Third Amendment to Development Agreement No. 1999-01 <br />Mater Dei High School Parking Structure Expansion Project <br />June 5, 2018 <br />Page 3 <br />3) Street Removals and Alley Connector Construction - Estimated Cost $614,000 <br />An alley is required to connect the portions of Berkeley Street and Occidental Street <br />remaining after vacation of the westerly portions of those streets and Baker Street. While the <br />alley will be located in the public right of way, an easement will facilitate ingress and egress to <br />Mater Dei parking structure for special events with access to and from Saint Andrew. The <br />construction work would include the removal of the interfering portions of the vacated streets. <br />This alley is needed to allow for trash trucks and other vehicles to ingress and egress the <br />streets without having to back up. The connector cannot be delayed. <br />There are no grant funding sources available to cover the cost of the removal and <br />construction. The potential funding sources if the City were to fund the work would be <br />Measure M2 Fairshare. <br />Potentially Available Funding Sources for Capital Projects <br />• Measure M2 Fairshare - The City expects to receive $4.85 Million in MM2FS in FY 2018/19. <br />In the current draft of the FY 2018/19 Capital Improvement Program, the revenue is proposed <br />to fund various programs such as Local Street Preventative Maintenance, Alley <br />Improvements, Pavement Management, Bike Lane Project Development, and Traffic Safety <br />Project Development. Also, starting in 2021, $600,000 is committed to offset the local share <br />of the OC Streetcar project. <br />• SB1 - The funding pursuant to Section 2030(b) (1) of the California Street and Highways <br />Code funds made available by the program shall be used for projects that include the <br />following: <br />o Road maintenance & rehabilitation. <br />o Safety projects. <br />o Railroad grade separations. <br />o Complete street components, including active transportation purposes, pedestrian and <br />bicycle safety projects, transit facilities, and drainage and stormwater capture projects <br />in conjunction with any other allowable project. <br />o Traffic control devices. <br />If the City's Pavement Condition Index (PCI) falls below 80, SBI funds become less flexible <br />and may only be used for Road Maintenance & Rehabilitation. Unfortunately, the pavement <br />management report that was just completed in May 2018 has the City's overall PCI at 77 <br />which means SBI funds can only be used for Road maintenance & rehabilitation. <br />The City expects to receive $5.67 Million in SB1 funding in FY 2018/19. However, this money <br />is programmed for the list of projects approved by City Council on April 17, 2018, and <br />submitted to the California Transportation Commission by the May 1, 2018 deadline. <br />L• <br />
