Recommend Awarding Youth <br />Provider Agreements For PY 2018-2019 <br />June 19, 2018 <br />Page 2 <br />WORKFORCE DEVELOPMENT BOARD ACTION <br />At its regular meeting on May 17, 2018, by a vote of 13:0 (Lewis, Luviano, Perez, Ruiz, Sanchez <br />absent) the Workforce Development Executive Committee approved the recommended action. <br />DISCUSSION <br />Under the authority of the Workforce Innovation & Opportunity Act (WIOA), the Santa Ana <br />Workforce Development Board (WDB) and its Youth Council are required to procure and fund <br />Youth Service Providers to provide WIOA services to local eligible at -risk youth. Under the new <br />legislation of WIOA there are six Performance Indicators, a requirement that at least 75% of the <br />funds are spent on Out -of -School Youth, that 20% of youth funds are used for work experience <br />activities, ensure youth services incorporate the mandated 14 WIOA Elements, and that at least <br />80% of the WIOA youth funds are obligated annually. <br />January of 2015 a Request for Proposal (RFP) was released seeking organizations to provide <br />WIOA youth services. This RFP and selection process is valid for a four-year period and <br />available to the WDB to recommend contracts thru June 2019. For the past three years the <br />WDB has funded youth services thru the Orange County Therapeutic Arts Center, Orange <br />County Conservation Corps, City of Santa Ana, Library, and the Orange County Labor <br />Federation. Last year the Orange County Labor Federation withdrew as a Youth Provider and <br />was not funded this current program year. <br />At the April 12, 2018 Youth Council meeting, an amended motion was approved to fund the <br />same three agencies and increasing the award amounts equally between the Orange County <br />Conservation Corps and Orange County Children's Therapeutic Arts Center by $20,000 due to <br />the Santa Ana Public Library's request to reduce their award to serve 15 youth instead of 22 <br />youth. The Santa Ana Public Library cited staff capacity to continue to serve 22 youth and meet <br />the rigors of the WIOA grant requirements as the reason for not pursuing the program moving <br />forward, <br />At this time, funding for WIOA has been approved by Congress however, the Department of <br />Labor has yet to announce and release the youth grant allocations for PY 2018-19. Because the <br />new fiscal year is near, staff is recommending to proceed with the recommended action. Should <br />funding be less than last year's, staff would reduce each provider equally by the same reduction <br />percentage. <br />Currently all three providers are fulfilling their contractual obligations. As we transitioned from the <br />Workforce Investment Act (WIA) to WIOA there are no youth performance measures to report for <br />the PY 2016-17. Staff anticipate being able to report performance outcomes next year as some <br />of the performance measures take a full two years to complete. <br />25H-2 <br />
