The applicant shall obtain clearances/approvals for the following, prior to building permit issuance:
-Planning Division approval on the corrected/final set of drawings (647-5804). Previously
approved plans should be submitted to expedite the process.
-Public Works Agency approval (647-5039).
- School District Compliance Certificate; and a copy of the building permit application, signed by
the plan check engineer, shall be required by the School District to verify the scope of the work.
Sheet A0.1. Complete the sheet index provided, and include all sheets and description of each sheet submitted and within this package.
Clarify if one of the windows are removed in the 2nd floor bathroom next to bedroom #4. Please update the existing and proposed floor plans to clarify. Show it in the scope of work.
The bedroom #4 does not meet the egress, natural lighting and natural ventilation requirements.An egress opening is required in the bedroom #4. The egress opening shall be located on the exterior wall of the bedroom, not in the closet. If the proposed opening will be on other exterior walls, if possible, please clarify with dimensions on the elevations on plan that the required opening will not be blocked by the existing lower roof. Revise design.
Every sleeping room in dwelling units must have a window or exterior door for an emergency exit, bottom of the clear opening not more than 44 inches above the floor, 5.7 square feet of openable area, 24 inches clear opening height, 20 inches clear opening width and shall open directly into a public street, alley, yard, or exit court. (CRC R310.1-R310.1.3)
Minimum window area shall be 8 % of the floor area and 50 % openable at bedroom #4. (CRC R303.1)
Sheet A0.3a. Show roof pitch, overhang dimensions and ventilators on plan above new closet and other existing portion of the house. Plan is incomplete.
Sheet A0.3a. The ESR-1274 report is outdated. Provide valid third party report number on roofinf material “modified bituminous roof”.
Provide cool roof CRRC number on the new roof covering material. Per energy design, minimum reflectance: 0.95 and minimum emittance: 0.05 is required on the “modified bituminous roof”.
Provide cross ventilation for each enclosed rafter space as specified in CRC Section R806. On sheet A0.4, provide calculation to determine number and size of the hole on the blocking to provide required ventilation.The total net free ventilating area shall not be less than 1/150 or 1/300 when a Class I or II vapor barrier is installed on the warm-in-winter side of the ceiling. (CRC R806.2)
Sheet A0.4. Detail 6. Specify building insulations in the new closet section per energy sheet T.1 on plan. Specify required R-value on both cavity and continuous insulation at (1) roof/ceiling (2) wall and (3) floor.
Sheet A0.4. Detail 6. Show 2x6 stud within exterior wall in the detail per energy design.
Sheet A0.4. Detail 6. Show ceiling height at the highest point of the slopping ceiling on plan.

ENERGY
Sheet T.1. Page 1. Please clarify the compliance method. This is a new room addition, not a remodel. The addition floor area and existing floor area does not match the project. The square footage of the new closet shall be new addition floor area.
Sheet T.1. Page 1. Revise front orientation to be north facing.
Sheet T.1. Revise number of bedroom to be 5.
Sheet T.1. Page 2. Calculate correct average ceiling height.
Sheet T.1. Page 3. Revise column 04 to correct the wall orientation.
Sheet T.1. Page 3. Revise area of window #3 to match the plan.
Show insulation in the building section per Energy design. Specify R-number for both cavity and continuous insulation. Note that please verify the member depth to properly accommodate insulation material, especially between roof rafters.
Show U-factor and SHGC value in the window schedule for the new window.
STRUCTURAL-incomplete
Provide structural plans to scale.
Please use first level floor plan layout to show framing design on the second floor framing plan.
As minimum, provide following information on both structural floor and roof framing plans: showing floor/roof/ceiling member sizes and direction of span. Provide structural details and cross-reference them to floor and roof framing plans.
As minimum, provide following information on the foundation plan: On foundation and floor framing plans, clearly show braced wall panels, its construction, nailing, and hold-down sizes.
Provide header design and specify size, location and opening framing details.
Structural column may not be inadequate to be supported solely on the existing concrete slab. Design footing to support any columns. Revise foundation plan and provide column anchorage detail.
Provide beam-to-column positive connection details.
Provide connection details for the new rafters and new floor joists attached to the existing house.
Cross-reference all structural details into the structural framing and foundation plans.
Provide cantilever column calculation to support combined loading from vertical and horizontal force in accordance with the most critical load combination in CBC Ch16. According to plan, the unsupported length is the entire vertical span of the column.
Please cross-reference page 9 of the header design in to plan or provide a key-plan for further review.
Provide specification for construction materials (wood, concrete, reinforcement….) on plan.
Provide structural engineering design, calculation and details of the patio cover. The size and location of the patio cover and its columns shall be revised to match proposed architectural design. Submit engineering calculations for vertical and lateral structural support prepared by a registered civil, structural engineer or architect.
A 30” square x 12” deep pad footing is located part of the existing wall footing. Provide foundation detail to show how is it constructed around the existing wall footing.
LATERAL
Connect the new patio cover and new closet into the existing building since no separation is provided. Provide structural connection detail to tie all structures together.
Revise lateral support system that the second story shall not solely supported by wood columns for lateral force. (ASCE 7-16 12.2.5.3)
Page 10. The R=6.5 is ok on the 2nd level does not apply to the first level. Revise lateral load supporting system and assign correct R value per ASCE 7-16 Table 12.2-1.
Provide vertical distribution calculation for correct lateral force on each level. ASCE 7-16 section 12.8.3.
Show location of project on seismic map tool to identify seismic design coefficients to be used. Print out the result and attach as part of the lateral calculation.
Provide roof diaphragm and provide design capacity by using 2.5” long k-lath nailing from approved supporting document. On structural calculation page 11, the design table from SDPWS is for common nail does not apply to this project. OR re-specify the nailing based on the SDPWS table.
Provide floor diaphragm design and specification on plan.
Justify and design the lateral support system on the common wall between the new closet and the existing house. Provide calculation and revise plan.
The second floor shearwalls are supporting by beams and columns is considered vertical irregularity. In-plane Offset Segmented Shear Wall (Type 4 vertical irregularity): Follow through with the upper floor holdown to the foundation, or:
Design the lower wall (transfer wall) for the additional horizontal shear loads from the transfer load;
Design the lower wall with the over-strength per ASCE 7 Sections 12.3.3.3 & 12.3.3.4;
Design the collector per ASCE Section 12.10.2.1
Shear walls:
Provide a shear wall schedule on the plans and specify the maximum design shear load for each shear wall type. Limit the design shear wall loads to those allowed by Code. Clearly indicate on the plans all plywood and drywall shear walls.
Show the shear wall type, length and location on the framing and/or foundation plans.
Detail the shear connections.
At any level, the overturning moments to be resisted shall be determined using those seismic forces that act on levels above the level under consideration. Overturning effects on every element shall be carried to the foundation.
Provide maximum 5/8“diameter steel bolts embedded 7 inches into the foundation with minimum 3” x 3” x 0.229” thick plate washer for the anchor bolts w/ minimum 2.5d edge distance & 15d end distance.
Provide shear transfer details showing continuous load path from the roof diaphragm to the bearing soils.
ADDITIONAL STRUCTURLA CALCULATION COMMENTS
Page 2. Please explain and clarify the loading on the column. Please specify on plan which column is referred and show where the tributary is from. A key-plan is needed or cross-reference on the structural plans.
Page 3. Please explain and clarify the total wall dead load. The summation of the dead load is 18.7 psf. However, it is only 15.2 psf in the design.
Structural review is pending due to incomplete design package. New corrections may apply after next review.
