If the comments are not completely addressed/resolved after 3rd plan check review, additional plan check fee will be required/charged on an hourly rate basis.
Comments contained within this report reflect only those of the Building and Safety Division. Additional comments or corrective action may be required by other Departments and/or outside Agencies.
This Plan Review Report and all subsequent code references are based upon the most recent version(s) of the 2025 California Building Codes (CBC, CRC, CFC, CEC, CPC, CMC, CGBSC, and CEES).
The approval of plans and any supporting documents does not permit the violation of any section of the adopted building codes or other pertinent local ordinances, or state and federal laws.
All listed plan review comments must be adequately addressed before a building permit can be issued.If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.
Please specify the sheet number and in a detailed explanation that how and where on the plan the corrections are addressed; Alternately, provide cloud and date of revision on plans for any changes occurred after original/previous review. Resubmit marked original plans, calculations and this correction sheet. A separate sheet for response may be used.
Applicant shall obtain clearance/approvals from following departments after obtaining approval from Building and Safety Division, prior to building permit issuance:
Planning Division approval on the corrected/final set of drawings (647-5804).Previously approved plans should be submitted to expedite the process.
Applicant must pick up red marked sheet from the City prior to resubmittal and return the marked up set with 3sets of corrected plans. Plans resubmitted without the red markup set may result in delayed review time and additional plan check fees.Meetings between the project applicant/designer and the plan reviewer shall be by appointment only. This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information.
PLAN REVIEW COMMENTS:
Insert the handwritten note in project data and scope of work into the typed note, hand written notes on plans are not acceptable. Revise project address to:

Note on plan: All concealed work installed without permits must be exposed for inspection to the satisfaction of the Building Inspector. This includes methods of attachment and all footings, structural members, mechanical, electrical, plumbing and insulation.
Provide the following design data on the first sheet (R106.1.1)
Occupancy groups (R-2)
Type of construction (V-B)
Automatic Fire Sprinkler (YES or NO)
Number of stories.
Floor area per occupancy group, including the existing structure(s)
Construction shall comply with the 2025 CRC, CBC, CPC, CMC, CEC, California Green Building Code, and California Energy Efficiency Standards Code editions.
Note on plan: Mechanical, electrical and plumbing are not part of this plan review and approval. MEP are subject to building field inspection.
Waterproofing can not be referred to others and/or other drawings since there are no other drawings provided. Clearly call means and material of waterproofing and include the ICC report.
Unless it can be proven by adequate documentation that which code edition was used originally at construction time and what was the loading and design provisions of the pointed code edition, structural calculations and plans shall utilize and refer to current code edition since significant changes in loads have been occurred over the years passed from the construction time.
On site plan clearly specify the units which undergo the repair.
Provide partial floor plans (existing and proposed) to show the extents and limits of walkways and balconies, guardrails, etc.
Separate floor plan and framing plan of walkways from balconies.
Submit inspection report results required per SB326, section 5551 (g). The report shall include information outlined in section (e) of SB326. Clearly indicate on plans which member from which unit is being replaced based on the report outcome (provide joist, beam, column, footing, etc. labels on plan and reference on the scope of work table).
Remove the note on sheet S1 that the replacement of components shall be based on the code at time of original construction. Any alteration requires to meet the latest adopted code edition. In addition, if any existing structure is touched or altered in anyway, the structure requires to satisfy the latest adopted building code requirements. Remove the notes in conflict with this statement.
Consider minimum 60psf for live load of balconies and minimum 100psf live load for walkways (stairs and exits). (CBC table 1607.1)
Exterior landings, decks, balconies, stairs and similar facilities shall be positive anchored to the primary structure to resist both vertical and lateral forces or shall be designed to be self-supporting. Attachment shall not be accomplished by use of toenails or nails subject to withdrawal (R318.5). Justify lateral stability of walkways and balconies and support with calculations based on ASCE 7-22 and CBC 2025.
Provide partial floor plans and show guardrails – (R321). Guards shall not have openings which allow passage of 4” diameter sphere. At the space formed by the riser, tread and bottom rail of a guard – a 6” sphere cannot pass through.
Protection wood against decay shall comply with section R304.
Balconies, decks and exterior stairway exposed to weather and sealed underneath shall be waterproofed and sloped a minimum of ¼” unit vertical in 12 units horizontal (2%) for drainage. Specify manufacturer and ICC report number of waterproofing on the plan.
Provide on the plans, structural material notes (ex.concrete (fc’ = 3000 psi, steel reinforcement, special inspection requirements, etc.))
Provide deck sheathing specification with nail schedule.
Footing shall be embedded minimum 18” below the finish grade.
Scales shown on plan do not match with drawing dimensions.
Handrails and guards shall be designed to resist a concentrated load of 200lbs and 50plf in accordance with Section 4.5.1 of ASCE 7 (CBC 1607.9.1.1.).Repaired guardrails shall comply with the latest code edition requirements. Calculations and plans show the proposed guardrail connection is not meeting the code requirements. In addition, provide calculations for 2x4 guard members to show compliance. Revise calculations and plans accordingly.
Show end distance of guardrail bolts in both main and side members, verify minimum required distance and apply reduction factors as required (NDS Table 12.5.1A).
Consider reaction of two 6x10 beams to design column and footing (middle columns).
Justify and show on plan that how the reinforcement size, spacing and edge distance in existing patio slab will be verified to match calculations. Provide alternative solution if not matched.
Show on plan all the structural criteria such as dead and live loads (CBC 1603).
Justify and support with calculations adequacy of proposed 12” square pad footing to resist reaction of two 6x10 beams.
Note on plan: “The engineer of record is responsible to verify and provide accurate information of the existing building (i.e., existing walls, existing roof/floor framings, existing foundation, etc.). When existing site conditions DO NOT reflect with the approved plans, revisions shall be submitted to the City for review and approval and it may trigger additional requirements.” (End of Comment)
