GENERAL REQUIREMENTS
Clearances - Please obtain approval from the following agencies prior to permit issuance:
Planning Division – After the building division’s approval, request a planner to stamp the plans that building division approves.
Public Works Agency (PWA) – After the building division’s approval, obtain a PWA clearance if any of the following apply: project valuation exceeds $30,000, project has added plumbing fixtures, added bedrooms, or project exceeds 500 square foot in new construction (not renovation).
Police Department (PD) – After the building division’s approval, request a PD reviewer to stamp the plans that building division approves.
Orange County Fire Authority (OCFA) - Submit plans to OCFA as soon as possible if you answer “Yes” to any part of questions 1 through 10 on the plan submittal criteria.
School District – After the building division’s approval, submit payment to the School District and keep a copy of the payment receipt.
Orange County Health Department (OC Health) – Obtain OC Health approval.
Redline Pickups Instructions - The drawings markups (redlines) are available to pick up at the Building counters. There are no redlines on the plan, but the original submittal can be picked up at the Building Division counter. The business hour is Monday through Thursday and alternative Fridays from 8:00 am to 1:00 pm. See the Holiday and Closed Friday Schedule before you plan your visit.
Resubmittal Instructions – Please provide a written response to the Plan Check Comments. Provide two copies of the latest construction document (drawings, calculations, and others related document). Provide one additional copy of drawings for new constructions or additions. Resubmit all construction document with one of the three options below:
Resubmittal Bin:Complete the Plan Check Re-Submittal Form along with the resubmittal. The resubmittal bin is available at the City Hall Ross Annex lobby, Monday through Thursday and alternating Fridays from 8:00 am – 4:00pm. See the Holiday and Closed Friday Schedule before you plan your visit.
Walk-ins: Daily walk-ins are available for resubmittals at first come first serve basis. Please note all scheduled appointments will be served first prior to any walk-ins.
Appointment: Call the Building division at 714-647-5800 to schedule a resubmittal appointment, or contact your assigned permit counter staff for your specific project.
Plan Check Expiration – This plan-check will expire after 180 days from the submittal date unless the applicant request for an extension. The extension request must be in writing and demonstrate a justifiable cause. The Building Official is authorize to grant a one-time extension of additional 180 days. If the plan-check expires after December 31, 2022, the new 2022 California Code of Regulations will be in effect; an expired plan designed with the 2019 California Code of Regulations will be no longer acceptable after December 31, 2022.
MEP Reviews – This review does not include Mechanical, Electrical, and Plumbing (MEP).Sheet A1.1101st PC Comments:The proposed construction plan shows at least two exits between the mall building and the locking dock. There is an existing opening behind the landscaping area near tenant #196A. It is unclear if that opening will beused for egress since the reviewer does not have the civil and landscaping plans. The two doors (#100A and #100B) are designed to carry the required occupant loads from the mall building. There are 12 exit doors between the mall building and the loading dock. A few exit doors serves the utility rooms, but several exit doors serve the stairways and the Back Of House (BOH) corridor, which appears to be an exit passageway. California Building Code section 1028.2 requires that the minimum exit discharge width shall not be less than the minimum egress-court width or the required capacity of the exits being served. Without the analysis of the occupant loads at all the exits between the mall building and the loading dock, it is unclear that the width of the two provided doors (#100A and #100B) exceeds the required width of all the exits it serves. Please provide an egress analysis by Code Consultants, Inc. The egress analysis shall be stamp and sign by the fire protection engineer by Code Consultants, Inc.1st PC Response: Refer to new Life Safety Plans on sheets G1.110 and G1.120 with egress analysis.2nd PC Comments:Please see egress diagram next page. The egress diagram is referenced from the MainPlace Mall Fire report dated 02/22/1990 – Appendix E page 4. The diagram shows 1,809 occupants egress toward the loading dock area (183+237+275+233+319+239+323 = 1,809). Compare this number to the exit analysis on sheet G1.110, the exit analysis number (776) is much lower than the number (1,809) from the fire report. It appears an occupant load number between Stair D and Stair E is missing, and the egress numbers from the fire report are greater than the egress numbers on sheet G1.110.The Building Division requests that an egress analysis to be prepared by the fire protection consultant (Code Consultants, Inc.). The egress analysis shall be stamp and sign by the fire protection engineer by Code Consultants, Inc.7.1st PC Comments: Please graphically show an accessible route (dashed line or dotted line) which connects the existing pedestrian walks separated by the loading dock. California Building Code Section 11B-206.2.2 requires at least one accessible route to connect accessible buildings on the same site.1st PC Response: Refer to civil west demolition plan check number P0112468 sheet C.07.2nd PC Comments:Please provide sheet C.07 for reference. Plan reviewer does not have access to the civil drawings. Plan check number P0112468is reviewed by the public works agency.8.1st PC Comments: Provide a curb-ramp details or civil drawings for reference. The curb ramps occurs in front of the loading lock doors.1st PC Response:Refer to civil west demolition plan check number P0112468 sheet C.08.2nd PC Comments:Please provide sheet C.08 for reference. Plan reviewer does not have access to the civil drawings. Plan check number P0112468 is reviewed by the public works agency.Structural Comments Structural drawings and calculations have been reviewed. There are no technical comments on the structural design. However, the engineer must sign the calculations. I have included the two sets of calculations in the plans for pick-up.
Additional Comments:An Alternate Materials and Methods (AM&M) was approved by the Orange County Fire Authority (OCFA). The AM&M requires that 40-foot no-build zone on the MainPlace Mall master site plan. Please see attached AM&M on the email. Please show on plan that the exterior walls of the loading dock are not within the no-build zone.[The End]
