<br />3) to assist rental housing properties if less than 51 % of the units will be occupied by low and moderate

<br />Compliance with Federal and Local Regulations
<br />All projects must comply with all applicable federal requirements contained in 24 CFR Part 570 Subpart K,
<br />including, but not limited to, standards of financial management, environmental review, labor and wage
<br />requirements, debarred contractors, lead -based paint and equal opportunity. Borrowers should note:
<br />Contract Requirements: All work shall be completed by license/d,contractors. All contracts must comply
<br />with competitive bidding requirements.
<br />Labor Standards: A project with eight or more resic!6`ntial'urilts must comply with the Federal Labor
<br />Standards, including the Davis -Bacon Act requirements,,ag promulgated by HUD, and set forth in 24 CFR
<br />Part 570, Subpart K in the performance of the rehabilitation or construction work financed by the loan.
<br />Contracts over $10,000 must comply with Equal'opp6rtunity AffirmatiVe. Action requirements of Section 3
<br />of the Housing Urban Development Act of 196k, All efforts shall be madeto"provide equal opportunity for

<br />Lead -based Paint: Housing assist . ed wlth-CDBG fur�ds, constitutes HUD -associated housing for the
<br />purpose of the Lead -Based Paint Poison19g.Prevention Act and the Lead Safe Housing Rule, and is

<br />Source of Funds
<br />The 2017 Appropriations Act provide ' d $40 million, in HUD -Veterans Affairs Supportive Housing (HUD-VASH)
<br />funding that will suppqrt,approximate,ly 5,500 h�ew HUD-VASH vouchers. On April 13, 2018, the Housing
<br />Authority was awarded $1,054,965.00dn�budget authority for a 12-month term to support 100 HUD -Veterans
<br />Affairs Supportive Housing (HUD-VAS,H) vouchers from the Fiscal Year (FY) 2017 allocation. The vouchers must
<br />be administered in partnershipw"ith the V22/Long Beach HCS, serving homeless veterans in Orange County.
<br />Ell-gible Borrowers
<br />Eligible borrowers are nonprofit Housing Development Corporations (HDC's) duly organized to promote and
<br />undertake community development activities on a not -for -profit basis, or for -profit housing developers or
<br />development corporations, with proven capacities to develop, own, and operate affordable housing. Limited
<br />partnerships whose general partners are otherwise eligible under the above are also eligible to borrow Program
<br />funds.
<br />Eligible Promects
<br />The City and Authority is soliciting proposals for permanent supportive housing from owners and/or affordable
<br />housing developers together with at least one service provider who are experienced, very knowledgeable of
<br />HUD programs and its requirements, and financially capable of managing and maintaining high -quality
