Executive Summary <br />Pavement Management Plan Agency Submittal <br />The City of Santa Ana (City) Public Works Agency utilizes StreetSaver and geographical information system <br />(GIS) to develop the Pavement Management Program (PMP) to provide an accurate inventory of the current <br />and projected pavement condition of all public roadways and to implement a seven-year roadway <br />maintenance and rehabilitation (M&R) program to maximize the return from available existing funding for <br />street pavement. The PMP's ultimate goal is to effectively strategize short and long-term usages of current <br />and future limited funding to restore and maintain the entire street pavement network at "Good" condition or <br />better. <br />The City currently manages 422.8 centerline miles of streets for a total of approximately 95.7 million square <br />feet (SF) of paved surfaces. To be consistent with the City General Plan Circulation Element Master Plan of <br />Streets and Highways and the Orange County Transportation Authority (OCTA) Master Plan of Arterial <br />Highways (MPAH), the entire street pavement network is organized into two networks (arterial and local) <br />depending on its functional classifications (i.e. major, primary, secondary, and collector arterial streets; <br />residential and non-residential local streets). There are 106.2 centerline miles (25% of entire pavement <br />network) in the arterial network and 316.6 centerline miles (75% of entire pavement network) in the local <br />network.
