REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 5, 2018 <br />TITLE: <br />FISCAL YEAR 2018-2019 MISCELLANEOUS FEE <br />RESOLUTION <br />(STRATEGIC PLAN 4,2A) <br />`` CITY ANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Sat Public Hearing Far_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution establishing the Fiscal Year 2018-2019 Schedule of Uniform Fees for <br />Miscellaneous Services. <br />DISCUSSION <br />The Miscellaneous Fee Resolution (Exhibit 1) comprises of various charges (Fees) assessed <br />upon individuals seeking services of value from the City, including but not limited to building and <br />enterprise related fees. These Fees are intended to recover the reasonable costs, incurred by the <br />City, which are associated with delivering the corresponding services. <br />Annually, the Fees and services associated with the Miscellaneous Fee Resolution are reviewed <br />by each City Department, to ensure the assessed Fee is adjusted to reflect the costs currently <br />incurred by the City. As a means to ensure the City recovers the necessary costs in providing the <br />service, Staff reviews the Consumers Price Index (CPI) -Urban, All Services Component, for the <br />Los Angeles -Riverside -Orange County area as of December 31, 2017. The analysis disclosed <br />the CPI increased 3.88% for the most recently completed twelve months. The CPI increase is <br />reflected in the proposed Miscellaneous Fee Resolution for the upcoming fiscal year (2018-19). <br />Furthermore, the FY 2018-19 Miscellaneous Fee Schedule (Schedule) identifies all fees assessed <br />as well as proposed new fees and those recommended for adjustment (Exhibit 2 and Exhibit 3). <br />In addition, Staff has engaged a consultant to review the Fees to determine if the assessed <br />amount recovers the cost of providing the service. It is anticipated that the report will be <br />completed during mid to late fiscal year 2018-19. Furthermore, the Resolution includes the <br />continued waiver of the Credit Card Processing fee, establishment of fifteen new fees, <br />modification of eight existing fees and the deletion of nine fees. All proposed fee changes become <br />effective July 1, 2018. <br />75A-2-1 <br />
