(dba <br />"NEOGOV") FOR INSIGHT SERVICES <br />(STRATEGIC PLAN NO. 7, 5A} <br />iz � in - <br />W MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to approve a two year agreement with <br />NEOGOV, for the period of June 25, 2018 through June 24, 2020 for the use of "Insight," a Human <br />Resources Recruitment and Applicant Platform service in the amount not to exceed $31,567, <br />subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />In alignment with the City Strategic Plan, which promotes innovation and efficiency, staff <br />recommends adopting an agreement with NEOGOV, the City's current vendor for Applicant <br />Tracking, in order to continue efficient recruitment, testing and hiring. The agreement helps <br />automate business processes for greater efficiency and process improvement. The platform allows <br />Human Resources staff to collect applications, run applicant and recruitment data, and <br />electronically notify candidates of their status. In addition, it assists staff with workflow processes <br />and efficiency by enabling departments to request to fill vacancies and complete hire action <br />paperwork electronically. NEOGOV's online applicant tracking and recruitment system also cross <br />lists the City's job openings so we are able to reach a wider applicant base. <br />The Insight system directly imports new employee information into the Onboarding system already <br />contracted by the City to streamline the onboarding process. The combined systems increase the <br />efficiency of the recruitment cycle. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #7 — Team Santa Ana, Objective #5 (Create a <br />culture of innovation and efficiency within the organization), Strategy A (Promote the use of new <br />technology to improve the delivery of services and information to staff and the community). <br />25A-1 <br />
