Business and Professions Code Chapter 3, Division 3, Section 5536.1 (a). This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information. The applicant shall obtain clearances/approvals for the following, prior to building permit issuance: -Planning Division approval on the corrected/final set of drawings (647-5804). Previously approved plans should be submitted to expedite the process. -Police Department approval on the corrected/final set of drawings (647-5840). -Public Works Agency approval (647-5039). - School District Compliance Certificate; and a copy of the building permit application, signed by the plan check engineer, shall be required by the School District to verify the scope of the work. Red marked comment set is available to pick-up at the City Hall. ARCHITECTURAL COMMENTS: Insert the handwritten note in project address into the typed note, hand written notes on plans are not acceptable. Sheet A6 per sheet index is missing. Note on plan: All concealed work installed without permits must be exposed for inspection to the satisfaction of the Building Inspector. This includes methods of attachment and all footings, structural members, mechanical, electrical, plumbing and insulation. Revise occupancy group to (R-3/U). Add note on the coversheet: Minimum 1.74 (KW) photovoltaic system (per Title 24 calculations) will be submitted under a separate permit and shall be issued prior to building frame inspection request. Show all the easements on plot plan showing or add note: No easements exist on this property. Exterior walls without Automatic Residential Fire Sprinkler – (Table R302.1(1)) Eaves projection – Provide one-hour protection on the underside of eave when eaves projected into the 5-ft of fire separation distance, cross reference the detail on plan. No projection beyond 2-ft of the fire separation distance. Show main house floor plan, updated elevations and structural plans after demolishing the unpermitted dining. Show heating equipment per plan. Every dwelling unit shall be provided with heating facilities capable of maintaining a room temperature of not less than 68°F (20°C) at a point 3 feet (914 mm) above the floor and 2 feet from exterior walls in habitable rooms at design temperature. The installation of one or more portable space heaters shall not be used to achieve compliance with this section. (R303.10) Show/provide safety glass in hazardous locations (R308) – Glazing within 24” of door and those bottom edge is less than 60” (window at ADU hallway). Solar Energy System shall comply with Section R324. In additional, electrical portion of solar PV systems shall be designed and installed in accordance with the California Electrical Code. A separate permit is required for solar energy system. Attic access and Ventilations – Show location(s) of 22" x 30" attic access with 30" minimum clear headroom. (R807.1) Roofing requirements – (R901). A Class “C” roof is required. On the plan, specify manufacturer’s name, and Class for the roofing material. Structural shows conventional roof framing while section 1-1 shows roof trusses, coordinate and revise accordingly. Energy Conservation – Title 24 Energy forms & calculations Use latest version of software (version 9.4) for Title 24 calculations. Provide building sections to show building envelope, including wall, floor, and roof/ceiling insulation, per Title 24 calculation. On the plan, please specify U-factor (0.3 max) and SHGC (0.23 max) for building fenestration, or per Title 24 performance calculation. CalGreen Plan Review Comments: Plumbing fixtures flow rate limitation (Section 4.303) Water closet – 1.28 gallon per flush Shower head – 1.8 gallons per minute at 80 psi. Lavatory faucets – 1.2 gallon per minute at 60 psi. Kitchen faucet – 1.8 gallon per minute at 60 psi. Bathroom Exhaust Fan (Section 4.506.1) Fans shall be ENERGY STAR compliant. Unless it functions as a component of a whole house ventilation system, fan must be controlled by a humidity control. Structural Plan Review Comments: Provide on the plans: special inspection requirements such as plywood nailing with spacing 4” or less. Provide roof sheathing specification with nail schedule. Show weight of solar panel and rack system on plan. Revise Cs value to 0.182W. Ceiling joist calculations: Repetitive factor increase is permitted only where sheathing or other similar structure for load distribution exists (NDS 2018), remove the increase from calculations. Do not apply ceiling live load as roof live load, CD=1.0, revise calculations. Total load deflection exceeds allowable value, revise calculations. Consider unbalanced roof live load calculations for BM1. Call on plan required module of elasticity 2.2E for BM 7 per calculations. Consider weight of diaphragm over the porch in seismic calculations. Holdowns of the posts which are experiencing uplift from both main orthogonal directions of seismic loads shall comply with requirements of ASCE7-16, 12.5.4. Justify with calculations. Anchor bolts shall have a minimum of 7” embedment into concrete (CBC 2022, 2308.3.1), provide a note that concrete shall be poured monolithically with slab or clearly show the required 7” embedment below the cold joint for two pour concrete option. Where ceiling joists are used to provide a continuous tie, lapped joists need to comply with requirements of R802.5.2.1. Provide a detail to show compliment where the joists are lapped. Provide required dowels to tie the slab on grade to footings or note on details that the concrete pouring shall be monolithically (where applicable) to satisfy requirements of R403.1.3.3. If the ceiling joist or ceiling beam is deeper than the roof rafter, maximum notch of the joist/beam shall not exceed ¼ of its depth, NDS 4.4.3.1. Justify the notch at ceiling beams/joists.(End of Comment)
