City of Santa Ana General Plan Update <br />June 5, 2018 <br />Page 2 <br />included members of City Boards and Commissions and the Santa Ana Unified School District. <br />Initially, the group refined the issues. The group then produced a draft vision statement for the <br />City. For each of the General Plan elements, the GPAG refined draft goals and policies and <br />produced a conceptual Land Use Map. This work effort will become the basis for the policy <br />framework as part of the General Plan document. <br />In December 2017, the City Council approved the Memorandum of Understanding with Southern <br />California Association of Governments (SCAG) and contract agreements for planning consultants <br />to provide technical support as part of a Sustainability Planning Grant for $325,000 by SCAG. Staff <br />has commenced technical work coordination with consultants in preparation of the draft document <br />and evaluation of land use focus areas. <br />Currently, staff is preparing 'a draft General Plan policy framework for future City Council <br />consideration. In addition, a second community outreach will be initiated. Based on the initial <br />community outreach effort and the GPAG work, the policy document will include a vision statement, <br />goals, policies, and land use map alternatives. Staff anticipates completion of the General Plan <br />Policy Framework by the end of 2018 and completion of second community outreach effort during <br />the first half of 2019. The following are key milestones and next steps towards completion of the <br />General Plan: <br />• Secure funding for General Plan Environmental (EIR)/Technical Studies (Summer 2018) <br />• Vision, Core Values and Land Use Study Areas — Council Study Session (Summer 2018) <br />• Kick Off Community Outreach Program Phase 2 (Summer 2018) <br />• RFP for EIRlfechnical studies consultant — (Fall 2018) <br />• Draft General Plan Policy Framework completed (Winter 2018) <br />• EIR Complete (Spring 2020) <br />• Adoption of General Plan Update (Spring 2020) <br />The total cost for the comprehensive update to the City's General Plan is estimated at <br />approximately 3 million dollars with a projected completion date of March 2020. <br />FY2015-16, PBA was appropriated 1 million dollars through the Addressing Maintenance <br />Enhancing Services (AMES) Plan. At the conclusion of FY2017-18, total expenditures from the <br />AMES Plan are projected to be $850,000 and the remaining balance of $150,000 will carry forward <br />to FY2018-19. <br />Projected expenditures for FY2018-19 and FY2019-20 are $2,155,570. Of this amount, <br />approximately $475,000 will be sourced from grant dollars from SCAG and the South Coast Air <br />Quality Management District (SCAQMD); $150,000 AMES Plan balance carry forward; $30,570 <br />from PBA's operational accounts; and anticipated $1.5 Million in General Funds. <br />65G-2 <br />
