(951) 270-5678 2870 Clark Avenue <br />Norco, CA 92860 <br />City of Norco, CA <br />Water and Sewer Rate Analysis <br />The City of Norco provides water and sewer service to a population of approximately 25,000 in <br />Riverside County. In addition to retail potable water services, the City also provides wholesale water <br />services to the Santa Ana River Water Company and uses a regional approach as a cost effective way <br />to treat wastewater. <br />Stantec completed a rate study and subsequent updates that addresses the revenue volatility <br />experienced by the City during the recent drought. The City's goal was to ensure stable revenue for Its <br />fixed costs. <br />Our team conduct a rate study, including rates designed to fund the utility's long-term projected cost of <br />providing services.while also providing a reasonable and prudent balance of revenue stability, and <br />complying with the substantive requirements of California Constitution Article XIII D, Section 6 (Prop <br />218).
