AECOM <br />The demographic and market study will inform the development of the fiscal impact model. The net <br />fiscal impacts of the opportunity corridors will be reported as a part of the overall scenario fiscal impacts <br />and as separate line items to illustrate the fiscal impact of different development intensities and <br />configurations. In consultation with City staff and drawing from the proposed development plan, <br />AECOM will create fiscal assumptions that will be integrated into the fiscal model for evaluating the <br />preferred General Plan and up to two of the proposed alternatives. AECOM will estimate these existing <br />and potential revenue sources for General Plan land use alternatives and will compare them to <br />projected costs to estimate net fiscal impacts associated with General Plan alternatives. <br />In this Subtask we will also identify potential sources of capital financing to implement the General <br />Plan's infrastructure and public facilities, including potential development impact fees, assessments, and <br />special taxes; EIFD tax increment; grants and loans; new financing legislation being considered in the <br />state legislature; and existing and potential federal, state, regional, and county funding sources. As an <br />optional task, we can project potential capital financing revenue compared to costs for additional <br />budget. These projections would be for planning purposes only, and not for public financing instruments <br />without additional due diligence. <br />It is important to note that AECOM has also submitted a proposal for PS1. AECOM's land use modeling <br />tools can be tailored to provide fiscal analysis as well. If AECOM is selected for both issue areas we can <br />prepare a scope that would include integration of this task into that model. <br />Deliverables: <br />• Draft Fiscal Models for up to Three (3) Selected Scenarios <br />• Final Fiscal Models for up to Three (3) Selected Scenarios <br />• One (1) Presentation of Fiscal Models Attended by Two (2) AECOM Team Members <br />• Ongoing Coordination with City (email, phone, etc.) <br />
