This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information.
The applicant shall obtain clearances/approvals for the following, prior to building permit issuance:
-Planning Division approval on the corrected/final set of drawings (647-5804). Previously
approved plans should be submitted to expedite the process.
-Police Department approval on the corrected/final set of drawings (647-5840).
-Public Works Agency approval (647-5039).
- School District Compliance Certificate; and a copy of the building permit application, signed by
the plan check engineer, shall be required by the School District to verify the scope of the work.
PLAN CHECK COMEMNTS
Sheet 1. Add note to plan that the 349 sf. workshop is not habitable AND not conditioned space.
Sheet 1. Add note to plan that proposed type of construction is type VB.
Sheet 1. Revise narrative of the scope to include alteration of existing water heater to the new tankless water heater located on the south side of the house.

Sheet 1. The north and east side of the roof overhang of the new garage required 1-hour fire rated underside protection. Provide detail and cross-reference into site plan to show compliance.
Projections are required to be 1-hour fire rated on the underside with a fire separation distance between 2 feet and 5 feet.
Private garage shall be separated from the residence and its attic by a minimum ½ -in gypsum board applied to the garage side.
The 4040 window next to 3068 door shall be safety glazing.Glazing within 24” arc of either vertical edge of the door and less than 5’ from the walking surface shall be safety glazed. (CRC R308.4 (2))
All new construction, interior or exterior alterations, repairs, or additions requiring a permit and having a valuation in excess of $1,000, or when one or more sleeping rooms are added or created, the entire dwelling shall be provided with smoke detectors located as required for a new dwelling. (CRC R314.3) Smoke alarms shall be installed in the following locations:
- In each sleeping room.
- Outside each separate sleeping area in the immediate vicinity of the bedrooms.
- On each additional story of the dwelling, including basements and habitable attics but not
including crawl spaces and uninhabitable attics. In dwellings or dwelling units with split
levels and without an intervening door between the adjacent levels, a smoke alarm
installed on the upper level shall suffice for the adjacent lower level provided that the lower
level is less than one full story below the upper level.
- When more than one smoke alarm is required to be installed within an individual dwelling
unit the alarm devices shall be interconnected in such a manner that the actuation of one
alarm will activate all of the alarms in the individual unit.
Exception:
Interconnection is not required in existing dwelling units where repairs do not result in the removal of wall and ceiling finishes, there is no access by means of attic, basement or crawl space, and no previous method for interconnection existed.
All new construction, Interior or exterior alterations, repairs, or additions requiring a permit and having a valuation in excess of $1,000,, an approved carbon monoxide alarm shall be installed in dwelling units and in sleeping units within which fuel-burning appliances are installed and in dwelling units that have attached garages shall be provided with carbon monoxide alarms (CRC R315)
- Carbon monoxide alarms shall only be required in the specific dwelling unit or sleeping unit for
which the permit was obtained. Carbon monoxide alarms required by Sections R315.1 and
R315.2 shall be installed in the following locations: ________.
- Outside of each separate dwelling unit sleeping area in the immediate vicinity of the bedroom(s).
- On every level of a dwelling unit including basements.
- Where more than one carbon monoxide alarm is required to be installed within the dwelling unit or
within a sleeping unit the alarm shall be interconnected in a manner that activation of one alarm
shall activate all of the alarms in the individual unit.
Exception:
Interconnection is not required in existing dwelling units where repairs do not result in the removal of wall and ceiling finishes, there is no access by means of attic, basement or crawl space, and no previous method for interconnection existed.
Revise plans to indicate that a landing, with a width not less than the width of door and length in the direction of travel of not less than 36 inches, will be provided on each side of doors. The elevation of landing shall not exceed 1 ½ inch difference than the threshold of the doorway (7 3/4 inch if door does not swing over the landing or steps) in each direction. Revise plans at exterior door from workshop to show compliance. (CRC R311.3.1)
Plans shall indicate method of verification of compliance with all CALGreen requirements. Third party or other methods shall demonstrate satisfactory conformance with mandatory measures.
STRUCTURAL / SITE DRAINAGE
Grading plans (require grading permit) may be required. However, the City will not require a grading plan provided the following conditions are met:
Grading of less than 50 cubic yards in an isolated, self-contained area, provided there is no danger to the public, and that such grading will not adversely affect adjoining properties.
Site Drainage plan is provided or incorporated on architectural drawing.A licensed Civil Engineer must certify the site drainage plan with his or her engineering stamp and signature on the plan.
Provide the following notes on plan:
Lots shall be graded to drain surface water away from the foundation wall. Where lot lines, walls, slopes or other physical barrier prohibit 6” of fall within 10feet, drains or swales shall be constructed to ensure drainage away from the structure.
The grade shall fall a minimum of 6” within the first 10 feet (5% slope).
Impervious surfaces within 10 feet of the building foundation shall be slope a minimum of 2% away from the building.
The proposed structure is 790 sf. Soils report is required for newly constructed detached structure greater than 750 sf.Provide soils report and revise foundation design per soils report recommendations. Or revise design to meet the exemption below:
Soils report Exemption. (Structural not greater than 750 sf) In lieu of soils investigation report per Sections 1803.6 of the 2022 California Building Code, revise structural calculations for minimum foundation/footing design requirements for small projects as follows:
Allowable foundation pressure not to exceed 1500 PSF.
Footing to have minimum reinforcement of: 2 #4 at top and 2 #4 at bottom.
The minimum depth of footings below undisturbed ground surface to be 18 inches.
Slab construction shall be minimum 4” thick, reinforced with #4 bars at 18” on center each way.
Doweling of the new foundations and slabs into the existing foundations and slabs shall be required. Dowels shall be a minimum of 6” into the existing concrete and shall extend a minimum of 24” into the new concrete. Dowels shall be minimum #3 bars at 18” on center or #4 bars at 24” on center.
Minimum width and thickness of the footing shall comply with Table 1809.7 of the 2019 CBC.
Utilizing Simpson wall panel exceeds the limitation of CRC R301 requires engineering design of the lateral force resisting system. Structural plans and calculations shall be prepared, stamped, signed and date of signature by a licensed professional (E.g. Civil or Structural engineer).
Provide a shear wall schedule on the plans and specify the maximum design shear load for each shear wall type. Limit the design shear wall loads to those allowed by Code.
Note ICC ES report number for the Simpson strong wall panel on the plans.
Provide special inspections for the Simpson strong wall panels per their ICC ESR reports.
Provide engineering foundation designs supporting Simpson wall panel. Foundation design shall including footing size and reinforcement.
