Santa <br />Ana should not be "virtually giving away" the very limited open space/parkland it has to any residential users <br />that have encroached upon the city's land. <br />The portion of the "improvements" encroaching upon city property should be removed and the land restored to <br />its natural condition, all at the expense of the residents. Or, perhaps as a unique option,the encroaching tennis <br />court should be made accessible to Santa Ana residents. <br />At an absolute minimum, the land should be sold for fair market value, plus an additional sum to represent the <br />opportunity cost for loss of use as open space for as long as the encroachment has existed, along with a separate <br />penalty for encroaching upon city property. This latter option, however, would set a precedent that may <br />encourage others to similarly encroach upon city land in the future.
