GIVING NOTICE OF A GENERAL MUNICIPAL ELECTION TO BE HELD ON <br />NOVEMBER 6, 2018; REQUESTING BOARD OF SUPERVISORS OF THE <br />COUNTY OF ORANGE TO CONSOLIDATE CITY OF SANTA ANA GENERAL <br />MUNICIPAL ELECTION WITH THE STATEWIDE GENERAL ELECTION; AND <br />SUBMISSION OF A PROPOSED CHARTER AMENDMENT REGARDING BY <br />WARD ELECTIONS FOR VOTER CONSIDERATION {STRATEGIC PLAN NO. <br />5, 1) — Clerk of the Council Office <br />The following spoke on the matter: <br />• Madalid de Paz, opined the general election is unjust because it benefits the <br />police union; expressed support for item, district wide elections, and a just <br />redrawing of the map. <br />• Leonel Velazquez, community organizer with OCCCO, opined Santa Ana <br />voters need more representation, need to end abuse of authority, and <br />expressed support for item. <br />• Ruben Barreto, expressed support for item, equitable representation, and <br />need for district based elections. <br />• Theresa Le, addressed City Council to request district based election to be <br />placed on November ballot; process is becoming oppressive, need to end <br />further delays, and expressed support for item. <br />• Joese Hernandez, expressed support for district ward elections. <br />Council discussion ensued. <br />Councilmember Benavides, expressed support for item and opined it is time to <br />move forward and place item on the ballot; asked staff to clarify any urgency in <br />moving item. <br />CITY COUNCIL MINUTES 28 JUNE 5, 2018 <br />
