Councilmember Villegas, expressed opposition to funding the legal defense <br />fund, possibility of others asking for legal representation in other areas of law, <br />and program is not open to everyone. <br />Councilmember Sarmiento, opined not all items are addressed in budget, <br />services to residents is diminishing, and expressed support for budget. Noted <br />previous city investment and matching funds received from Vera Foundation <br />towards legal defense fund. <br />Ci7101�C�1��A <br />1. Approve the use of unassigned fund balance ("one-time monies") from <br />the General Fund up to $10.2 million. This will result in a General Fund <br />Budget of $264,561,084 for Fiscal Year 2018-19. Passage of the <br />proposed One -Time funding for Fiscal Year 2018-19, will be the second <br />consecutive year if authorization of One -Time monies is utilized. In <br />accordance, with the City Council adopted Budget and Financial Policy <br />(dated June 6, 2017), the policy only allows for use of One -Time funding <br />for two consecutive years. (Requires five affirmative votes.) <br />2. Place ordinance on first reading and authorize publication of title. <br />ORDINANCE NO. NS -2951 - AN ORDINANCE OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA APPROPRIATING MONIES TO THE SEVERAL <br />OFFICES, AGENCIES, AND DEPARTMENTS OF THE CITY FOR FISCAL <br />YEAR BUDGET PERIOD COMMENCING JULY 1, 2018 <br />*Councilmember Villegas opposed to funding legal defense program.* <br />3.
