REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 19, 2018 <br />TITLE: <br />APPROVE AN AGREEMENT WITH <br />SUPERIOR PROPERTY SERVICES, INC. <br />FOR HARDSCAPE PAVEMENT CLEANING <br />AND INFECTIOUS WASTE REMOVAL <br />SERVICES IN THE SANTA ANA CIVIC <br />CENTER <br />(STRATEGIC PLAN NO. 6, 1 B) <br />CITYVAANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Superior <br />Property Services, Inc. to provide hardscape pavement cleaning and infectious waste removal <br />services for an annual amount not to exceed $274,656, which includes a 20% contingency, for a <br />term from July 1, 2018 through June 30, 2020, with two, one-year renewal options, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Parks, Recreation and Community Services Agency (PRCSA) maintains the Santa Ana Civic <br />Center as part of the Civic Center Joint Powers Authority with the County of Orange. On February <br />28, 2018, PRCSA issued a Request for Proposal (RFP) for the hardscape pavement cleaning and <br />infectious waste removal services. The RFP was posted on PlanetBids, where 96 vendors were <br />notified, eight vendors downloaded the RFP and one vendor submitted a proposal. <br />The proposal that was submitted is from the existing vendor that currently provides service in the <br />Civic Center. An evaluation committee consisting of representatives from PRCSA reviewed the <br />proposal and gave it a score of 257 out of a possible 300. Due to the experience of the vendor in <br />working in the area as well as professional working relationship with the City, the evaluation <br />committee made a recommendation to continue with Superior Property Services, Inc. for a new <br />two-year agreement with an option to extend the agreement for two additional one-year terms. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #6 - Community Facilities & Infrastructure, <br />Objective #1 (Establish and maintain a Community Investment Plan for all City assets), Strategy B <br />(Equitably maintain existing streets and associated assets in a state of good repair so they are <br />clean, safe and aesthetically pleasing for all users). <br />25K-1 <br />
