General Instruction and Approval Required
All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. A separate sheet for response may be used.Resubmit 3corrected sets of plans along with one mini set. The applicant shall obtain clearances/approvals for the following prior to building permit issuance:
- Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans
should be submitted to expedite the process.
- Fire Department approval on the corrected/final sets of drawings ((714)573-6100)
- Police Department approval on the corrected/final set of drawings (647-5840)
- Public Works Agency approval (647-5039)
- Grading Permit. Application is made through the Building Safety Division (647-5800) and the plan review is by
the Public Works Agency (647-5039)
- School District Compliance Certificate; a copy of the building permit application, signed by the plan check
engineer, shall be required by the School District to verify the scope of work. Refer to the attached handout.
- Proof of Worker’s Compensation Insurance shall be required at the time of permit issuanceReminder: Parcel map shall be approved and recorded prior to building permit issuance.Sheet GA0.1.0: Sheet Index: Plumbing, Mechanical, and Electrical are on a separate review. Please omit the MEP sheets from the Sheet Index. Please provide a mini set of plan for easy carry around for plan check purposes. Deferred Submittal: Please include the swimming pool as part of the Deferred Submittal. Sheet GA0.1.1: Under Code Classification: Please clarify where the allowable area of 117,000 sq.ft. was determined. The Total Building Area Calculation appears incorrect. Please use the correction Equation 5-3 for each story. Area of Refuge: Code exceptions – Please revise code references to show the correct code sections. Mix Occupancy Allowable Area Calculation: Please include the lower tier floor area. Please coordinate with correction #1 above and use the correct allowable area. Please correct the referenced Code Section to 506.2.4. Parking Count: Residential parking spaces (non-assigned): Please provide minimum 5% of the provided parking for accessible parking spaces. Guest parking space: minimum 5% of the provided parking stalls shall be accessible (7 accessible parking spaces are required). Please coordinate and revise parking count and plans accordingly. Parking garage Total: Please coordinate with comments above and revise parking summary accordingly. Lower Tier parking spaces: Could not locate information for the provided parking spaces on the lower tier. CalGreen – Chapter 4: Please clarify number of provided EV ready parking spaces vs. required EV ready spaces. The minimum number of EV ready infrastructure shall meet the required space. Please revise EV ready infrastructure summary and plan accordingly. Coordinate with electrical plan for electrical conduits/raceways and electrical loads. CalGreen – Chapter 5: Low-emitting vehicle parking spaces – the provided Low-E parking stalls shall comply with the required number parking (8). Please coordinate and revise plan accordingly.Residential parking spaces: Please confirm that the residential parking spaces will be assigned parking. Otherwise, provide 5% of provided parking spaces to be accessible. Sheet GA0.1.2: UL listed Assembly Table: Please complete Table with referenced details. Remove/omit if it does not apply to the project. Sheet GA1.1: On the plan, please show (setback) distance between buildings on the same lot, from property lines, and from centerline of streets or public alley. Egress Plans (Sheet GA1.2 through GA1.6)On the plans, please clearly identify the accessible mean of egress elevator that complied with Section 1009.4. (1009.2.1)Roof deck amenity: Please clearly clarify on plan whether the roof deck assembly area would open to public or it limits to residential tenants use only. Seventh tier second exit access stairway to sixth tier level: The exit access stairway shall be connected to a pedestrian facilities; the vehicle ramp shall not be considered as an exit access ramp. (1006.2.2.5; 406.4.3)The exit access stairway between seventh and sixth tier: There shall be two distinct exit paths for the seventh tier parking level. The occupants using the exit access stairway should not provide opportunity to go back to exit stairway on the seventh level. Exist passageways are part of the means of egress system for the parking structure – The following information are required: Please provide an exit master plan showing the occupant loads from residential building that’s discharged into the passageway. Provide passageways enlarged plans showing all requirement dimensions. Exit passageway shall be unobstructed and maintain the minimum width – please omit/remove the doorway located within the exit passageway. (1024.2)Residential units within primary entrance that opens into the exit passageway: The exit passageway shall not be used for any other purposes. Please coordinate and revise plan accordingly. (1024.1)Sheet GA1.6: The cumulative occupants – Please include the occupant load from the club house and patio. Sheet GA1.2: For clarity, please show line of starting ramp down to the lower tier. Exit stairway: Discharge identification complying with section 1023.8 shall be provided at the exit stairway that goes below the level of discharge. Please clearly cross-reference detail on the plan. Stairway identification signs complying with Section 1023.9 shall be provided at each floor landing in an interior exit stairway. Details/information shall be clearly cross-referenced onto the plan. Exit passageway: Please coordinate with mechanical plans and provide details for exit passageway ventilation. Exit passageway shall comply with Section 1024.7. Accessible Path of Travel Plans (Sheet GA1.7 through GA1.11)On the plan, please provide/show detectable warning between the pedestrian circulation path and vehicular area (parking), including the interior stairway at seventh tier. (11B-247.1)Circulation paths contiguous vehicular traffic shall be physically separated from vehicular traffic per Section 11B-250.1.Parking ramps: Please specify maximum slope for each ramp. Stairway details provided on sheet GA8.9: Please clearly cross-reference details onto the plans so that it can be easily located/followed. Provide stairway section to show ramp slope and head clear headroom. Detail shall be clearly cross-referenced onto the plan. Sheet GA7.1: Door schedule – Please clearly indicate all fire-rated doors shall have smoke seals. Elevators: Please show/provide two-way communication in accordance with Section 1009.8. Elevators: Please show elevator hoistway opening in accordance with Section 3006.3. Enlarged Roof deck plan (sheet GA6.13)Please clearly reference to the specific details for accessible restroom information in compliance with chapter 11B, Division 6. Provide details for accessible drinking fountains. Exterior walls enclosing clubhouse, bathroom facility, equipement rooms, etc. shall be fire-rated in accordance with Table 601. Please revise plan to show fire-rated walls. Provide fire protection detail for structural frames, including columns for the structure at the amenity deck.Details Sheets Details shall be clearly cross-referenced onto the plan. E.g. ICC) to mitigate the effects of liquefaction and for support of the proposed foundation system. Please note that this soils reinforcement design permit must be approved and issued no later than building permit issuance.PLAN CHECK COMMENTSPlease refer to plan check set for plan check comments not shown in this list.Please provide address on the title block on each sheet. Please verify and clarify with the architect that whether or not the primary occupancy is public assembly in the garage building and building may be classified as Risk Category III. Currently the diaphragm is analysis as a single diaphragm.Seismic Drift (ASCE Section 12.12.1): Calculate seismic drift based on deflections of each level with Cd and I factors using strength level forces per ASCE 7 Section 12.8.Separation (ASCE 7 Section 12.12.3): Provide separation justification from adjacent structure(s) on the same property meeting ASCE 7 Section 12.12.3. In the calculation, please also include a copy of floor plan indicating building separation distance between garage and apartment building on all sides.Specify minimum shearwall length on each shear wall on plan.FoundationClarify the extent of the ground improvement area. Please attach the ground improvement drawings to the structural plans for reference.Provide the design of the ground improvement mitigation method (listed by approved agencies. E.g. ICC) to mitigate the effects of liquefaction and for support of the proposed conventional foundation system.Show on the tile sheet the name, address and phone number of the Project Geotechnical Consultant and a list of all applicable geotechnical reports, including the addendum of the soils report, dated on March 11, 2021.The soils bearing pressure provided in the calculation exceeds those allowed to use shallow foundation. The addendum to of the soils report limited the allowable soils bearing pressure to 5,000 psf for the design of the conventional foundations, supported on the stone columns. (current design is based on 7,000 psf)Call out reinforcement size and spacing in the 5” slab-on-grade concrete slab.Per amendment of soils report, all isolated column pad footing shall be connected in at least two directions by grade beams. Please update foundation design.Add note to the cover page of the structural plans that “The design of the ground improvement mitigation method to mitigate the effects of liquefaction and for support of the proposed foundation system shall be designed by a licensed professional and reviewed and approved by the geotechnical engineer and the structural engineer in record”.Foundation design shall be reviewed by the geotechnical engineer. Geotechnical report recommendations are considered to be minimum standards. Structural calculations and drawings must meet or exceed said minimum standards. Verification of review may be by a “review stamp” on the foundation plan or by a letter on their letterhead.
