GENERAL REQUIREMENTS
Clearances - Please obtain approval from the following agencies prior to permit issuance:
Planning Division – After the building division’s approval, request a planner to stamp the plans that building division approves.
Public Works Agency (PWA) – After the building division’s approval, obtain a PWA clearance if any of the following apply: project valuation exceeds $30,000, project has added plumbing fixtures, added bedrooms, or project exceeds 500 square foot in new construction (not renovation).
Police Department (PD) – After the building division’s approval, request a PD reviewer to stamp the plans that building division approves.
Orange County Fire Authority (OCFA) - Submit plans to OCFA as soon as possible if you answer “Yes” to any part of questions 1 through 10 on the plan submittal criteria.
School District – After the building division’s approval, submit payment to the School District and keep a copy of the payment receipt.
Orange County Health Department (OC Health) – Obtain OC Health approval.
Redline Pickups Instructions - The drawings markups (redlines) are available to pick up at the Building counters. The business hour is Monday through Thursday and alternative Fridays from 8:00 am to 3:00 pm. See the Holiday and Closed Friday Schedule before you plan your visit.
Resubmittal Instructions – Please provide a written response to the Plan Check Comments. Provide two copies of the latest construction document (drawings, calculations, and others related document). Provide one additional copy of drawings for new constructions or additions. Resubmit all construction document with one of the three options below:
Resubmittal Bin:Complete the Plan Check Re-Submittal Form along with the resubmittal. The resubmittal bin is available at the City Hall Ross Annex lobby, Monday through Thursday and alternating Fridays from 8:00 am – 4:00pm. See the Holiday and Closed Friday Schedule before you plan your visit.
Walk-ins: Daily walk-ins are available for resubmittals at first come first serve basis. Please note all scheduled appointments will be served first prior to any walk-ins.
Appointment: Call the Building division at 714-647-5800 to schedule a resubmittal appointment, or contact your assigned permit counter staff for your specific project.
Plan Check Expiration – This plan-check will expire after 180 days from the submittal date unless the applicant request for an extension. The extension request must be in writing and demonstrate a justifiable cause. The Building Official is authorize to grant a one-time extension of additional 180 days. If the plan-check expires after December 31, 2022, the new 2022 California Code of Regulations will be in effect; an expired plan designed with the 2019 California Code of Regulations will be no longer acceptable after December 31, 2022.
MEP Reviews – This review does not include Mechanical, Electrical, and Plumbing (MEP).
Sheet A1.00
Under Building and Code Analysis, the occupancies are shown as “B/F-2”. The 2022 California Building Code defines F-2 occupancy as a low-hazard factory industrial group. The floor plan on sheet A2.10 shows majority of the warehouse area is occupied by storage racks. This appears to be a storage occupancy in addition to a low-hazard factory occupancy. Please verify.
An F-2 occupancy group generally includes material do not involve a significant fire hazard such as bricks, gypsum, and metal. Other materials are generally classified as F-1, which is a moderate-hazard factory industrial occupancy. Verify the appropriate classification of an occupancy group on this project.
Please specify the total square footage on the mezzanine.
Please verify the total gross warehouse area of 7,039 square foot. The gross building area minus total gross office area is 9,717-3,353 = 6,364 square foot.
Please delete the Mechanical, Electrical, Plumbing (MEP) sheets under the Drawing Index or reference the MEP sheets under separate permits.
Please provide architect on record’s signature on all architectural sheets.

Cross-reference a typical detail at the new walls.
Provide wall legend to indicate existing walls and new walls.
Show the corridor width near the restroom, near the open office, and near the kitchen.
Specify tempered glazing for window number 109 and 110.

On Stair Section 8 on sheet A5.00, the clear width is shown as 3’-6”. However, on sheet A2.11, the clear width on the floor plan is scaled at approximately 3’-1”. Verify the clear width at the stair.
On sheet A5.00, the Stair Section shows 16 treads. However, on sheet A2.20, the floor plan shows 17 treads.
On the Stair Section, specify the tread dimension measured horizontally between the vertical planes of the foremost projection of adjacent treads and at a right angle to the tread’s nosing.
Specify the riser height on the Stair Section. Stair riser heights shall be 7 inches maximum and 4 inches minimum.
Provide note on Dimensional Uniformity: “Stair treads and risers shall be of uniform size and shape. The tolerance between the largest and smallest riser height or between the largest and smallest tread depth shall not exceed 3/8 inch in any flight of stairs.”
Provide details for the following:
Nosing and riser profile: Nosing shall have a curvature or bevel of not less than 1/16 inch but not more than 9/16 inch from the foremost projection of the tread. Risers shall be solid and vertical or sloped under the tread above from the underside of the nosing above at an angle not more than 30 degrees from the vertical.
Nosing projection size: The leading edge of treads shall project not more than 1 ¼ inches beyond the tread below.
Nosing projection uniformity: Nosing projections of the leading edges shall be of uniform size, including the projections of the nosing’s leading edge of the floor at the top of a flight.
On sheet A2.20, correct the dimension at the top of the stair landing. The 5’-0” dimension on plan is measured at the second highest riser, but not to the edge of the top landing.
Provide the following note: “Stairway walking surface: The walking surface of treads and landings of a stairway shall not be sloped steeper than one unit vertical in 48 units horizontal in any direction. Stairway treads and lading shall have a solid surface. Finish floor surfaces shall be securely attached.”
On sheet A2.20, show handrail extension on top of the stair on the two handrails. The wall turns 90 degree at the top landing. The wall must allow a 12-inch handrail extension in the same direction of the flight of the stair.
On the Stair Section, specify that the handrail height is 34-inch minimum. The minimum dimension implies that construction tolerance is not acceptable.
Provide the following note:” Fittings: Handrails shall not rotate within their fittings.”
