This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information.
The applicant shall obtain clearances/approvals for the following, prior to building permit issuance:
-Planning Division approval on the corrected/final set of drawings (647-5804). Previously
approved plans should be submitted to expedite the process.
-Police Department approval on the corrected/final set of drawings (647-5840).
-Public Works Agency approval (647-5039).
- School District Compliance Certificate; and a copy of the building permit application, signed by
the plan check engineer, shall be required by the School District to verify the scope of the work.
-Grading Permit. Application is made through the Building Safety Division (647-5800) and the
plan review is by the Public Works Agency (647-5039).
PLAN CHECK COMMENTS ON THE DRAWINGS:
Revise the project address to “2552 ½ S. Valencia St., Santa Ana CA 92704”. Please ensure the correct address is updated throughout the construction document. For example, address on the title block of every sheet, and line 3 on page 1 of the CF1R document.
Provide building information on plans:
- Fire sprinklered: Yes / No
- Fire sprinkler type:(where applicable)
List all deferred submittals on cover sheet. (CRC R106.3.3). (e.g. Solar PV, roof truss design…)
A new ADU is required to comply with 2019 California Energy Code. Add note to the job description that solar PV capacity ___ kWdc is required to be installed.
Provide the following on address number:
Show the location of the address number on the site plan. The address number shall be legible and placed in a position that is visible from the street or road fronting the property.
The address number shall be Arabic numbers or alphabetical letters.
Numbers shall not be spelled out.
Each character shall be not less than 4 inches in height with a stroke width of not less than 0.5 inches.Sheet A4. The total net free ventilating area shall not be less than 1/300 when at least 40% and not more than 50% of the required ventilating area is provided by ventilators located not more than 3 feet below the ridge or highest point of the space, measured vertically with the balance of the required ventilation located by the bottom one-third of the attic space. Show high/low vent locations on plans. (CRC R806.2). The provided 4 gable vents DOES NOT meet this requirement. Provide more ventilating area not less than 1/150 enclosed attic space floor area or provide additional lower vents (e.g. eave vents)
Sheet A4. Clarify the roof covering material to be either composite shingle or tile roof on the building section notes and roof construction notes. If shingle is provided, specify ICC number on plan.
Sheet A4. Show cantilever lower roof design above the north-facing door with dimensions.
ENERGY
The project is submitted on 12/08/2020, please update the EnergyPro to verison 8.2.
Sheet EN1. Revise the project address to “2552 ½ S. Valencia St., Santa Ana CA 92704”. Revise line 3 on page 1 of the CF1R document to show correct ADU address.
Sheet EN1. Revise line 12 of the CF1R form to show project scope as new construction.
Sheet EN1. Revise line 13 of the CF1R form to show number of bedroom as two.
The proposed energy design shall include the proposed solar PV system for the detached ADU.
Sheet EN1. Page 3 of the CF1R form. Add 6’-6’-8” west-facing glazed door into fenestration area to determine required U-factor and SHGC value.
CALGREEN
Fill out and incorporate form “GRN-01_CalGreen Residential Checklist (2019)” into the plans.
STRCUTRUAL
This building contains structural elements that exceed the limits of R301 (See below). Therefore, the CRC prescribed method does not apply. Please see separate structuralreview.
- Average dead loads exceed 15 psf for roof and ceiling assembliesif tile roof covering is provided. (R301.2.2.2.1). Please clarify the roof covering (Eagle tile or composite shingle) and specify the dead load of the roof.
- The location of the braced wall panel exceeds 10 feet from each end of a braced wall line. The ADU interior braced panel located 12’3” from the perpendicular exterior wall which exceed 10 feet.
Identify structural design data on plans per CBC 1603.1 such as floor live load, roof live load, roof snow load, wind design data, earthquake design data, geotechnical information, etc.
Per correction comment item #23, the structural design exceeds the limitation of R301. Submit engineering calculations for vertical and lateral loads prepared by a registered Civil, Structural Engineer or Architect. Additional Structural Corrections may apply. The structural plans, connection details and the cover page of the structural calculation shall be stamped, signed and dated by a licensed professional.
Provide structural design and detail for the cantilever lower roof located above the entrance door (north side of the ADU).
Revise detail 12/SD at the ADU interior shearwall to extend the plywood, edge nailing and top plate to the roof deck to provide continuous load path. According to truss shop drawing, there is no drag truss design at this location.
TRUSS
Submit truss design for the storage building.
Indicate on the plans the design dead and live load for which the trusses are to be designed. The weight and location of all mechanical equipment shall be indicated on the roof framing plans. Drag loads of drag trusses shall be indicated on plans. Note on the plans "Trusses are a deferred submittal item. Truss plans and calculations shall be submitted to the engineer of record for review and to the building department for approval. The engineer of record shall indicate that the design has been reviewed before submitting to the building department. The truss design shall be approved by the building department before the trusses are installed."
Justify the truss member A03 design to include the weight of the FAU in the attic.
Truss supplier shall submit calculations and shop drawings signed by a registered civil engineer to the responsible project designer who agrees to review the shop drawings for acceptance prior to fabrication. Shop drawings and calculations shall be submitted to the Building Safety Division for acceptance after the responsible project designer has noted his/her acceptance and prior to fabrication.
Corrections on the submitted truss drawings for the ADU:
Truss drawings must reflect compliance with CBC Sections:
-Plans, structural calculations, and specifications must be prepared by a California registered civil
engineer. (A106.1)
-Regulation of prefabricated construction including required inspections and certifications. (1703.6)
-Connectors and fasteners shall be installed in accordance with CBC Section 2304.9.
-Metal-plate-connected wood trusses shall conform to CBC Section 2303.4. Provide evidence of
required fabrication, storage, handling and delivery inspections.
-The ICC approved agency number must be noted on shop drawings.
Geotechnical and foundation
The geotechnical report requires foundation excavations to be reviewed by a geotechnical engineer. Note on the foundation plan "Prior to requesting a Building Safety Division foundation inspection, the geotechnical engineer shall inspect and approve the foundation excavations." (1803)
Have the consulting geotechnical engineer review and approve the foundation plans. (1803). Submit a statement from the soils engineer indicating that he/she has reviewed the foundation design and plans and found that they are in conformance with the soils report recommendations.
Note on the Foundation Plan(s): “Prior to calling for Foundation Inspection, the building corners shall be surveyed and staked by a California licensed Land Surveyor or qualified Civil Engineer. The survey and staking must be documented and bear the stamp and signature of the person responsible for the survey and staking. The certification document must be submitted to the Building Inspector at the time of Foundation Inspection.”
Provide #3 @ 15” o.c for concrete slab-on-grade reinforcement per soils report.
Provide 15-mil thick vapor retarder in the concrete slab-on-grade per soils report.
Provide minimum two-#4 rebars at the top and at the bottom of the continuous footing per soils report.
Provide minimum 15” wide concrete continuous footing embed minimum 15” into the soils below the lowest adjacent grade per soils report.
