The applicant shall obtain clearances/approvals for the following, prior to building permit issuance: -Planning Division approval on the corrected/final set of drawings (647-5804). Previously approved plans should be submitted to expedite the process. -Police Department approval on the corrected/final set of drawings (647-5840). -Public Works Agency approval (647-5039). This project is in a special flood hazard area designated on the flood insurance rate map (FIRM) as zone A. This zone requires that the lowest finish floor elevation (including basement) of the structure shall be at (or above) base flood elevation determined by a hydrology study for the A zone, or at (or above) the base flood elevation. All elevations must be referenced to the National Geodetic Vertical Datum. Reference should be made to the Flood Plain Management Ordinance, Santa Ana Municipal Code, Chapter 7, for complete requirements. Drawings shall show compliance with said ordinance including noting flood zone and finish floor elevation." Note on plans: "A Federal Emergency Management Agency National Flood Insurance Program ELEVATION CERTIFICATE shall be completed by a California Licensed Land Surveyor or California Registered Civil Engineer who is authorized to practice land surveying. The completed ELEVATION CERTIFICATE must be submitted to the Building Inspector at the time of foundation inspection, and a final certificate must be submitted at the time of final inspection." Due to the major repair and alteration to the existing structure, the existing building shall comply with the Federal Emergency Management Agency (FEMA). 2nd Review Comment: Provide documentations to determine the base flood elevation (BFE) and show the existing lowest elevation of the existing building. The lowest finish floor elevation of the structure shall be at or above the base flood elevation. Also, the Elevation Certificate shall be completed prior to the building permit approval. The cost of the alteration/repair less than 50% of the building (structure only) valuation are exempt; appraisal from an approved appraiser and cost estimate from a licensed contractor are required. Due to change of designer and engineer of record, and revised plans, the following comments are required: The permit application has been expired. Updated permit application is required at time of next submittal. Additional admins and plan check fees will be required. Please contact our permit service at (714) 647-5800 for permit upgrade. Sheet SP: Scope of work – Interior remodel, please clearly describe and itemize the interior works of the building. Based on the Code Enforcement inspection report, there was fire-damaged and major remodel of the interior of the house. Please coordinate and revise scope of work and plans accordingly. FEMA Notes: If the remodel does not trigger the FEMA required, please omit notes from plan. Please provide proposed floor plan showing existing vs. new construction (for example, wall to be removed, existing wall to remain, new walls, rebuilt wall, etc.). Provide wall legend. On the plan, please clearly show location of fire-damaged area and will be repaired. Windows: On the plan, please clearly identify exiting windows, new windows and replaced windows, doors, etc. Please provide window and door schedule. Sheet S-1.2: structural plan – On the plan, please clearly identify existing vs. new construction. Plans provided does not reflect with the original permit application and Code Enforcement inspection report. Please coordinate and revise plan accordingly. Plan was incomplete. Plan review will continue at time of resubmittal and additional comment may be required. Reminder: FEMA requirement may be trigger based on the works will be done on the building (see on crossed-out comment 5 & 6 above for additional information).
