The state may at its discretion recapture funds <br />obligated under this exhibit, if expenditure plans are not being met. <br />PROGRAM NARRATIVE <br />The purpose of this action is to initiate this Local Area's new <br />Program Year (PY) 2016-17 Workforce Innovation and <br />Opportunity Act (WIOA) Title I subgrant agreement and to <br />incorporate WIOA Youth formula funding into Grant Code (GC) <br />301. The amount in GC 301 represents this Local Area's entire <br />youth formula allocation for PY 2016-17. The term date for these <br />funds is April 1, 2016 to June 30, 2018. The Local Area will <br />operate the WIOA program in accordance with the approved <br />Workforce Innovation and Opportunity Plan on file in the Central <br />Office Workforce Services Division of the Employment <br />Development Department, P.O.
