GENERAL COMMENTS:All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. A separate sheet for response may be used.Resubmit 3corrected sets of plans.Meetings between the project applicant/designer and the plan reviewer shall be by appointment only. Please call (714) 647-5831 for an appointment. Please see corrections on submitted plans. Red marked set must be returned with revised plans. Plans resubmitted without the red markup set may result in delayed review time and additional plancheck fees. This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information. The applicant shall obtain clearances/approvals for the following, prior to building permit issuance: -Planning Division approval on the corrected/final set of drawings (647-5804). Previously approved plans should be submitted to expedite the process. -Public Works Agency approval (647-5039). - School District Compliance Certificate; and a copy of the building permit application, signed by the plan check engineer, shall be required by the School District to verify the scope of the work. ARCHITECTURAL COMMENTS: Note on plan: All concealed work installed without permits must be exposed for inspection to the satisfaction of the Building Inspector. This includes methods of attachment and all footings, structural members, mechanical, electrical, plumbing and insulation. Note on plan: Mechanical, electrical and plumbing are not part of this plan review and approval. MEP are subject to building field inspection. Submitted drawings should match with sheet index in sheet numbers, sheet names and bundling order. Revise accordingly. Provide a complete plot plan showing – (R106.2) Location and size of all structures on the lot. Identify all property lines and easements, streets, etc. Add note “No easement exists on this property” if there is no existing easement. Distances (setbacks) between buildings and property lines. Complete the Grading exemption checklist and reproduced onto the plan.If answering “NO” to any of the questions, a grading plan and a grading permit shall be required. Attic access and Ventilations – Show location(s) of 22" x 30" attic access with 30" minimum clear headroom. (R807.1) 2nd: Provide attic access for attic area over new kitchen and new dining. Enclosed attics and enclosed rafter spaces formed where ceilings are applied directly to the underside of roof rafters shall have cross ventilation for each separate space. Justify how one gable end vent can satisfy cross ventilation requirement. (R806.1) Plumbing fixtures and fixture setting (CPC 402.5): Show following dimensions on plan. Water Closet or bidet shall be set at minimum 15 inches from its center to a side wall or obstruction or at minimum 30 inches center to center to a similar fixture. The clear space in front of a water closet, lavatory, or bidet shall be at least 24 inches. Energy Conservation – Title 24 Energy forms & calculations Revise building sections to show wall, and roof/ceiling insulation, per Title 24 calculation. Minimum R15 for exterior walls, R13 for roof and R38 required per calculations. Structural Plan Review Comments: Show complete roof and floor framing to clarify load paths, load bearing elements, load tributaries, etc. Additional comments may arise. 2nd: Comment not addressed. Show complete existing and new roof and floor framing plan for clarification. 3rd: Show and support with calculations required size of existing headers affected by additional load of proposed patio cover. Add note to be verified in field. Justify adequacy of “HU” hanger to resist reaction of BM2. Justify capacity of continuous footing to resist reaction of beam 3 per calculations. The structure has vertical irregularity type 4 per ASCE7-16, table 12.3-2. Justify and support with calculations that the requirements of ASCE7-16, 12.3.3.3 and 12.3.3.4 are met. In order to design beams supporting discontinued shear walls and uplift forces in holdowns, consider the load combinations with overstrength factor per ASCE7-16, 2.4.5. Show shear walls of floor above and justify adequacy of beams 1 and 2. 2nd: Show upper level framing plan including assumed existing shear walls used to determine tributary of line C (add note to be verified in field), provide/show on plan tie down strap detail for shear wall posts above beams 1 and 2 as required per calculations. Justify adequacy of existing shear wall above beams 1 and 2 to transfer added shear loads to floor diaphragm below. 2nd: Per detail 7/SD2, the diaphragm shear load of new lower roof is transferred to shear wall above through which is directed to lower ceiling beams and lower floor diaphragm. Revise calculations of shear line C to consider this load. Provide upper level framing plan and specify minimum required shear wall type and tie down straps, add notes to be verified in field. In addition, justify capacity of ‘HU’ hangers to resist reaction of beam 2. Provide calculations to justify the load used to resist overturning moment in shear walls. Use load combinations of ASCE7-16, 2.4. Show that anchor bolts shall have a minimum of 7” embedment into concrete (CBC 2022, 2308.3.1), provide a note that concrete shall be poured monolithically with slab or clearly show the required 7” embedment below the cold joint for two pour concrete option. Cantilever wood column at patio will take half of the base shear load, justify the ¼ multiplier in calculations. Consider redundancy factor in design. 2nd: Cantilever column is taking half of patio base shear load; current calculations show the column is designed for only ¼ of load (see markups on calculations). In additions, calculations does not include redundancy factor. Revise accordingly. 3rd: Justification of 25% load tributary at each corner will be valid only if there was a cantilever column (or other lateral load resisting member) utilized at each corner. In this case, half of the diaphragm tributary applies to the edge of diaphragm in each direction and since only one column is provided, it should be capable to take this load (half of the diaphragm load). Revise the applied earthquake moment to pole footing in calculations to consider the total seismic load at column base not the reduced load from load combinations. Justify moment capacity of MPBZ after adjusted loads. 2nd: Comment not addressed, see markups on calculations. 3rd: Revise the loads per comment #8. Also, the load applied for designing flagpole shall be input in software as LRFD level load since the software itself applies the corresponding load factor for load conversion to ASD. Do not pick the load from load combinations with 0.7 factor from column reactions. Please review the capacity of post base and revise flagpole calculations after these adjustments. Provide a connection detail sufficient to transfer diaphragm shear load from 2x R.R in covered patio to cantilever column. 2nd: Comment not addressed. Detail 8/SD2 shows the rafters are sitting on the drop beam. Clarify how the end R.R. with E.N. can transfer loads in Right-Left direction (824 lbs) through the LCE (shown in detail 20/SD2) which is connected to the drop beam. 3rd: In the detail 8/SD2 specify the A35 with screw option per your response to comment.Additional Review Comment: For the purpose of Park & Rec Development fee calculation, please provide new ADU square footage to existing single family residence square footage ratio (ADU sf / SFD sf) on the Cover Sheet.  Square footages shall NOT include garage, non-habitable attic space, non-habitable basement space, patio cover, patio enclosure, sunroom and similar uses.  Note on plan: The ADU sf / SFD sf ratio is for Park & Rec fee purpose only. The applicant is responsible for the given “SFR sf” of the existing primary residence; Building Safety staff are not responsible for the accuracy of the given “SFR sf”. Red marked comment set is available to pick-up at the City Hall.(End of Comment)
