5) Participation of Low -Income Residents and Businesses. Describe the steps to be taken to ensure <br />maximum feasible participation of local low income residents and businesses in the development of the <br />project. Describe how the project will be developed and operated so as to insure compliance with all <br />relevant components of the Americans with Disabilities Act. <br />6) Proposed Development Schedule. Taking as a starting point City Council approval of the pre -loan <br />commitment letter, provide a proposed development schedule that includes the following milestones at a <br />minimum: site acquisition, additional required loan commitments and funding from all other funding <br />sources, zoning change approvals (if necessary), preparation and approval of construction plans, start of <br />construction, completion of construction, and lease -up. <br />I> <br />7) Current Tenants. Provide a listing of all tenants currently residing,in'the units, if applicable. <br />8) Proposer shall complete and return the following Exhibits•attached herewith: <br />a) Exhibit B — Alignment with the City's Housing Element and Strategic Plan <br />b) Exhibit C — Additional Insured Endorsement for Commercial General Liability Policy (Not <br />required until after Developer selection) <br />c) Exhibit D — Proposer's Statement' <br />d) Exhibit E — Certification of Nondiscrimihation <br />e) Exhibit F — Non -Collusion Affidavit <br />f) Exhibit G — Commitment to Enter,into Memorandum of Understanding with the Santa Ana Work <br />Center <br />• <br />The proposal must be completely responsive, to the RFP. Incomplete proposals will be deemed as <br />nonresponsive and will be rejected. The City reserves the right to reject any or all proposals submitted and no <br />representation, is made hereby that any,commitment will"be awarded pursuant to this RFP or otherwise. <br />XIV. DEVELOPER SELECTION'- PROPOSAL AND EVALUATION <br />After each quarterly deadline for the Open RFP Process, staff shall review any proposal(s) to determine if the <br />minimum program and RFP Process requirements are met (minimum threshold review). Proposals that do not <br />meet the minimum threshold *review will be considered non-responsive. If the Proposal meets the minimum <br />threshold review, staff will form, a Review Panel. The Review Panel for the RFP Process will consist of at least <br />one (1) employee from the City's Public Works Agency, Planning and Building Agency, and Community <br />Development Agency, and one (1) outside agency or government -entity. If an employee is not available in one <br />City Agency, a second employee may be requested from one of the other two City Agencies so long as there <br />are at least two of the three City Agencies represented on the Review Panel. <br />Using the scoring and selection criteria provided below, the Review Panel shall determine whether the proposal <br />is recommended for a pre -loan commitment. Including the scoring and selection criteria, the Review Panel shall <br />also review the design of the proposed project for appropriateness for the proposed target group, compatibility <br />with surrounding uses, cost effectiveness of construction, and appropriateness of the design and construction <br />for low maintenance and long term durability. Proposed projects must receive a minimum threshold score of 75 <br />points to move forward in the proposal review process.
