South Coast Air Quality Management DistrictThis review comments cover the review of the parking structure demolition, the Nordstrom anchor building demolition, and the temporary-stairs installations. The plan check numbers are as follow:PC# 101109746 – Demolition of existing parking structure and 5 adjacent pedestrian bridges.PC# 101109747 – Install temporary barricades at pedestrian bridges and install two temporary stairways.PC#101109748 – Demolition of the existing 3-level Nordstrom anchor building.Please note: PC# 101109747 must be issued concurrently with PC# 101109746.The grading plan check is reviewed by the public works agency. The grading plan check number is 50101340. The grading plan check must be approved prior to the issuance of all demolition permits in item #6.PC# 101109746 – Demolition of existing parking structure and the 5adjacent pedestrian bridges.Parking Demolition - Sheet G1.120: The passageway doorways that is between the Nordstrom building and the California Pizza Kitchen are proposed to swing into the building. Exit-10 passageway has the occupant load capacity of 110, which is greater than 50. A space where the occupant load of 50 or more requires the doors to swing in the direction of egress travel. The doors need to swing out of the building unless it can swings in either directions. We understand the change of direction in door swings and the stairways are temporary conditions. In order to not affect the existing egress system, demolition phase 2 shall include the passageway doors to swing back out of the building. Parking Demolition – Sheet G0.001 – In city of Santa Ana, the Mechanical, Electrical, and Plumbing (MEP) plans are separated from the architectural and structural (A&S) plans. However, for demolition-only project, MEP demolition plans are typically combined with the A&S demolition plans. The MEP demolition plans are not included in this set of drawings. City record does not shows the MEP demolition plans are submitted. Please provide the MEP demolition plans on the next submittal.
PC# 101109747 – Install temporary barricades at pedestrian bridges and install two temporary stairways.Parking Demolition - Sheet G1.120 - Demolition Phase 3 note – Per Demolition Phase 3 note, provide and cross-reference the guardrail detail at the bridges.Parking Demolition – Sheet A8.100: Are the temporary stairways submitted by the contractor as a deferred submittal? If that is the case, please list the temporary stairways as a deferred submittal on the title sheet.PC#101109748 – Demolition of the existing 3-level Nordstrom anchor building.First Plan Review Comments:Nordstrom Anchor Building Demolition – Sheet D1.110: Per Sheet Note 5 & 7, the mall tenants are remain opened, and the protected egress paths are to be provided. The general contractor shall provide the logistic drawings as the space within the passageway is limited. During construction of the 2-hour- temporary-weather wall, maintaining an unobstructed egress path appears to be a challenge.Second Plan Review Comments: VCC contractor provided theMainPlace Mall logistic plan for review. The plan shows the means and method of the unobstructed egress paths within the existing exit-passageways during constructions. The operations and procedures appear to be reasonable. However, due to the size of this project and the high-level importance of maintaining egress integrity, the Building Division requests that the Fire Protection Engineer to review and approve the logistics plans and the Life Safety Plans. The Fire Protection Engineer shall stamp and sign the logistic plans, sheet G1.110 and G1.120 on the Parking Demolition drawings and the Nordstrom Demolition drawings. Third Plan Review Comments: A Demolition Egress Narrative was submitted for review. The demolition phase egress approach and the phase logistics are acceptable. However, the Fire Protection Engineer who prepared this report shall stamp and sign this document. To expedite the process, please email the signed document to aso@santa-ana.org, and we will insert the page to the report.
