This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information.
The applicant shall obtain clearances/approvals for the following, prior to building permit issuance:
-Planning Division approval on the corrected/final set of drawings (647-5804). Previously
approved plans should be submitted to expedite the process.
- Fire Department approval on the corrected/final set of drawings (647-5839 or 647-5700).
-Police Department approval on the corrected/final set of drawings (647-5840).
-Public Works Agency approval (647-5039).
- Proof of Worker's Compensation Insurance shall be required at the time of permit issuance.
- School District Compliance Certificate; and a copy of the building permit application, signed by
the plan check engineer, shall be required by the School District to verify the scope of the work.
-Grading Permit. Application is made through the Building Safety Division (647-5800) and the
plan review is by the Public Works Agency (647-5039).In addition to other fees, a "Park Acquisition and Development Fee" in the amount shownbelow
shall be required pursuant to a resolution of the City Council for the Recreation andCommunity
Services Agency; net addition of ________ bedroom(s).Amount of $8,179.00; net addition of 5 bedrooms(FOR THE MAIN HOUSE)Amount of $3,714.00; net addition of 1 bedroom (FOR THE JR ADU) Please revise area of the Junior ADU to 568 sf since the stairway is part of the floor area.
Provide a fully dimensioned Site Plan on the drawings and on a separate 8-1/2" x 11" sheet of paper.
Specify finish floor elevation of first floor. (CBC 107.2.5)Show the complete legal description and assessor's parcel number on the plans.
Provide an Index of drawings on cover sheet.The address of the building, and the name and address of the owner(s) and person(s) preparing the plans are required on the first sheet of the plans. (CBC 107)Include address and telephone number of the responsible designer and date of signing of drawings.
Provide eave / overhang / projection setback to all property lines.
Lots shall be graded to drain surface water away from foundation walls. The grade shall fall a minimum of 6 inches within the first 10 feet. (CRC R401.3)Basements, habitable attics, and every sleeping room in dwelling units must have a window or exterior door for an emergency exit, sill height not more than 44 inches above the floor, 5.7 square feet of openable area, 24 inches clear opening height, 20 inches clear opening width and shall open directly into a public street, alley, yard, or exit court. Windows ______ do not comply. (CRC R310.1-R310.1.3) (For the 2nd floor bedrooms)Show location of heating equipment on the plans. (CRC R303.8)For an FAU located in the attic provide a minimum access of 22 x 30 inches, a 24-inch wide walkway, a 30-inch deep work platform, and electric light outlet adjacent to the furnace and switched by the opening. (CMC 904.11 & 305)Shower compartments and walls above bathtubs with shower heads installed shall be finished with a smooth, nonabsorbent surface to a height of not less than 72” above the floor. (CRC R307.2)Provide a complete full-height section and details of stairway showing: (CRC R311.7)
- Maximum rise of 7¾ inches and minimum run (tread) of 10 inches.
- Minimum width of 36 inches.
- Stairways positively anchored to the primary structure without using toe nails or nails subject to
withdrawal. Stairways within dwelling units and exterior stairways serving a dwelling unit shall have an illumination level of not less than 1 foot-candle measured at the center of the treads and landings. (CRC R303.6)Handrails are required on at least one side of a continuous run of treads or flight with four or more risers. (CRC R311.7.7) The top of handrails shall be placed not less than 34 inches nor more than 38 inches above the nosing of the treads. A clear space of 1-1/2 inches is required between the handrail and the wall.Provide dimensioned details of handrail grips showing a minimum edges radius of 0.01 inch and shall have a one of the following:
- Circular cross sectional diameter shall be between 1 ¼” and 2”. Non-circular handrails shall have
a perimeter dimension between 4 and 6 ¼ inches with a maximum cross section of dimension of
2 ¼ inches. (CRC R311.7.7.3 (1))
- Handrails with a perimeter dimension > 6 ¼ inches shall have a graspable finger on both sides of
the profile between 1 1/4” to 2 ¾” beginning within ¾” from the top of the profile and achieve a
minimum 5/16” depth within 7/8” below the widest profile point and shall continue a minimum 3/8”
to a level not less than 1¾” below the tallest portion of the profile. (CRC R311.7.7.3 (2)) Show exterior wall construction assembly. A minimum of one layer of No. 15 asphalt felt, free from holes and breaks, complying with ASTM D 226 for Type 1 felt shall be applied over studs of all exterior walls. Specify that two layers of Grade D or 60 minute Grade D paper shall be applied over all wood base sheathing. (CRC R703.2) Specify a minimum 0.019” (No. 26 galvanized sheet gage) corrosion-resistant or plastic weep screed located below foundation plate line and 4 inches above grade on all exterior stud walls or 2-inches above paved areas. (CRC R703.6.2.1)
The geotechnical report requires foundation excavations to be reviewed by a geotechnical engineer. Note on the foundation plan "Prior to requesting a Building Safety Division foundation inspection, the geotechnical engineer shall inspect and approve the foundation excavations." (1803)
Have the consulting geotechnical engineer review and approve the foundation plans. (1803)Note on the Foundation Plan(s): “Prior to calling for Foundation Inspection, the building corners shall be surveyed and staked by a California licensed Land Surveyor or qualified Civil Engineer. The survey and staking must be documented and bear the stamp and signature of the person responsible for the survey and staking. The certification document must be submitted to the Building Inspector at the time of Foundation Inspection.”Please provide information for the site preparation/grading from page 5 of soils report on the foundation plan.Provide 24” deep and 18” wide footing for 2 story building per soils report.
Provide a minimum of two No. 5 bars at top and at bottom of continuous footing, per soils report.
Provide minimum 24” square for pad footing per soils report
Provide #4 rebar at 18” o.c both direction for slab on grade per soils report.
Provide 15 mil moisture barrier per soils report.
Provide 5” thick slab for driveway.
Please note geotechnical observation and testing information from page 9 of soils report.
On elevation tile roof provided is 7.2 lb, calculation shows 6lb, please clarify and revise accordingly.
Unable to find detail 19/D3, referenced on sheet S-2.
Show where 2-2x12 at the stairways starts and where ends.
Provide posts at end of each beam and headers.
Shearwalls on the same line shall have the same rigidity. ( please see line A , line B, line D and line E) on roof framing plan.
Detail 24/D3, is there any sheathing for the trusses?
Please revisit detail 15/ D2,it doesn’t match the location.

Please verify if the stairways wall is full height, if not provide detail to show how hinges will be prevented.

Specify that foundation sills shall be pressure-treated or foundation grade Redwood. (2304.11.2.2)
Provide a weep screed for stucco at the foundation plate line a minimum of 4 inches above the earth or 2 inches above paved areas. (2512.1.2)
A key plan must be provided for the structural members designed on all pages of calculations so that the calculations and plans may be correlated.
Unable to follow, pleasecross reference all calculations for joists, beams, shear walls, etc., to framing/floor plans.
For all beams that supporting shear walls, provide load combination for seismic load and clarify Omega factor load.
Show how all floor beams are being supported.
Provide attachment detail for ceiling joists on the first floor to the stairway walls.
Show 2-2x12 floor joists on the garage is D.F#1, per calculation.
Provide calculation for the floor joists to justify they could support 2nd floor exterior walls.
Hold down on detail 13/D2, doesn’t apply , please provide hold down that apply to the condition.
Perovide detail to show how 4-2x4 posts are considered as one member.
Provide all the truss drag loads on the framing plan.

Please review details on sheet S-3 and revise details that do not apply to the location.
Post-beam connections must be detailed on the drawings ensuring against uplift and lateral displacement (2304.9.7)Note on drawings: "Truss supplier shall submit calculations and shop drawings signed by a registered civil engineer to the responsible project designer who agrees to review the shop drawings for acceptance prior to fabrication. Shop drawings and calculations shall be submitted to the Building Safety Division for acceptance after the responsible project designer has noted his/her acceptance and prior to fabrication.”
Truss drawings must reflect compliance with CBC Sections:
-Plans, structural calculations, and specifications must be prepared by a California registered civil
engineer. (A106.1)
-Regulation of prefabricated construction including required inspections and certifications. (1703.6)
-Connectors and fasteners shall be installed in accordance with CBC Section 2304.9.
-Metal-plate-connected wood trusses shall conform to CBC Section 2303.4. Provide evidence of
required fabrication, storage, handling and delivery inspections.
Submit a review letter by soils engineer and incorporate any requirements and recommendations into the plans.Insulation shown on the plans does not agree with CF-1R form; revise framing plans. Wall R= 21, ceiling R=38. Please fill out attached Residential Cal-Green check list and certificate and copy them on the drawings. Provide combustion air for a water heater and/or an FAU located within 12 inches of top and bottom of the compartment. (CMC 701.10(4&6) & 701.3) All hose bibs must be protected by an anti-siphon device. (CPC 603.1)
