All drawings and supporting documents shall be prepared, stamped, and signed by a California licensed architect or registered professional engineer. (CRC R301.1.3, CBC 107.1 and 107.3.4.1).
This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information.
The applicant shall obtain clearances/approvals for the following, prior to building permit issuance:
-Planning Division approval on the corrected/final set of drawings (647-5804). Previously
approved plans should be submitted to expedite the process.
-Police Department approval on the corrected/final set of drawings (647-5840).
-Public Works Agency approval (647-5039).
- Proof of Worker's Compensation Insurance shall be required at the time of permit issuance.
- School District Compliance Certificate; and a copy of the building permit application, signed by
the plan check engineer, shall be required by the School District to verify the scope of the work.
Provide a fully dimensioned Site Plan on the drawings and on a separate 8-1/2" x 11" sheet of paper.
This project is in a special flood hazard area designated on the flood insurance rate map (FIRM) as zone A . This zone requires that the lowest finish floor elevation (including basement) of the structure shall be at (or above) base flood elevation determined by a study for the A zone, or at (or above) the base flood elevation specified for the AE zone, on the flood insurance rate map. All elevations must be referenced to the National Geodetic Vertical Datum. Reference should be made to the Flood Plain Management Ordinance, Santa Ana Municipal Code, Chapter 7, for complete requirements. Drawings shall show compliance with said ordinance including noting flood zone and finish floor elevation."
Note on plans: "A Federal Emergency Management Agency National Flood Insurance Program ELEVATION CERTIFICATE shall be completed by a California Licensed Land Surveyor or California Registered Civil Engineer who is authorized to practice land surveying. The completed ELEVATION CERTIFICATE must be submitted to the Building Inspector at the time of foundation inspection, and a final certificate must be submitted at the time of final inspection."
Provide information per letter of map addendum (LOMA), please note that new addition is not out of flood zone and it is owner’s responsibility to apply for new LOMA to include new addition.
Show lowest floor is elevated to or above base flood elevation.
The National Flood Insurance Program (NFIP) requires the following to be wet floodproofed: New Garage Refer to FEMA Technical Bulletin 7-93 and the attached city handout on Floodproofing for general requirements and restrictions. Revise the drawings to show compliance.
Specify finish floor elevation of first floor. (CBC 107.2.5)
Provide eave / overhang / projection setback to all property lines.Projections of dwelling units and accessory buildings without an automatic residential fire sprinkler protection are not permitted less than 2 feet to the property line and are required to be 1 hour fire rated on the underside with a fire separation distance between 2 feet and 5 feet. (CRC Table R302.1 (1)) Walls of dwelling units and accessory buildings without an automatic residential fire sprinkler protection with a fire separation distance less than 5 feet are required to have a full one hour rating. (CRC Table R302.1 (1))
Provide existing and proposed contours/spot elevations to indicate general site slope and drainage pattern. (CBC 107)
Lots shall be graded to drain surface water away from foundation walls. The grade shall fall a minimum of 6 inches within the first 10 feet. (CRC R401.3)Basements, habitable attics, and every sleeping room in dwelling units must have a window or exterior door for an emergency exit, sill height not more than 44 inches above the floor, 5.7 square feet of openable area, 24 inches clear opening height, 20 inches clear opening width and shall open directly into a public street, alley, yard, or exit court. Windows ______ do not comply. (CRC R310.1-R310.1.3)
CAUTION: Using minimum clear openable height with the clear openable width will yield only 3.3 square feet and not the minimum 5.7 square feet required. Be especially careful with double-hung windows. Also, when the emergency escape window is below ground level refer to CRC Section R310.2 for additional requirements. Show 30-inch clear width for water closet compartments and 24-inch clearance in front of a water closet. Shower compartments and walls above bathtubs with shower heads installed shall be finished with a smooth, nonabsorbent surface to a height of not less than 72” above the floor. (CRC R307.2)Glass enclosure doors and panels must be labeled Category II. Swing door outward. Net area of shower receptor shall be not less than 1,024 sq. in. of floor area, and encompass 30-inch diameter circle. (CPC411.7)Glazing in swinging, sliding, and bifold doors 9 square feet or less shall be a minimum category classification of I (CPSC 16 CFR 1201) and II (CPSC 16 CFR 1201) when more than 9 square feet or sliding. (Table R308.3.1 (1), R308.3 (1)) Glazing in door and enclosures for hot tubs, whirlpools, saunas, steam rooms, bathrooms, showers less than 5’ above the standing surface shall have a minimum category classification of II (CPSC 16 CFR 1201). (CRC TR308.3.1 (1) & 308.4(5)) Show exterior wall construction assembly. A minimum of one layer of No. 15 asphalt felt, free from holes and breaks, complying with ASTM D 226 for Type 1 felt shall be applied over studs of all exterior walls. Specify that two layers of Grade D or 60 minute Grade D paper shall be applied over all wood base sheathing. (CRC R703.2) Specify a minimum 0.019” (No. 26 galvanized sheet gage) corrosion-resistant or plastic weep screed located below foundation plate line and 4 inches above grade on all exterior stud walls or 2-inches above paved areas. (CRC R703.6.2.1)
Provide a minimum of two No. 4 bars at top and at bottom of continuous footing.
Foundation and floor slabs on expansive soil shall conform as follows, unless approved soil report indicates soil is not expansive by the Expansion Index Test method, or recommends other details (1808.6 ):
- Two continuous No. 4 bars 4 inches from bottom and two continuous No. 4 bars 4 inches from top of
foundation.
- Floor slab 3½ inches thick over 4-inch thick coarse aggregate base or plastic moisture barrier
membrane (6 mils thick) and reinforced with No. 3 bars at 24 inches on center both ways or 2 layers
of 6 x 6 - 10/10 welded wire fabric or 1 layer of 6 x 6 welded wire fabric. (GARAGE)
- Saturate the soil 18 inches deep before placing the concrete slab.
Detail the shear transfer connections which transfer lateral forces from horizontal diaphragms through intermediate elements and shear walls to the foundation. (1603)
The City has encountered a large number of inspection problems arising from a lack of specific framing details. The following listed items are required to be shown on the plans (CBC 107.1):
- All plumbing walls are to be framed with a minimum of 6" studs.
- Double walls used as plumbing walls are to be a minimum of 8" wide and no "flat" studs permitted.
Staggered studs are acceptable.
- Permissible notching and boring of joists are to be shown on the plans and shall not exceed CBC
Section 2308.10.4.2 allowances.
- Notching of exterior and bearing/nonbearing walls shall not exceed 25%/40% respectively. Bored
holes in bearing/nonbearing walls shall not exceed 40%/60% respectively. In no case shall the
edge of the bored hole be nearer than 5/8 inch to the edge of the stud. (2308.9.10 and 2308.9.11)
- Header and trimmer details for doors and windows are to be shown with full length trimmers,
specifying the size of the header and trimmer. (2308.10.4.3)
Clearly identify all design assumptions & load criteria on the plans. As a minimum:
- Dead Loads of roof/ceiling, floors, exterior/interior walls (R301.2.2.2.1);
- Live Loads for roof, attics with limited storage, attics without storage, habitable attics and attics
served with fixed stairs, floors, and balconies/decks, and stairs per Tables R301.5 & R301.6;
- Wind Loads per Section R301.2.1and wind exposures per Section R301.2.1.5;
- Seismic Loads per Section R301.2.2;
- Local Jurisdiction Design Criteria per Table R301.2(1)
Provide details for retrofit shear and tension anchor bolts on plans. Provide calculations as needed
The residence shall conform to the State Energy Conservation Standards. Submit forms and calculations for review and blueprint the final forms on the plans.
- Signed Energy Efficiency Documents must be printed on the plans.
- Also, submit 2 copies of signed Energy Efficiency calculations.Provide framing detail to show insulation for wall and ceiling per Energy calculation on the plans.Provide water heater anchor straps within the upper and lower 1/3. (CPC 508.2) Provide drag from shear wall with detail on line 4 of sfd ( sheet S2)Provide strap from shear walls to the openings.Show post or double studs at end of each shear wall.Provide minimum 1 cross section on each direction of sfd.Provide detail to prevent hinges at the end gable or provide full height studs.Provide hold down for shearwalls with less than 5 feet length.Provide shear wall to resist 2696 lb on line 3.Calculate the tension at each side of the rafter to Ceiling joists connection.Please fillout attached sb-407 and copy it on the drawings.
To pick up the marked –up plan, please contact the plancheck engineer for pick up appointment. To resubmit your drawings , you may drop them off Mon – Thurs from 9:00 am to 12 pm at the South east entrance of the city hall.
