All drawings and supporting documents shall be prepared, stamped, and signed by a California licensed architect or registered professional engineer. (CRC R301.1.3, CBC 107.1 and 107.3.4.1). This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. The applicant shall obtain clearances/approvals for the following, prior to building permit issuance: -Planning Division approval on the corrected/final set of drawings (647-5804). Previously approved plans should be submitted to expedite the process. - Fire Department approval on the corrected/final set of drawings (647-5839 or 647-5700). -Police Department approval on the corrected/final set of drawings (647-5840). -Public Works Agency approval (647-5039). - Proof of Worker's Compensation Insurance shall be required at the time of permit issuance. - School District Compliance Certificate; and a copy of the building permit application, signed by the plan check engineer, shall be required by the School District to verify the scope of the work. -Grading Permit. Application is made through the Building Safety Division (647-5800) and the plan review is by the Public Works Agency (647-5039).In addition to other fees, a "Park Acquisition and Development Fee" in the amount shownbelow shall be required pursuant to a resolution of the City Council for the Recreation andCommunity Services Agency; net addition of 1 bedroom(s).Amount of $3,588.00; net addition of 1 bedroom Delete notes and details that do not apply to this project. Provide a fully dimensioned Site Plan on the drawings and on a separate 8-1/2" x 11" sheet of paper. New one- and two-family dwellings and townhouses shall have an automatic fire sprinkler system installed in accordance with CRC Section R313.3 or NFPA 13D. Contact the Santa Ana Fire Department for fire sprinkler permit requirements (714) 647-5839. (CRC R313) Provide a statement on the title sheet of the plans that this project shall comply with following codes: - 2019 California Residential Code (CRC) - 2019 California Building Code (CBC) - 2019 California Electrical Code (CEC) - 2019 California Mechanical Code (CMC) - 2019 California Plumbing Code (CPC) - 2019 California Green Building Standards Code (CGBS) or CALGreen - 2019 California Energy Code (CEnC) - City of Santa Ana Municipal Code List all deferred submittals on cover sheet. (CRC R106.3.3) Provide and show on the plans, house street number visible and legible from street. (Minimum 4”High x 1” Wide) CRC R319 Provide eave / overhang / projection setback to all property lines. Lots shall be graded to drain surface water away from foundation walls. The grade shall fall a minimum of 6 inches within the first 10 feet. (CRC R401.3)Basements, habitable attics, and every sleeping room in dwelling units must have a window or exterior door for an emergency exit, sill height not more than 44 inches above the floor, 5.7 square feet of openable area, 24 inches clear opening height, 20 inches clear opening width and shall open directly into a public street, alley, yard, or exit court.. (CRC R310.1-R310.1.3) All new construction, Interior or exterior alterations, repairs, or additions requiring a permit and having a valuation in excess of $1,000,, an approved carbon monoxide alarm shall be installed in dwelling units and in sleeping units within which fuel-burning appliances are installed and in dwelling units that have attached garages shall be provided with carbon monoxide alarms (CRC R315) - Carbon monoxide alarms shall only be required in the specific dwelling unit or sleeping unit for which the permit was obtained. Carbon monoxide alarms required by Sections R315.1 and R315.2 shall be installed in the following locations: ________. - Outside of each separate dwelling unit sleeping area in the immediate vicinity of the bedroom(s). - On every level of a dwelling unit including basements. - Where more than one carbon monoxide alarm is required to be installed within the dwelling unit or within a sleeping unit the alarm shall be interconnected in a manner that activation of one alarm shall activate all of the alarms in the individual unit.Revise plans to indicate that a landing, with a width not less than the width of door and length in the direction of travel of not less than 36 inches, will be provided on each side of doors. The elevation of landing shall not exceed 1 ½ inch difference than the threshold of the doorway (7 3/4 inch if door does not swing over the landing or steps) in each direction. Revise plans at Entry door and roll up door in the living room to show compliance. (CRC R311.3.1) Specify that the maximum slope of any landing shall not exceed ¼ inch per foot. (CRC R311.3) Glazing in door and enclosures for hot tubs, bathrooms, showers less than 5’ above the standing surface shall have a minimum category classification of II (CPSC 16 CFR 1201). (CRC TR308.3.1 (1) & 308.4(5)) Glazing adjacent to stairway, landings and ramps within 3’ horizontally and 5’ vertically of a walking surface shall have a minimum category classification of II (CPSC 16 CFR 1201) or A (ANSI Z97.1) when more than 9 square feet. (CRC R308.4 (7) & Table R308.4.1 (1) & (2)) Provide the minimum 1-3/8 inch solid-core wood door, a solid or honeycomb core steel door not less than 1-3/8 inch thick, or a 20-minute fire rated door between the garage and residence unless both are protected by an automatic residential fire sprinkler system. (CRC R302.5.1) Doors between the garage and private residence shall be self-closing and self-latching. (CRC R302.5.1) A garage shall not be open into any room used for sleeping. (CRC R302.5) Provide a complete full-height section and details of stairway showing: (CRC R311.7) - Framing (stringer, landing, etc.) size, bracing, connections, footings. - Stairways positively anchored to the primary structure without using toe nails or nails subject to withdrawal. - Enclosed usable space under a stairway requires ½ inch gypsum board on the enclosed side. (CRC R302.7)Stairways within dwelling units and exterior stairways serving a dwelling unit shall have an illumination level of not less than 1 foot-candle measured at the center of the treads and landings. (CRC R303.6)Handrails shall not project more than 4.5” on either side of the stairway and the minimum clear width of the stairway at and below the handrail height shall be 31.5” and 27” when installed on one side and both sides, respectively. (CRC R311.7.1) Handrails are required on at least one side of a continuous run of treads or flight with four or more risers. (CRC R311.7.7) The top of handrails shall be placed not less than 34 inches nor more than 38 inches above the nosing of the treads. A clear space of 1-1/2 inches is required between the handrail and the wall.Provide dimensioned details of handrail grips showing a minimum edges radius of 0.01 inch and shall have a one of the following: - Circular cross sectional diameter shall be between 1 ¼” and 2”. Non-circular handrails shall have a perimeter dimension between 4 and 6 ¼ inches with a maximum cross section of dimension of 2 ¼ inches. (CRC R311.7.7.3 (1)) Handrails shall be continuous except at a turn they are permitted to be interrupted by a newel post and have a minimum clear distance between the wall and handrail grip of 1 ½ inches. (CRC R311.7.7.2) Provide detail of the guard showing that a 4” diameter sphere may not pass through any opening in the guard. (CRC R312.3)The total net free ventilating area shall not be less than 1/150or 1/300 when a Class I or II vapor barrier is installed on the warm-in-winter side of the ceiling. (CRC R806.2) ( For garage 5.57 sf and for SFD 8.32 sf required)Draftstopsshall be provided in any concealed space where there is usable space both above and below the concealed space. The concealed space shall not exceed 1,000 square feet. (CRC R302.12) Fireblocking is required in concealed spaces 10’ o.c. horizontal, vertically at the ceiling and floor levels, connections between horizontal and vertical spaces, concealed spaces between stair and landing, openings around vents, pipes, ducts, cables, wires, chimneys and fireplaces. (CRC R302.11)For plywood floor diaphragm specify thickness, grade, T&G edges, panel span rating, nailing schedule and panel layout pattern. (CBC 2305, T2305.2.3, 2306.3, T2306.3.1, and T2306.3.2) CBC Section 1910.1. A 6-mil (0.006 inch) polyethylene vapor retarder with joints lapped not less than 6 inches shall be placed between the base course or subgrade and the concrete floor slab, or other approved equivalent methods or materials shall be used to retard vapor transmission through the floor slab. The geotechnical report requires foundation excavations to be reviewed by a geotechnical engineer. Note on the foundation plan "Prior to requesting a Building Safety Division foundation inspection, the geotechnical engineer shall inspect and approve the foundation excavations." (1803) Have the consulting geotechnical engineer review and approve the foundation plans. (1803) Please add site grading recommendation on the drawings per item # 7.1. of Soils report. On soils report provide concrete strength and slab reinforcement , please bring soils report back.Call out minimum thickness of 3½ inch concrete slab on grade, reinforcement, and moisture barrier on foundation plan. (1910.1)Provide concrete slab requirements per soils report on the foundation. Provide detail of post support with positive connections. (1203.3)Note on drawings: "Truss supplier shall submit calculations and shop drawings signed by a registered civil engineer to the responsible project designer who agrees to review the shop drawings for acceptance prior to fabrication. Shop drawings and calculations shall be submitted to the Building Safety Division for acceptance after the responsible project designer has noted his/her acceptance and prior to fabrication.” Truss drawings must reflect compliance with CBC Sections: -Plans, structural calculations, and specifications must be prepared by a California registered civil engineer. (A106.1) - Fire-resistive protection of trusses when required by Table 6-A. -Regulation of prefabricated construction including required inspections and certifications. (1703.6) -Connectors and fasteners shall be installed in accordance with CBC Section 2304.9. -Metal-plate-connected wood trusses shall conform to CBC Section 2303.4. Provide evidence of required fabrication, storage, handling and delivery inspections. -When bearing studs are spaced at 24-inch intervals and top plates are less than two 2-inches by 6-inches, and when trusses are spaced at more than 16” intervals, such trusses shall bear within 5” of the studs beneath or a third top plate shall be installed. (2308.9.2.2) -The ICC approved agency number must be noted on shop drawings.Provide structural calculations and drawings stamped and signed by a California licensed Engineer for;-Stairway-Handrail-Guards Walls braced to resist wind and seismic forces shall not exceed the following height to width ratios: 2 for 1 for plywood. Framing members or blocking shall be provided at the edges of all sheets in shear walls; 2 to 1 for gypsum wallboard and Portland cement plaster (stucco). Wall sections having height-to-length ratios in excess of 1 ½ to 1 shall be blocked. (2305, T2306.3, AF&PA SDPWS T4.3.4)( For garage) Revise structural calculations to show compliance with AF&PA SDPWS T4.3.4 for shear wall ratio of 2:1. For design to resist seismic forces, shear wall height-width ratios greater than 2:1, but not exceeding 3½:1, are permitted provided the allowable shear values in T4.3.4 are multiplied by 2bs/h. ( For Garage) Calculation must be presented in a clear , legible and organized manner for structural plan review. A key plan must be provide for the structural members designed on all pages of calculations so that that the calculation and plans may be correlated. A correlated grid system must be provided on the structural calculations and drawings to facilitate plan review process. ( For seismic calculation) Detail 8-3/ D1 referenced on sheet S-2 , please identify option 3. Sill plates supporting shear walls with lateral loads greater than 350 pounds/foot require a 3-inch nominal or greater member. (T2306.3, Footnote i) Special inspection required for shear wall with nailing less than 4 “ OC. Detail the shear transfer connections which transfer lateral forces from horizontal diaphragms through intermediate elements and shear walls to the foundation. (1603) The City has encountered a large number of inspection problems arising from a lack of specific framing details. The following listed items are required to be shown on the plans (CBC 107.1): - All plumbing walls are to be framed with a minimum of 6" studs. - Double walls used as plumbing walls are to be a minimum of 8" wide and no "flat" studs permitted. Staggered studs are acceptable. - Permissible notching and boring of joists are to be shown on the plans and shall not exceed CBC Section 2308.10.4.2 allowances. - Notching of exterior and bearing/nonbearing walls shall not exceed 25%/40% respectively. Bored holes in bearing/nonbearing walls shall not exceed 40%/60% respectively. In no case shall the edge of the bored hole be nearer than 5/8 inch to the edge of the stud. (2308.9.10 and 2308.9.11) Indicate on the plans the design dead and live load for which the trusses are to be designed. The weight and location of all mechanical equipment shall be indicated on the roof framing plans. Drag loads of drag trusses shall be indicated on plans. Note on the plans "Trusses are a deferred submittal item. Truss plans and calculations shall be submitted to the engineer of record for review and to the building department for approval. The engineer of record shall indicate that the design has been reviewed before submitting to the building department. The truss design shall be approved by the building department before the trusses are installed." Provide a 1/2" min deflection space or the deflection specified by the truss design engineer. For plywood roof and floor diaphragm specify thickness, grade, T&G edges, panel span rating, nailing schedule and required blocking and panel layout pattern.Indicate all compliance measures from the energy compliance documentation on the plans. (i.e., Insulation for sections, U-factors SHGC). Revise door and window schedule or floor plans to show compliance. Revise ceiling insulation to R-38 per energy calculation.Please fillout attached Green Building form s and copy it on the drawings.Please note on the drawings, “ Photovoltaic system to be provided per title 24 , under separate permit and installed prior to final inspection.”Provide EV outlet for the new garage.All hose bibs must be protected by an anti-siphon device. (CPC 603.1) Provide panel schedule and load calculations in accordance with CEC Article 220. A minimum 100 amp service panel is required for all new dwellings.
