Planning Consultant Agreements <br />June 5, 2018 <br />Page 2 <br />environmental and technical consultants was approved by the City Council on October 7, 2017. <br />At that time the Planning Division did not include firms or authorization of work for planning <br />services. <br />Occasionally, the Planning Division may need consultant expertise to assist with drafting and <br />adopting zoning ordinance amendments that are related to development projects (i.e. billboard, <br />small lot subdivisions, adaptive reuse, etc.). Additional on-call work may include processing <br />development project applications and entitlements including plan review, preparing staff reports, <br />and attending public hearings. The Planning Divisions workload fluctuates and oftentimes <br />workloads increase as development trends rise. Having on-call consultants for planning services <br />will assist the Planning Division in meeting deadlines, keeping pace with development schedules <br />and improving customer service. Selecting a consultant from a pre -approved list eliminates the <br />need to circulate a Request for Proposal reducing the time it takes to hire a consultant. <br />Selection to be on the pre -approved list does not guarantee work to a consultant, if needed the <br />Planning Division will obtain a proposal from a firm for a specific project/scope of work. <br />Developers and applicants will be required to submit payment to the City for the full cost of the <br />contracted service plus 10 percent for administrative services. Upon receipt of payment from the <br />developer, the City will execute a side letter Agreement to Provide Planning Services. The City <br />will pay the consultant for work completed out of a pass through account. <br />It is recommended that the consultant list be approved due to the expertise that the firms possess <br />in planning. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's effort to meet Goal #3 - Economic Development, <br />Objective #3 (Promote a solutions -based customer focus in all efforts to facilitate development <br />and investment in the community). <br />FISCAL IMPACT <br />Developers and applicants will be required to submit payment to the City for the full cost of the <br />contracted service to fully fund the consultants cost. In addition, 10 percent administrative fees <br />will be deposited into Planning Consultant Administration Fee account no. 01116002-53631. <br />Effective July 1, 2018 these amounts will be deposited by the applicant into Planning Consultant <br />Services Fees account no. 05316002-53630 prior to the consultant commencing any work. Fees <br />paid to the consultant will be recorded from Contract Services -Planning Consultant Services <br />Fees account no. 05316021-62311. <br />Funds will be budgeted in FY 2018/19 and subsequent fiscal years in the following account for <br />the specified years of the term: <br />25D-2 <br />
