I. Asa mark-up percentage above the hourly pay rate for a particular position. <br />2. Describe in detail the direct hire fee structure for your employees that maybe later hired by the <br />City, including the minimum number of hours that must be worked to waive any fees. <br />Pricing shall remain firm for the entire first term of the Agreement. Thereafter, any proposed pricing adjustment <br />for the follow-on renewal periods shall be submitted to the City Representative in writing at least ninety (90 days <br />prior to the new Agreement term. City reserves the right to negotiate any pricing adjustment not to exceed the <br />Bureau of Labor Statistics Consumer Price Index (CPI) data as follows: Los Angeles -Riverside -Orange County, <br />CA; All Items; Not Seasonally Adjusted; annualized change comparing the most recent month's reported data to <br />the same month of the prior year. (This information may be found on the U.S. Department of Labor's website at <br />www.bls.gov.) <br />V. PROPOSAL REVIEW <br />A. EVALUATION AND RATING <br />The City has established a proposal review committee to evaluate proposers based on the response to the <br />RFP, which includes adherence to outlined directions and format, and the City evaluation criteria set forth <br />above. A final score will be calculated for each submitted proposal and used to rank the proposers. The <br />City may invite the most qualified proposer to refine its proposal and negotiate a consultant services <br />agreement. <br />The criteria for evaluating the proposals submitted will take the following items into consideration: <br />• Qualifications/Experience 40% <br />• Proposal Pricing 30% <br />• Methodology/Project Approach provided 20% <br />• Responsiveness to the Request for Proposals 10% <br />*The City reserves the right to conduct interviews with the highest-rated firm(s). In the event the City <br />does perform an interview process, the additive weighting shall be 30%. <br />B. SELECTION <br />The committee may interview the top ranking proposers. The City will recommend award of the <br />agreement to the proposer(s) who will provide the best quality and value to the City. <br />The City reserves the right to begin negotiations and enter into an agreement without interview or further <br />discussions. Therefore, each initial offer should contain the offeror's best terms from a cost or price and <br />technical standpoint. <br />VI. AWARD OF AGREEMENT <br />A. REQUEST FOR COUNCIL ACTION <br />Following evaluation and rating by the proposal review committee, the Project Manager will recommend <br />award of an agreement to the proposer providing the best quality and value to the City. <br />B.
