I. GENERAL <br />The City of Santa Ana is accepting proposals for Temporary Staffing Services, to be utilized on an as needed <br />basis. The City intends to contract for a City -Wide Award that may be used by any department within the City <br />requiring such services. A detailed Scope of Work is included in the Appendix of this RFP as ATTACHMENT 1. <br />MINIMUM QUALIFICATIONS REQUIRED FOR PROPOSAL SUBMITTAL <br />Firms who fail to meet the minimum qualifications set forth below should not submit a proposal; any such <br />proposal shall be deemed non-responsive and not be considered. <br />1. Minimum three (3) most recent years of experience performing similar services as those detailed in the <br />Scope of Services section of this RFP. <br />2. Firm must have a full-time service office in Southern California, preferably in Orange County, for the <br />entire duration of the contract, including a physical address and applicable business license(s), where key <br />staff such as project managers are located to ensure availability for meetings at City facilities as requested <br />within a reasonable timeframe during normal business hours. <br />A. TERM OF CONTRACT AGREEMENT <br />The City desires to enter into a contract with the selected firm(s) for an initial three (3) year tern with a <br />City option for one, two (2) year extension. This term is outlined in the Standard Consultant Agreement, <br />as contained in ATTACHMENT 4: STANDARD AGREEMENT in the Appendix of this RFP. <br />II. PROPOSAL TERMS AND CONDITIONS <br />By submitting a Proposal, the Proposer acknowledges that it has thoroughly examined and accepts the Terms and <br />Conditions of this RFP as described below: <br />A. EXAMINATION <br />Proposer represents that it has thoroughly examined and become familiar with the services and <br />responsibilities required in this RFP and that it is capable of effectively and efficiently performing quality <br />work to achieve the City's objectives. Any attachments referenced herein or any interpretations, <br />clarifications or amendments subsequently posted in the relation to this RFP are fully incorporated. <br />B. EXECUTION OF AGREEMENT <br />The City and the selected Proposer(s) will enter into an Agreement similar to that as shown in <br />ATTACHMENT 4: STANDARD AGREEMENT in the Appendix of this RFP. If a Proposer is unwilling <br />or unable to execute an Agreement within thirty (30) days after being notified of selection under this RFP, <br />the City reserves the right to select the next most qualified Proposer or call for new Proposals, whichever <br />the City deems most appropriate. <br />C. PROPOSAL VALIDITY <br />Services, pricing and warranties indicated in a respondent's Proposal must be valid for a period of 120 <br />days after the submission of the Proposal. <br />D.
