The applicant shall obtain clearances/approvals for the following, prior to building permit issuance: -Planning Division approval on the corrected/final set of drawings (647-5804). Previously approved plans should be submitted to expedite the process. -Police Department approval on the corrected/final set of drawings (647-5840). -Public Works Agency approval (647-5039). - Proof of Worker's Compensation Insurance shall be required at the time of permit issuance. - School District Compliance Certificate; and a copy of the building permit application, signed by the plan check engineer, shall be required by the School District to verify the scope of the work. -Grading Permit. Application is made through the Building Safety Division (647-5800) and the plan review is by the Public Works Agency (647-5039). PLAN CHECK COMMENTS: ARCHITECTURAL All sheets. No hand-writing comments on the submitted plans. All sheets. Revise the project address to “4610 ½ Morningside Ave, Santa Ana, CA. 92703”. Please ensure the correct address is updated throughout the construction document. For example, address on the title block of every sheet, title page on structural calculations, and line 3 on page 1 of the CF1R document. Sheet T1.0. Provide north arrow, dimensions, and roof lines with overhang of new ADU on the site plan. Sheet T1.0. Provide a walkway, 36” wide, from ADU entrance door to the public street. Show it on the site plan. Sheet T1.0. Provide the following on address number: Show the location of the address number on the site plan. The address number shall be legible and placed in a position that is visible from the street or road fronting the property. The address number shall be Arabic numbers or alphabetical letters. Numbers shall not be spelled out. Each character shall be not less than 4 inches in height with a stroke width of not less than 0.5 inches. Sheet T1.0. Specify on plans if this existing building structure is equipped with sprinkler system. Sheet T1.0. Revise occupancy type to R3. Sheet T1.0. Show square footage of the all structures, including new attached ADU, existing garage, rear patio cover... Sheet T1.0. Provide correct number of proposed bathrooms in the scope of work. Sheet T1.0. Revise sheet index to provide correct sheet number and sheet description. The ADU is located 4 feet and 4 inches to the lot line: Projections of dwelling units and accessory buildings without an automatic residential fire sprinkler protection are required to be 1 hour fire rated on the underside with a fire separation distance between 2 feet and 5 feet. (CRC Table R302.1 (1)). Provide 1-hour eave construction detail and cross-reference to the floor plan. Walls of dwelling units and accessory buildings without an automatic residential fire sprinkler protection with a fire separation distance less than 5 feet are required to have a full one hour rating. (CRC Table R302.1 (1)). Provide 1-hour fire-rated exterior wall detail and cross-reference to the floor plan. Sheet A2.0. Add note to sheet A2.0. Sleeping rooms must have a window or exterior door for an emergency exit, bottom of the clear opening not more than 44 inches above the floor, 5.7 square feet (Exception: 5.0 square feet at grade floor) of openable area, 24 inches clear opening height, 20 inches clear opening width and shall open directly into a public street, alley, yard, or exit court. Sheet A2.0. Provide an exterior landing at the ADU entry door. Revise plans to indicate that a landing, with a width not less than the width of door and length in the direction of travel of not less than 36 inches, on each side of doors. The elevation of landing shall not exceed 1 ½ inches lower than the top of the threshold of the doorway [2019 CRC R311.3.1]. Sheet A2.0. Provide 1-hour fire rated wall separating the house and the ADU from the foundation surface to the roof deck. Provide 1-hour rated wall assembly detail on plan and cross-reference to sheet A2.0. Sheet A3.0. Show exterior wall location on the roof plan and dimensions of the roof overhang. Provide proposed roof plan for both new ADU and existing house on a single plan. Do not separate. Sheet A3.0. Elevation drawings shall include following information: Height dimensions Exterior finishes and materials Exterior building components (walls, roof, doors, windows, etc.) Window types Window header height Height from finish floor to bottom of the opening in egress window(s) Roof slope/pitch Roof venting Top of floor elevations(s), must at or above the base flood elevation Top of finished grade (referenced to site plan) Attachment/relationship of existing buildings (where applicable) Specify a minimum 0.019” (No. 26 galvanized sheet gage) corrosion-resistant or plastic weep screed located below foundation plate line and 4 inches above grade on all exterior stud walls or 2-inches above paved area [2019 CRC R703.6.2.1]. Sheet A3.0. On the west elevation, provide area calculation to justify total openings not exceed 25% of wall area. Revise design to meet the requirement if needed. Sheet A3.0. On the west elevation, the roof appears does not match the floor and roof plan. Please clarify. Sheet A3.0. Building Section drawings shall include following information: Building component assemblies (walls, roof, floors, foundations, etc.) Material sizes/type Attachment/relationship to existing buildings (where applicable) Height dimensions (top of finished grade, top of floor elevation(s), bottom of ceiling, top of parapets, etc.) Bottom of footing elevation Sheet A3.0. Provide cross ventilation for attic and each enclosed rafter space as specified in CRC Section R806. The minimum net free ventilating area shall be 1/150 of the area of the vented spaces. [2019 CRC R806.2]. Provide calculation to determine minimum net vent free area and specify type and number of attic vents on plan. Sheet A3.0. Cool roof is required by energy analysis. Specify following information for the roof covering on plan: CRRC rating number. Thermal emittance value. (0.75 min.) 3 years aged solar reflectance value. (0.25 min.) Sheet A3.0. Note #10. Revise maximum SHGC: 0.22. Sheet A11.2. Revise roof truss in all details to conventional construction per structural design. Sheet A11.2. Show location of the tankless water heater on the floor plan. Show location of the heating and cooling equipment on the floor plan or site plan. Sheet 3 of the residential T24 sheet. The architect or building designer must complete and sign the CF-1R form under responsible person’s declaration statement.GREEN The mandatory provisions of 2019 CALgreen Chapter 4 shall be applied where the addition or alteration increases the building’s conditioned area, volume, or size. Show compliance on plan and provide 2019 CALGreen residential mandatory measures on plan.SPECIAL FLOOD HAZARD AREA REQUIREMENT Indicate flood zone A on the cover sheet. This project is located in the special flood hazard area, please attached an additional copy of grading plans with building plan check submittals. Note that the information shown on the elevation certificate shall match the grading plan. Sheet A2.0. On the plan, specify (1) finish floor elevationfor both existing house and ADU and (2) adjacent highest nature grade, (3) adjacent lowest nature grade and (4) adjacent nature grade at each building corner on plan.The lowest floor elevation should be at or above the base flood elevation. (CBC 107.2.5) Sheet A3.0. On the plan, provide an additional cross-section between the ADU and existing house, showing the proposed finish floor elevation in the attached ADU is at or higher than the existing house. This project is located in the special flood hazard area, all drawings and supporting documents shall be prepared, stamped, and signed by a California licensed architect or registered professional Civil engineer. This project is considered as substantial improvement in a special flood hazard area designated on the flood insurance rate map (FIRM) as zone A. This zone requires that the lowest finish floor elevation (including basement) of the structure shall be at (or above) base flood elevation determined by a hydrology study for the A zone on the flood insurance rate map. All elevations must be referenced to the National Geodetic Vertical Datum. Reference should be made to the Flood Plain Management Ordinance, Santa Ana Municipal Code, Chapter 7, for complete requirements. Drawings shall show compliance with said ordinance including noting flood zone and finish floor elevation." Submit and complete 2 copies of ELEVATION CERTIFICATE by a licensed civil engineer or surveyor.
