This plan check is going to expire on 10/7/2021. It is required to obtain plans approval and building permit issuance prior to that date. Please schedule an appointment with plan checker, Wayne Lee to go through the remaining comments at the time of your picking up corrections.Plan check will be voided after expiration date.The applicant shall obtain clearances/approvals for the following prior to building permit issuance:
- Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans
should be submitted to expedite the process.
- Fire Department approval on the corrected/final sets of drawings ((714) 573-6100)
- Police Department approval on the corrected/final set of drawings (647-5840)
- Public Works Agency approval (647-5039)
- Grading Permit. Application is made through the Building Safety Division (647-5800) and the plan review is by
the Public Works Agency (647-5039)
- School District Compliance Certificate; a copy of the building permit application, signed by the plan check
engineer, shall be required by the School District to verify the scope of work. Refer to the attached handout.
PLAN CHECK COMMENTS:Please discuss with the plan reviewer prior to start working on the corrections.Please complete school fee worksheet (Part 1 only) and return it on the next submittal. The worksheet is attached on the back of this letter.All plans are required to be stamped, signed and dated by a license architect or professional engineer. It is highly recommended the architectural design to be reviewed by a licensed architect.Remove light pole footing detail from sheet PM-1.Cover sheet: Add energy sheets T1 through T3 into sheet index.Sheet T-1. A slope step or a ramp in front of the door #2 does not meet the accessibility requirements. Please revise design. An accessible step is recommended. Show following compliance (item #6 through #16) on plan. Notes alone is not accepted.Exterior stair or stepsProvide exterior step details complying with following requirements:Exterior stairs shall have the upper approach and all treads marked by a stripe providing clear visual contrast. The stripe shall be a minimum of 2 inches wide to a maximum of 4 inches wide placed parallel to, and not more than 1 inch from, the nose of the step or upper approach. The stripe shall extend the full width of the step or upper approach and shall be of material that is at least as slip resistant as the other treads of the stair. A painted stripe shall be acceptable. Grooves shall not be used to satisfy this requirement. §11B-504.4.1The radius of curvature at the leading edge of the tread shall be ½ inch maximum. Nosings that project beyond risers shall have the underside of the leading edge curved or beveled. Risers shall be permitted to slope under the tread at an angle of 30 degrees maximum from vertical. The permitted projection of the nosing shall extend 1¼ inches maximum over the tread below. §11B-504.5 (See exception for existing buildings)Handrails shall be provided on both sides of stairs. §11B-505.2Top of gripping surfaces of handrails shall be 34 inches minimum and 38 inches maximum vertically above walking surfaces, stair nosings, and ramp surfaces. Handrails shall be at a consistent height above walking surfaces, stair nosings, and ramp surfaces. §11B-505.4Clearance between handrail gripping surfaces and adjacent surfaces shall be 1½ inches minimum. Handrails may be located in a recess if the recess is 3 inches maximum deep and 18 inches minimum clear above the top of the handrail. §11B-505.5Handrail gripping surfaces shall be continuous along their length and shall not be obstructed along their tops or sides. The bottoms of handrail gripping surfaces shall not be obstructed for more than 20 percent of their length. Where provided, horizontal projections shall occur 1½ inches minimum below the bottom of the handrail-gripping surface. §11B-505.6Handrail gripping surfaces with a circular cross section shall have an outside diameter of 1¼ inches minimum and 2 inches maximum. §11B-505.7.1Handrail gripping surfaces with a non-circular cross section shall have a perimeter dimension of 4 inches minimum and 6¼ inches maximum, and a cross-section dimension of 2¼ inches maximum. §11B-505.7.2Handrail gripping surfaces shall extend beyond and in the same direction of stair flights and ramp runs in accordance with Section 11B-505.10 Handrail Extensions. §11B-505.10At the top of a stair flight, handrails shall extend horizontally above the landing for 12 inches minimum beginning directly above the first riser nosing. Extensions shall return to a wall, guard, or the landing surface, or shall be continuous to the handrail of an adjacent stair flight. §11B-505.10.2At the bottom of a stair flight, handrails shall extend at the slope of the stair flight for a horizontal distance equal to one tread depth beyond the last riser nosing. The horizontal extension of a handrail shall be 12 inches long minimum and a height equal to that of the sloping portion of the handrail as measured above the stair nosings. Extension shall return to a wall, guard, or the landing surface, or shall be continuous to the handrail of an adjacent stair flight. §11B-505.10.Provide a note on the door schedule: Hardware complying with exiting and disabled accessibility requirements (CBC Sections 1010.1.9 and 11B-404.2.7).
Handles, pulls, latches, locks, and other operable parts on doors and gates shall comply with 11B-309.4 Operation. Operable parts of such hardware shall be 34 inches minimum and 44 inches maximum above the finish floor or ground. Where sliding doors are in the fully open position, operating hardware shall be exposed and usable from both sides. §11B-404.2.7ENERGYCall out building insulation at the roof/ceiling (R-19) and wall (R-11) on sections in sheet A6.Sheet T3. The location shall be convenient from the street and shall meet one of the following: (CGBC 5.106.4.1.1 and 5.106.4.1.5)Covered, lockable enclosures with permanently anchored racks for bicycles.Lockable bicycle rooms with permanent anchored racks; orLockable, permanently anchored bicycle lockers.Indicate which requirement to meet in your design (a, b or c?) and add note to the (4 bicycle parkingspace) on the site plan.Provide one designated parking space for any combination of low-emitting, fuel-efficient and carpool/van pool vehicles on the site plan.
