City of Santa Ana Proposal to Provide Solid Waste Consulting Services <br />RFP NO.: 18-006 <br />Ms. Morris has assisted the cities of Santa Monica and Beverly Hills In the development <br />of their zero waste plans. This assistance has included benchmarking existing programs, <br />Identifying areas for improvement, estimating existing and proposed program diversion potential <br />and cost, and presentations and meetings with stakeholders and city councils. <br />Construction and Demolition Diversion <br />Ms. Morris' construction and demolition debris diversion program experience has <br />included ordinance development, California Green Building Code compliance assistance, <br />stakeholder meetings, council representation, staff training, public outreach and <br />education, and program administration and monitoring. Additionally, Ms. Morris assists her <br />clients by updating their ordinances and diversion documentation to comply with the CalGreen <br />three year updates. <br />Ms. Morris has developed a program to assist jurisdictions in implementing a construction and <br />demolition debris diversion program from conceptual development through Ms. Morris also <br />assists the jurisdiction with staff program training and assistance, develops a public education <br />and outreach program, and monitors the success of the program. <br />Tracy Swanborn, P.E., Senior Manager Engagement Advisor <br />Tracy Swanborn, a Senior Manager with HF&H, has more than 27 yeas <br />of solid waste and recycling consulting experience assisting municip <br />agencies. She received a civil engineering degree and is a registers <br />professional engineer. Her expertise is in planning recycling <br />composting, and landfill diversion programs and policies; collectgoi <br />transfer, processing and disposal services procurement; contra <br />development; and negotiations. Tracy will serve as an engagemei <br />advisor on this project. <br />High-Diversion/Zero Waste Planning <br />Ms. Swanborn has extensive experience preparing high diversion plans <br />and program assessments, conducting program cost and rate <br />comparison benchmarking analyses, and providing recycling program assistance. As an HF&H <br />project manager, she has recently finished up a year-long High Diversion/Zero Waste Plan <br />project for the County of San Diego. This project involved assessment of current conditions; <br />development of a menu of program and policy options; analysis of cost, diversion, and <br />greenhouse gas impacts for short-listed programs; formation of recommendations; and <br />preparation of a Strategic Plan. This work included a costlbenefit analysis of numerous organics <br />waste reduction programs focused on SB 1383 compliance including food waste prevention and <br />food donation programs. <br />Additionally, she recently completed a cost/benefit analysis for the City of San Ramon that <br />includes evaluation of several organics reduction programs such as organics collection for all <br />multi -family properties, mandatory recycling and organics ordinance and enforcement, wet/dry <br />collection, and mixed materials processing. Tracy Is currently managing development of the <br />City of Elk Grove 20 -Year Long -Range Strategic Plan that will be designed to include <br />programs and policies to meet SB 1383 requirements.
