, note on the drawings other special design loads.CBC Section A106.1. Calculations must be presented in a clear, legible, and organized manner conducive for structural plan review.
