GENERAL REQUIREMENTS Clearances –The approval from the following agencies are required prior to Building permit issuance: Planning Division – After the Building Division’s approval, Building Division staff will notify the Planning Division for approval. For approval status, contact the Planning Division at (714) 647-5804 or visit the Planning Division counters. Public Works Agency (PWA) – After the Building Division’s approval, visit the Building Division counters and request a copy of the approved plan. Bring the approved plan to the PWA counters for approval. After PWA approves your project, return the approved plan to the Building Division counters. Police Department (PD) – After the building division’s approval, BuildingDivision staffwillnotifyPD for approval. For approval status, contact the PD at (714) 647-5840 or email PolicePlanCheck@santa-ana.org. Redline Pickups Instructions – Plan check redlines are available at the Building Division counters. Building counter hours are 8am - 3pm M, T, TH, and alt-Fridays and 8am - 2pm on Wednesdays. City Hall hours are 7:30 am to 5:30 pm, Monday through Thursday and 8:00 am to 5:00 pm every other Friday. See City’s website for a list of observed holidays and Friday closure dates. Resubmittal Instructions– Please provide a written response to the Plan Check Comments. Provide (3) copies of the latest drawings, and (2) copies of calculations,andothersrelateddocument. Without scope of work modification- Resubmit all construction document with one of the (3) options below: Resubmittal Bin: No appointment is required. Complete the Plan Check Re-Submittal Formalong with the resubmittal. The resubmittal bin is available at the City Hall Ross Annex lobby. Walk-ins: No appointment is required. Daily walk-ins are available for resubmittals at the first come first serve basis. BUILDING PLAN REVIEW COMMENTS: First plan review cycle (PC1): General code requirements: Sheet G1.01. Per City’s record, please update type of construction as type V-B on plan. Sheet G1.01. Under the scope of work, please indicate the equipment platform square footage and indicate the design complies with CBC 505.3. Sheet A1.01. Add note to section 3 to clarify the proposed structural isequipment platform, not mezzanine. Provide ICC number for the insulated wall and ceiling system on plan. Means of egress code requirements: Note on plans: “Egress doors shall be readily openable from the egress side without the use of a key or special knowledge or effort.” Note the following on the plans: “The means of egress, including the exit discharge, will be illuminated to a level of not less than one foot-candle at the walking surface at all times the building space served by the means of egress is occupied”. Note on the plans: “Exit signs shall be internally or externally illuminated at all times. Externally illuminated exit signs shall be connected to an emergency power system (batteries, unit equipment or an on-site generator) that will automatically illuminate the exit signs for a duration of not less than 90 minutes in case of primary power loss.” Accessibility code requirements: When alterations or additions are made to existing buildings or facilities, an accessible path of travel to the specific area of alteration or addition shall be provided unless otherwise exempt. (CBC 11B-202.4) Primary accessible path of travel shall include a primary entrance to the building or facility, toilet and bathing facilities serving the area, drinking fountains serving the area, public telephones serving the area, and signs. (CBC 11B-202.4) Identify all features that will be altered to bring into current compliance with (CBC 11B-202.4) Show detailed information, including dimensions, on existing accessible parking, ramps, and toilet facilities, to verify conformance with the current requirements. (CBC 11B-502, 11B-405, 11B-603 through 11B-606.7) Building Division 2nd review response: The applicant response the existing path of travel is permitted under #10185628 on July 2, 2015. According to City’s record, it is under 2013 CBC. The exception 2 of 11B-202.4 does not apply to this plan review. Please show compliance from item #1 through #4: On sheet AS1.01. Show dotted line to identify the mandatory accessible path of travel on site plan. Please clarify and verify if the existing path of travel is fully comply with 2022 CBC chapter 11B. If yes, provide a statement, signed and dated by the license architect in record, that the licensed architect in record has inspected and certified the existing path of travel is fully comply with 2022 CBC chapter 11B. If not, clearly indicate the elements and details to be upgraded on the drawings. In addition, fill out the “Disable access compliance form” to indicate the upgrades. Item #4, the existing floor plans shall be stapled and part of the submitted package. Sheet A6.01. Detail 13. Revise mounting height for wall-mounted signage. Tactile characters on signs shall be located 48 inches minimum above the finish floor or ground surface, measured from the baseline of the lowest Braille cells and 60 inches maximum above the finish floor or ground surface, measured from the baseline of the highest line of raised characters. Refer to Figure 11B-703.4.1. (11B-703.4.1). Structural code requirements: Please note, due to insufficient information of the IMP room design, new correction may apply after further review. Provide structural plans, connection details, anchorage details and structural calculation for the 5000 sf. insulated room construction, including openings for the doors. Structural plans and calculation must bear the stamp, signature and date of signing on each drawing and on the cover page of the structural calculation by a CA licensed design professional. Sheet A6.01. Please verify and revise all IMP details with the structural drawings to be consistent prior to next submission. Justify the detail 6/A6.01. Please provide structural design for the top connection of the panel and revise this detail to comply with the structural detail. Justification is also required if the wall directly attached to the roof diaphragm and cutting existing roof truss is not permitted. Specify attachment between structural members. Sheet A/6.01. Detail 3. Specify wedge anchor ICC number. Sheet A/6.01. Detail 12. Provide guardrail framing and connection details to the platform. Sheet SD-2. Detail 12 and detail 13.
