GENERAL COMMENTS:All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. A separate sheet for response may be used.Resubmit 3corrected sets of plans.Meetings between the project applicant/designer and the plan reviewer shall be by appointment only. Please call (714) 647-5831 for an appointment.
Please see corrections on submitted plans. Red marked set must be returned with revised plans. Plans resubmitted without the red markup set may result in delayed review time and additional plancheck fees. Red marked plan are available at City Hall for pick up.
All drawings and supporting documents shall be prepared, stamped, and signed by a California licensed architect or registered professional engineer. (CRC R301.1.3, CBC 107.1 and 107.3.4.1).All persons preparing plans for others shall sign those plans. Business and Professions Code Chapter 3, Division 3, Section 5536.1 (a).
This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information.
The applicant shall obtain clearances/approvals for the following, prior to building permit issuance:
-Planning Division approval on the corrected/final set of drawings (647-5804). Previously
approved plans should be submitted to expedite the process.
-Public Works Agency approval (647-5039).
- School District Compliance Certificate; and a copy of the building permit application, signed by
the plan check engineer, shall be required by the School District to verify the scope of the work.
ARCHITECTURAL COMMENTS:
Note on plan: All concealed work installed without permits must be exposed for inspection to the satisfaction of the Building Inspector. This includes methods of attachment and all footings, structural members, mechanical, electrical, plumbing and insulation.
Insert the handwritten note into the typed note, hand written notes on plans are not acceptable.
Provide the following design data on the first sheet (R106.1.1)
Automatic Fire Sprinkler (YES or NO)
Construction shall comply with the 2022 edition of CRC, CBC, CPC, CMC, CEC, California Green Building Code, and California Energy Efficiency Standards Code. Please add 2022 edition to all codes.
Note on plan: Mechanical, electrical and plumbing are not part of this plan review and approval. MEP are subject to building field inspection.
Complete the Grading exemption checklist and reproduced onto the plan (https://www.santa-ana.org/documents/grading-exemption-form-and-checklist).If answering “NO” to any of the questions, a grading plan and a grading permit shall be required.
Clearly show the existing condition of the wall prior to adding opening between the hall way and proposed laundry. Clearly show the demolished walls or infilled door/windows on this wall.
2nd: City records show one existing window in bathroom and one in the hallway next to bedroom 3, see markups on plan and revise plans accordingly. Please provide an existing/demo plan without showing new improvements.
Justify and show on plan how the infilled window of bathroom can meet the following code requirements. Bathroom, water closet compartment, and other similar rooms: (R303.3)
Shall be provided with aggregate glazing area in windows (minimum 3 sq. ft.) with one-half openable.
Glazing areas are not required where artificial lighting and mechanical ventilation system are provided – must be ENERGY STAR compliant and exhausted directly to the outside (50 cubic feet per minute for intermittent ventilation; 25 cubic feet per minute for continuous ventilation). Unless functioning as a component of a whole house ventilation system, fan must be controlled by a humidity control.
2nd: Responses stating that there is no existing window is not valid since City records show the window. Comment not addressed.
Revise door symbol #5 in door schedule to #1.
Show existing landing of existing egress door on plan.
Under-floor access and ventilation: Provide existing elevations to show location of existing under-floor access and location of all existing under-floor vents along the walls adjacent to proposed improvements. Provide new access and/or vent if proposed construction blocks the existing access/vent.
Provide accesses to all under-floor spaces. On the plan, show locations of under-floor accesses – Access opening through the floor shall be 18”x24” minimum; openings through a perimeter wall shall be not less than 16”x24”. (R408.4)
Show on the plans – under-floor vent locations, type and size (area = 1/150 of the under-floor space). Locate openings at corners and provide cross ventilation. Provide a cross ventilation summary; on the plans indicate the total area required versus provided. (R408.1)
2nd: Comment not fully addressed. Provide existing elevations without new improvements and show existing underfloor vents on the elevation.
Roofing requirements – (R901)
A Class “C” roof is required. On the plan, specify manufacturer’s name, and Class for the roofing material.
Provide two layer of vapor barrier if roof slope is lower than 4:12.
2nd: Remove the other roof note for built up rolling roof if not pertinent to this project.
Structural Plan Review Comments:
Provide on the plans, roof dead load, structural material notes (ex. Lumber species & grade, special inspection requirements, etc.)
2nd: Comment not addressed.
Clarify the note #5 under construction specification. If the 1000psf load is intended to show soil bearing capacity, calculations show 1500psf. Revise accordingly.
Show minimum embedment of 18” for new footing in detail 8/SD1.
4x6 header: Clarify if the header is flush at ceiling level or not. Coordinate with architectural plans if it is not flush, otherwise provide top plate splice drag at both ends, show shear transfer detail, new rafters connection, existing rafter/ceiling joist connection. Add note “verify in field the existence of ridge beam in lieu of ridge board or notify E.O.R if different” to design the header for proper tributary loads and connection detail including the lap and spike at rafter/ceiling tie.
Detail 2/SD1 is not showing shear transfer, revise the detail or provide a shear transfer detail along line 2.
Provide shear transfer detail for line A.
Justify the length of shear wall line A to satisfy the limits of height to length ratio per Table 4.3.3 of SPWS 2021.
2nd: Comment not addressed. The maximum height to length ratio of shear wall is 3.5:1, however 7ft-9in plate height exceeds the ratio for a 2ft long wall. Revise accordingly.
Add note “Verify existing shear walls in field along line 2, notify E.O.R. if different”.
2nd: Existing plans show a window in bathroom and one in hallway, see markups on plan. Update plans and revise assumed existing shear wall length and location accordingly. Also, add note to verify in field existing shear wall along line B as well.(End of Comment)
