TO PROVIDE <br />VETERINARY DIAGNOSTIC LABORATORY <br />SERVICES TO THE SANTA ANA ZOO <br />{STRATEGIC PLAN NO. 5,5C) <br />CIAAANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 131 Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with IDEXX <br />Laboratories Inc. to provide veterinary diagnostic laboratory services to the Santa Ana Zoo from <br />June 5, 2018 through June 4, 2019 with two, one-year renewal options for an amount not to exceed <br />$16,000 per year and a total agreement amount of $48,000, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Santa Ana Zoo at Prentice Park is required by the United States Department of Agriculture to <br />provide veterinary services for the collection of animals maintained at the Zoo. An agreement is <br />currently established with another vendor that was selected based on price through an Invitation <br />for Bid process to provide veterinary laboratory services for the Santa Ana Zoo at Prentice <br />Park. The current agreement is not being renewed due to a failure to perform related to quality <br />control issues and limited ability for certain analysis. As part of the routine care and treatment of <br />the animals there is a need for laboratory testing services. Common laboratory services include <br />blood tests and parasite screening. Reliable and accurate reporting is of the upmost importance <br />for the accurate assessment of medical conditions in the animals. Analyzing samples from exotic <br />species is highly specialized and PRCSA has learned that regular laboratories are not capable of <br />addressing the needs of the Zoo. Prior to the current vendor, IDEXX Laboratories Inc. provided <br />veterinary diagnostic services to the Zoo for eight years without issues, therefore the City <br />recommends entering into an agreement with this company again to resume services. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #5 - Community Health, Livability, Engagement <br />& Sustainability, Objective #5 (Promote a strong arts and culture infrastructure), Strategy C <br />25E-1 <br />
