REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 19, 2018 <br />TITLE: <br />AUTHORIZE ISSUANCE OF FISCAL YEAR <br />2018 — 2019 REQUEST FOR PROPOSALS <br />FOR AFFORDABLE HOUSING <br />DEVELOPMENT <br />{STRATEGIC PLAN NO. 5, 3} <br />4 <br />CITANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />I_1»Ci0]kV/=I1r <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 181 Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the Community Development Agency to release a Fiscal Year 2018 — 2019 Request for <br />Proposals seeking proposals to develop affordable rental and ownership project(s) in the City of <br />Santa Ana with funding from the HOME Investment Partnerships Program, Community <br />Development Block Grant Program, Project Based Voucher Program, and Housing Successor <br />Agency Fund. <br />DISCUSSION <br />Under Section III of the Affordable Housing Funds Policies and Procedures adopted by City <br />Council on March 20, 2018, the Housing Division, upon City Council approval, will issue a <br />Request for Proposals (RFP), for available funds. The RFP will be open (an "Open RFP <br />Process") and provide sufficient time for applicants to identify an eligible site and complete and <br />submit a proposal. The RFP will be open four (4) times on a quarterly basis for one year to <br />submit a proposal scheduled throughout the year. <br />As such, staff is requesting authorization to release the Fiscal Year 2018 — 2019 Request for <br />Proposals for affordable housing to be developed in Santa Ana (Exhibit 1). <br />The available funds for this.RFP is equal to the total amount of HOME Investment Partnerships <br />Program funds, Community Development Block Grant Program funds, Project -Based Voucher <br />Program vouchers, Low and Moderate Income Housing Asset funds (Housing Successor Agency <br />funds), Neighborhood Stabilization Program funds (NSP), and/or any other funds received by the <br />City of Santa Ana for affordable housing purposes as published on a quarterly basis as an exhibit <br />in the Housing Division Quarterly Report. Inclusionary Housing Fund in -lieu fee pending <br />payments and any other funds that have not yet been received by the City shall not be <br />considered as available funds. <br />19D-1 <br />
