The approval of plans and specifications does not permit the violation of any section of the building code, or other ordinance or state law. This plan check will expire 180 days from the submittal date unless a written extension request is submitted and approved. The request must demonstrate justifiable cause. The Building Official may grant a one-time extension of up to 180 additional days. No further extensions will be granted beyond 360 days from the original submittal date. This review does not include Mechanical, Electrical, and Plumbing (MEP). Additional plan check fee will be required after the third review on hourly basis. Obtain any applicable approval from the following agencies prior to permit issuance: Planning Division – The plans approved by the Building Division must include the Planning approval stamp. Building staff will notify the Planning Division for approval. For approval status, contact the Planning Division at (714) 647-5804 or visit the Planning Division counters. Public Works Agency (PWA) – Obtain PWA clearance if any of the following applies: project valuation exceeds $30,000, project has added plumbing fixtures, added bedrooms, or project exceeds 500 square foot in new construction (not renovation). After the Building Division approves your project, visit the Building Division counters and request a copy of the approved plan. Bring the approved plan to the PWA counters for approval. After PWA approves your project, return the approved plan to the Building Division counters. Police Department (PD) – The plans approved by the Building Division must include the PD approval stamp. After the Building Division approves your project, Building staff will notify PD for approval. For approval status, contact the PD at (714) 647-5840 or email PolicePlanCheck@santa-ana.org. Orange County Fire Authority (OCFA) - Submit plans to OCFA immediately if you answer “Yes” to any part of questions 1 through 10 on the plan submittal criteria. Bring an OCFA approved plan to the Building Division counters for permit issuance. Contact OCFA for approval status. School District – After the Building Division approves your project, Building staff will send a School Fee Form to your school district if school fee applies to your project. Applicant shall pay the school fee and bring the signed Certificate of Compliance form to the Building Division counters for permit issuance. Cal/OSHA – Check the Cal/OSHA permit requirements here. The stated valuation is low and must be justified. Submit a signed contract showing detailed labor and material costs for all proposed work. INSTRUCTIONS Plans Pickup The original plans and calculations are available for pickup at the building division counters on a walk-in basis. No appointment is necessary. Please check the holiday closure schedule before planning your visit. Plan Check Corrections Address all items noted on this plan check report, either directly on this list or in a separate document. Address each correction thoroughly and provide a complete response. Do not leave any blanks. Indicate the sheet number, detail number, or note number where you make each correction. If a plan check correction does not apply to your project, provide an explanation in your response. Resubmit your responses to corrections. Resubmit two corrected sets of construction documents, including plans, structural calculations, energy documents, soils report, and any other related documents. For new construction or additions, provide an additional corrected set. Resubmit all construction documents using one of the following options: Resubmittal Bin:Complete the Plan Check Re-Submittal Form and include it with your resubmittal. The resubmittal bin is located at the building division lobby. Check the holiday closure schedule before your visit. Walk-ins:Resubmittals are accepted on a first-come, first-served basis during daily walk-in hours. However, scheduled appointments take priority over walk-ins. Appointment:Call the building division at 714-647-5800 to schedule a resubmittal appointment. PLAN REVIEW COMMENTS Sheet TS.1 Provide a clear 9" x 9" blank space near the bottom-right corner of the title sheet to accommodate City approval stamping. This space must be completely free of text and images to ensure the approval stamps are clearly visible and legible. Note on plans: Mechanical, electrical, and plumbing (MEP) systems are not included in this plan review or approval. All MEP work is subject to field inspection by the Building Division. Provide the following note on the plans indicating the plan check numbers (PC#) and the corresponding scope of work: PC# 101123897: Construct an attached ADU PC# 101123898: Demolish an unpermitted patio at rear of dwelling. List all deferred submittals on the plans. If there are none, clearly indicate “No deferred submittals.” Update the address on the title sheet and in the title block on all plan sheets to include the designated unit number for the ADU structure. The address shall read as: 2066 S. Poplar Street Unit 2, Santa Ana, California 92704 Revise the occupancy group designation to R-3. The current designation as R-1 is incorrect for an Accessory Dwelling Unit (ADU). Specify the flood zone designation on the plans. Based on FEMA mapping, indicate that the site is located in Flood Zone X. Provide a project directory on the plans that includes the names, addresses, phone numbers, and emails of the property owner and all design professionals involved in the project (e.g., architect, designer, structural engineer, civil engineer, energy consultant, geotechnical engineer). Add the following note to the plans: “The ADU-to-SFD square footage ratio is for Park & Rec fee calculation only. The applicant is responsible for confirming the existing SFR square footage. Building staff are not responsible for its accuracy.” The fenceelevation drawing includes a note stating “modify height per fence compliance guideline of City,” but all elements shown are labeled as existing. It is unclear what portions of the fence are being proposed for modification. Revise the drawing to clearly distinguish between existing and proposed work, and provide specific details on the scope of the fence modifications. The title sheet includes two site plans. Clearly label one as “Existing Site Plan” and the other as “Proposed Site Plan” to avoid confusion. The general site drainage flow pattern is shown; however, revise the plan to clearly indicate how surface water is directed away from all building foundations. Sheet A1.2 Provide a one-hour fire-resistance-rated wall detail separating the main residence and the attached ADU in accordance with CRC Section R302.3. Specifically address the condition where the existing roof rafters of the main house bear on the common wall at a lower elevation, and the new ADU roof framing bears on the same wall at a higher elevation. Clarify how the one-hour fire-resistive assembly is constructed and maintained continuously along the full height of the wall, including around the existing lower-elevation framing members that penetrate or abut the wall. Show the necessary detailingto achieve a continuous 1-hour rating. Provide UL, GA, or other approved assembly references for the proposed construction. Show firestop details for all penetrations through rated walls, such as pipes, conduits, or ducts. Include the approved listing number on the details. Provide firestop details for all membrane penetrations in rated walls, such as electrical outlet boxes and light switches. Include the approved listing number for each detail. A keynote is provided for the one-hour wall assembly on the plan; however, the wall appears to include both existing and new construction, and the drawings do not clearly show where this wall begins and ends. To avoid confusion, revise the plans to include a dedicated one-hour wall type legend and clearly delineate the full extent of the required one-hour fire-resistive separation wall between the ADU and the main dwelling. The existing exterior wall of the primary residence now functions as a common wall between the main dwelling and the attached ADU. As a result, this wall no longer qualifies as an exterior wall for purposes of providing natural light and ventilation to rooms within the main dwelling. Provide justification for compliance with the lighting and ventilation requirements of CRC Section R303 for all affected spaces (e.g., bathrooms, kitchen, and dining area). One of the windows in existing Bedroom 1 has been reduced in size. Confirm that at least one of the two windows complies with the emergency egress requirements per CRC Section R310. Clearly identify the compliant window as the designated egress window on the window schedule, and coordinate with Keynote 5 accordingly. Show a carbon monoxide alarm outside Bedroom 1, located near the bedroom door. Provide smoke alarms outside Bedroom 1 and Bedroom 2, near their respective bedroom doors. Add note: “Slope at exterior landings shall not exceed 1/4 inch per foot (2%).” (R311.3) The 'R1'-3" radius dimension shown inside the shower is incorrect. The radius appears to be measured from wall to wall rather than from the center point of the circle to its edge. A radius of 1'-3" results in a 2'-6" diameter, which does not align with the 3'-0" interior width shown on the adjacent dimension line. Show seismic strapping detail for the water heater. Indicate strap materials, size, locations, and attachment methods. CalGreen Sheets When providing the residential mandatory measures, the checklist must be fully completed. Currently, all checkboxes are blank. Provide appropriate responses such as "Yes" or "Not Applicable," and identify the responsible parties. Ensure all sections of the checklist are properly filled out. Structural Drawings and Calculations Review of structural drawings and calculations has been completed with no comments. End of Comments
