PUBLIC HEARING: AMEND COUNCIL WARD BOUNDARIES AND <br />INTRODUCTION OF ORDINANCE TO AMEND SAME {STRATEGIC PLAN NO. <br />5, 1 } — Clerk of the Council Office <br />Legal Notice of Resolution No. 2018-032 declaring City's intent to consider <br />changes to boundary lines of wards published in the Orange County Register on <br />May 4, 2018 and May 11, 2018. In addition, legal notices regarding public <br />hearings to be heled on May 15 and May 19, 2018, published in the Orange <br />County Register on May 4, 2018 and May 11, 2018; La Opinion on May 9, 2018, <br />Nguoi Viet on May 8, 2018; Chinese Daily on May 9, 2018; and Korea Times on <br />May 8, 2018. <br />Mayor Pulido, noted public hearing will not be heard and directed City Clerk to <br />make announcement. <br />City Clerk Huizar, announced public hearing is canceled. <br />WORK STUDY SESSION (CONSIDERED OUT OF ORDER FOR PUBLIC COMMENTS <br />ONLY) <br />WS -1. FISCAL YEAR 2018-19 PROPOSED BUDGET - Finance and Management <br />Services <br />Written communication received and distributed; the following spoke on the <br />matter: <br />• Alexis Teodoro, addressed City Council to present five key values to <br />consider when deciding how to allocate city funds. Opined although the City <br />is in a budget deficit opined that still can be equitably; residents not <br />responsible for current financial situation. <br />• Emily Perana, opined Invest in Youth agendas goal is to reinvest budget <br />towards achieving vision to support all Santa Ana youth <br />• Deyaneira, urged City Council to reconsider how money is invested, need to <br />divest from criminalizing youth, invest in youth growth, and need invest all <br />marijuana revenue in holistic and restorative youth programs. <br />PUBLIC HEARINGS <br />75C.
