All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. A separate sheet for response may be used.Include address and telephone number of the responsible license professional on the cover sheet.Please refer to red marks on the drawings for additional plan check comments. Revise drawings to show compliance.This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance:
- Planning Division approval on the corrected/final set of drawings (647-5804). Previously approved plans
should be submitted to expedite the process.
- Police Department approval on the corrected/final set of drawings (647-5840).
- Public Works Agency approval (647-5039).
- County of Orange Health Department approval on the corrected/final set of drawings ((714) 433-6000).ARCHITECTURALA licensed architect is required for this project to design non-structural portion of the work. Plans shall be prepared, stamped, signed and dated by a licensed architect.Provide description of the scope of work on the cover sheet.
Scope-of-Work: Show the complete Scope-of-Work on the plans per the permit application. Plan review is subject to the Scope-of-Work on the permit application and any work not part of the Scope-of-Work (Project Description) shall be deleted or marked as “Existing”.
Table of Contents: Provide a Table of Contents (Sheet/Drawing Index) in accordance with the sheet numbers.
Occupant Load Analysis: Provide an occupant load analysis using factors in CBC Table 1004.1.1.1. Include summary by each Occupancy Type with respective floor areas and Occupancy Loads.
Applicable Codes: Add a note that the applicable Codes are: 2019 CBC, 2019 CPC, 2019 CMC, 2019 CEC, 2019 Energy Code, and City of Santa Ana Municipal Code.
Building Code Analysis: Provide complete code analysis meeting CBC Chapters 3 through 7.

Show compliance on the drawings.Provide building and new patio exit Analysis & Plan (CBC Chapter 10): An exterior door is open into the proposed patio area, provide a complete exit analysis and exiting plan (building and patio) and identify all exit components, number of required exits, travel distances, fire-rated construction, hardware, lighting, signage, etc. Egress may not into the outdoor covered dining area.New corrections may apply.Posting of occupant load sign in the proposed patio area. Every room or space that is assembly occupancy shall have the occupant load of the room or space posted in a conspicuous place, near the main exit or exit access doorway from the room or space. Posted signs shall be of an approved legible permanent design and shall be maintained by the owner or authorized agent.
Fill out “Disable access compliance form” and identify location and details for accessible path of travel upgrades on plan:
When alterations or additions are made to existing buildings or facilities, an accessible path of travel to the specific area of alteration or addition shall be provided unless otherwise exempt. (CBC 11B-202.4). Primary accessible path of travel shall include a primary entrance to the building or facility, toilet and bathing facilities serving the area, drinking fountains serving the area, public telephones serving the area, and signs. (CBC 11B-202.4)The proposed patio area shall be fully accessible. In restaurants, cafeterias, banquet facilities, bars, and similar facilities, an accessible route shall be provided to all functional areas, including raised or sunken areas, and outdoor areas.Except at turns or passing spaces, the clear width of walking surfaces shall be 36 inches minimum and 60” diameter circle turning space is needed. (11B-403.5.1 11B-206.2.5.)New corrections may apply.The existing pair door leading to this patio area shall be accessible. Tables and chairs shall not encroach into required door landings and maneuvering space. Show compliance on plan. At least one of the active leaves of doorways with two leaves shall provide a clear width of 32” minimum with the leaf positioned at an angle of 90 degrees from its closed position. Swinging doors & gates’ maneuvering clearances, complying with table 11B-404.2.4.1, shall extent the full width of the doorway and the required latch side or hinge side clearance. (CBC 11B-404.2.2).The new gates within the lower wall enclosing this patio area shall be accessible. Show compliance on the drawing: Thresholds, if provided at doorways, shall be ½ inch high maximum. Raised thresholds and changes in level at doorways shall comply with 11B-302 Floor or Ground Surfaces and 11B-303 Changes in Level. §11B-404.2.5.Handles, pulls, latches, locks, and other operable parts on doors and gates shall comply with 11B-309.4 Operation. Operable parts of such hardware shall be 34 inches minimum and 44 inches maximum above the finish floor or ground. Where sliding doors are in the fully open position, operating hardware shall be exposed and usable from both sides. §11B-404.2.7Door/gate openings shall provide a clear width of 32” minimum. Swinging doors clear opening shall be measured between the face of the door and the stop, with the door open 90 degrees. Openings more than 24” deep shall be 36” minimum. (CBC 11B-404.2.3)
The front approach level area shall have a length in the direction of door swing of at least 60” and the length opposite the direction of door swing of 48” as measured at right angles to the plane of the door in the closed position. (CBC 11B-404.2.4.1 & Table 11B-404.2.4.1)Recessed doors maneuvering clearances for forward approach shall be provided when any obstruction within 18” of the latch side at an interior doorway, or within 24” of the latch side of an exterior doorway, projects more than 8” beyond the face of the door, measured perpendicular to the face of the door or gate. (CBC 11B-404.2.4.3 & Figure 11B-404.2.4.3 (a))Thresholds shall be ½” high maximum. Raised thresholds and changes in level at doorways shall comply with CBC Section 11B-302 and 11B-303. (CBC 11B-404.2.5)Swinging door and gate surfaces within 10” of the finish floor shall have a smooth surface on the push side extending the full width of the door or gate. Parts creating horizontal or vertical joints in these surfaces shall be within 1/16” of the same plane as the other. (CBC 11B-404.2.10)STRUCTURALProvide structural calculation:New corrections may apply.Provide complete structural calculations to verify the adequacy of the structural system in resisting seismic, wind and gravity loads. (1604).Provide a complete and consistent grid system with grid lines for each lateral line of resistance on structural framing plans. Lack of grid lines makes the review process difficult and may delay the plan review and permit process.To help facilitate plan check of calculations, please provide a building schematic in the calculations showing framing directions and spans; beam locations and spans; posts and footings, etc.Note the design parameters, allowable design values and any supporting documents used for the design in structural calculations.Special Inspections (1704): The Registered Design Professional shall include a “Statement of Special Inspections” on the plans. Provide complete inspection program & list on the Title Sheet.Provide framing plans showing framing member sizes and direction of span. Provide structural details and cross-reference them to framing plans and match structural calculation.New corrections may apply.Posts or columns supporting permanent structures and supported by a concrete or masonry slab or footing that is in direct contact with the earth shall be of naturally durable or preservative-treated wood. [2019 CBC 2304.12.2.2].Review anchorage design for the patio beam to the building exterior wall. Provide calculation to design anchor bolt or fasteners to transfer gravity and lateral force into the building exterior shear wall or design independent lateral system. Plan shows concrete expansion anchor appears incorrect.Provide drawing title, address, and sheet number on all structural plans.A note stating the added weight is less than 5% of the building mass in order to not providing lateral design is inadequate and unclear. Provide justification. In addition, based on the tributary area, provide lateral analysis for design newly added cantilever posts. (CBC Ch16, ASCE 7-16)Plan shows both wood column and aluminum columns. Please clarify. For aluminum column, provide specification and design specification.Provide foundation plan.
