IV. SUBMITTAL REQUIREMENTS <br />A. SUBMISSION OF PROPOSAL <br />Proposals must be submitted to the Purchasing Office no later than the date and time stated on the RFP <br />cover sheet. Proposals shall be reviewed and rated as set forth in the Proposal Review section of this RFP. <br />The City will determine which proposal(s) best meet the City's requirements. <br />B. NUMBER OF COPIES AND SIGNATURE <br />Proposer shall provide four (4) hard copies and one (1) digital file on a labeled USB Flash Drive (or <br />equivalent). One of the hard copies shall be marked as "ORIGINAL" and shall be signed by a company <br />official with the power to bind the company. <br />C. DELIVERY OF PROPOSALS <br />Sealed proposals must be received in the Purchasing Office no later than the date and time specified on <br />the cover page. LATE PROPOSALS WILL NOT BE ACCEPTED. <br />City of Santa Ana <br />Attn: Eva Goods, Buyer <br />Purchasing Division <br />20 Civic Center Plaza, Room 429 <br />Santa Ana, CA 92701 <br />Proposals must be completed and delivered in sufficient time to avoid disqualification for lateness due to <br />difficulties in delivery. Delays due to various methods used to transmit the proposal, including delays by <br />City internal mailing system, will be the responsibility of the Proposer. Delays due to inaccurate <br />directions given, even if by City staff, shall also be the responsibility of the Proposer. <br />D. DEADLINE <br />Proposals are due to the City of Santa Ana, at the date, time, and location set forth above in the Notice <br />Inviting Proposals. <br />E. PROPOSAL CONTENTS <br />Proposals shall adhere to the following format and must be divided into the individual sections listed <br />below, indexed and tabbed. <br />1. Cover Letter <br />The cover letter shall include a brief statement of intent to perform the services, qualifications for <br />selection and signature of an authorized officer of the firm who has legal authority in such <br />transactions. <br />The cover letter must, at minimum, contain the following: <br />• Identification of Proposer firm including name, address, telephone, email address, fax number and <br />Federal ID number <br />• Acknowledgement of receipt of any RFP addenda <br />City of Santa Ana RFP 18-009 <br />2&-'12 <br />
