Councilmember Tinajero, opined not everyone is confused about the budget, <br />-budget changed because scenario changed, and need to continue funding <br />community legal representation; former City Manager slowed downed hiring <br />process from various departments, previous financial audit and subsequent <br />double "A" rating. <br />Councilmember Sarmiento, echoed statements made by Councilmember <br />Tinajero; challenges in passing budget; asked if item requires five votes and if <br />item can be continued and still meet budget deadline. <br />Councilmember Benavides, asked staff to clarify cannabis revenue and revenue <br />amount used in proposed budget; direction to allocate adult use retail and <br />commercial revenue in thirds to general fund, enforcement, and youth services <br />with the goal to enhance city services; proposed budget does not allocate <br />cannabis revenue as directed by City Council. <br />Councilmember Solorio, opined all municipalities face projected deficits; <br />expressed concern that formal action by City Council is not being carried out by <br />staff and need to consider penny tax; police staff is operating-at.half the a rate_ <br />needed. <br />Councilmember Villegas, noted public safety is a priority and City operating at <br />half of the officer ratio; highlighted difficulty in hiring qualified individuals. <br />MOTION.
