This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information.
The applicant shall obtain clearances/approvals for the following, prior to building permit issuance:
-Planning Division approval on the corrected/final set of drawings (647-5804). Previously
approved plans should be submitted to expedite the process.
- Fire Department approval on the corrected/final set of drawings (647-5839 or 647-5700).
-Police Department approval on the corrected/final set of drawings (647-5840).
-Public Works Agency approval (647-5039).
- School District Compliance Certificate; and a copy of the building permit application, signed by
the plan check engineer, shall be required by the School District to verify the scope of the work
PC2: Building Division has updated a new school fee form. Please complete the PART 1 of the form and email it back to your plan check engineer, Wayne Lee: wlee@santa-ana.org. A copy of the form is attached with printed plan check comments and also attached in the plan check response email.
-Grading Permit. Application is made through the Building Safety Division (647-5800) and the
plan review is by the Public Works Agency (647-5039).PLAN CHECK CORRECTIONSAll persons preparing plans for others shall sign those plans. Business and Professions Code Chapter 3, Division 3, Section 5536.1 (a).PC2: Show compliance on the architectural drawings.Add note to the job description that solar PV capacity 1.95 kWdc is required to be installed prior to building final.Revise the project address to “5421 ½ W Roosevelt Ave, Santa Ana CA 92703”. Please ensure the correct address is updated throughout the construction document. For example, address on the title block of every sheet, title page on structural calculations, structural plans, and line 3 on page 1 of the CF1R document.Sheet A1. Add note under project information that this project is located within special flood hazard zone A.
This project is in a special flood hazard area designated on the flood insurance rate map (FIRM) as zone A. This project requires that the lowest finish floor elevation (including basement) of the structure shall be at (or above) base flood elevation determined by a hydrology study for the A zone:
Provide hydrology study to specify base flood elevation in the hydrology report.
PC2: Not done. The first submitted hydrology DOES NOT have base flood elevation information. Please update your hydrology study to include determination of the base flood elevation.
Revise elevation certificate section B on page 1. Specify base flood elevation: __ feet in item B9 in accordance with hydrology report (not determined from HAG).
PC2: No response and no revised elevation certificate submitted.
Review and/or revise elevation certificate section C on page 2:
Review the lowest floor elevation (item a)
Lowest elevation of machinery or equipment servicing the building (item e)
Lowest adjacent finished grade (LAG) next to building (item f)
Highest adjacent finished grade (HAG) next to building (item g)
PC2: No response and no revised elevation certificate submitted.
Review grading plan.

Note on plans: "A Federal Emergency Management Agency National Flood Insurance Program ELEVATION CERTIFICATE shall be completed by a California Licensed Land Surveyor or California Registered Civil Engineer who is authorized to practice land surveying. The completed ELEVATION CERTIFICATE must be submitted to the Building Inspector at the time of foundation inspection, and a final certificate must be submitted at the time of final inspection."
Specify finish floor elevation of first floor on the following location: (1) sheet A2: proposed ADU floor plan and (2) sheet A5 ADU elevations and building sections. (CBC 107.2.5)
